Village of Richmond

Richmond, the Village of Yesteryear, was first settled in 1837 by William McConnell, who staked his claim to land just west of the present village on what is now Broadway Street. He spent his first night here under an oak tree which still stands today. Charles Noyes arrived later that year, building a log house half a mile to the east. Noyes named the new village Montelona, but later moved to Wisconsin, selling his claim to Theodore Purdy.

In 1844, Charles Cotting settled here and, along with Purdy, platted the village. The winner of a contest to climb to the top of the new grist mill the fastest would be given the honor of naming the new village. The winner: Isaac Reed, who named the village Richmond.

The Village was incorporated September 2, 1872 with Dr. Fillmore Bennett elected as its first president. Dr. Bennett authored numerous poems and hymns, including “The Sweet Bye and Bye.” He was also the first principal of Richmond’s grade school.

In 2001, Bennett Park, one of Richmond’s four city parks, was dedicated in his honor.

In 1906, Memorial Hall was constructed with a $10,000 bequest from Charles DeWitt McConnell, the grandson of William McConnell. Over the years, the building has served as a library, auditorium and school gymnasium, as well as serving as Village Hall and Police Department until 1993. The building has received several upgrades in recent decades and today houses a local theatre company and The Richmond Food Pantry, as well as hosting community and private events.

During the late 1960s and early 1970s, new entrepreneurs arrived in Richmond and began repurposing the vintage

buildings in the downtown area for new uses. Richmond was one of the first communities to carry out a revitalization

program entirely with private funds. We are also home to a number of light and medium manufacturing operations. Richmond administers a revolving loan fund and property tax abatements for new or expanding businesses.

Today, residents and visitors can enjoy shopping and dining opportunities in a wide variety of venues. Housing ranges from multi-family to new construction to stately Victorian homes from the late 1800s. Richmond is home to four city parks, and is surrounded by nature and

recreational opportunities through the county conservation district and nearby Chain O’Lakes State Park. Pedestrian trails connect hikers and cyclists with Wisconsin and communities to the south. In winter months, we are also connected to a regional network of snowmobile trails.

Richmond is home to highly-rated schools from K-12, which consistently excel both academically and athletically. The Nippersink Public Library serves Richmond and the surrounding area.

Richmond maintains a local police department and is served by a fully-staffed fire and EMS service. Our public works department maintains streets, parks and provides water and sewer service. Other utilities and services can be identified through our website www.richmond-il.com.

Village of Spring Grove

Spring Grove is an active and growing community in the northeast region of McHenry County with a vibrant community spirit and an outstanding quality of life that maintains a small town feeling of family, friends and neighbors.

Spring Grove was established in the late 1830s as an agricultural community. In fact, the world’s first vertical silo was invented in Spring Grove in August of 1873 by Fred Hatch. Constructed on his small farm, the silo was a square, vertical storage box made of wood. Prior to his invention, farmers stored corn in long trenches but dampness would often cause considerable spoilage. In 1984, the American Society of Agricultural Engineers recognized Fred Hatch’s invention by dedicating a replica of his silo at Lyle Thomas Park.

Spring Grove was chosen as the location for the first state fish hatchery in 1914 because of the natural cold water springs which produced over 300 gallons of water a minute. Many kinds of fish were produced

for the northern waterways and lakes of the state, including Lake Michigan. The Spring Grove Fish Hatchery was in operation for nearly 100 years before closing in 2005. In 2007, the Village acquired the site with the goal to renovate the historic property. With the help of many volunteers and grant money, work was started on site grading, pond reconstruction, walking paths, fishing piers, fencing and the visitor’s center where historical exhibits are on display. Hatchery Park was opened in 2012, with a dedication and grand opening.

The village strives to keep the values and traditions of a small town alive through community events like the annual Fourth of July Celebration, Easter Egg Hunt and Tree Lighting Ceremony. The annual Fourth of July Celebration starts with a parade and continues with games, food and fun at Horse Fair Park, ending with a spectacular fireworks display in the

evening. Spring Grove is also home to the world’s largest corn maze located at the Richardson Adventure Farm with miles of trails spread out over 30 acres. This is also a destination spot each winter

for families looking for an adventure of cutting down their own Christmas tree.

Recreational activities in and around Spring Grove include biking and hiking paths, camping, boating, fishing, horseback riding, snowmobiling and canoeing. These activities can be found at Thelen Park, Hatchery Park, Lyle Thomas Park and the nearby Chain O’ Lakes State Park and Glacial Park. Lyle Thomas Park is also home to one of four canoe launches/landings along the Nippersink Creek. The Nippersink Creek Canoe Trail is one of the most beautiful canoe trails in Northern Illinois.

In 1902, Spring Grove incorporated with a population of 325. Careful planning has rewarded the village with a high-quality selection of housing along with increased commercial and light industrial development.

Residents enjoy the rural feel of Spring Grove with a beautiful countryside and small-town way of life. Spring Grove looks to the future with optimism, exploring new ways of developing traditional neighborhoods, building new parks and other recreation areas, and welcoming new stores and businesses.

N ippersink Public Library District on Hill Road opened on October 22, 1990, moving from Memorial Hall in Richmond which had been its home for 18 years. This 9,000 sq. ft. Prairie-style building grew to 18,000 sq. ft. when the second

floor addition was built in 1996. The Library is tax-supported and serves approximately 11,188 people in Richmond and Burton Townships. It is a member of the Reaching Across Illinois Library System (RAILS). Library Director Cynthia Cole leads a staff of one full-time and 12 part-time employees who manage the library’s collection of books, newspaper and magazine titles, DVDs, music CDs, and Books on CD. The library offers internet access, and access to a variety of resources including the library’s online catalog, downloadable e-book and e-audio titles, and several databases.Reference and Reader’s Advisory Services are available all hours the library is open. The library is part of the Northern Illinois Consortium (NIC), an online consortium of seven public libraries. Materials not owned by the library can be obtained through NIC and other Interlibrary Loan services. The Friends of Nippersink Library provides support for the library through the annual used book sale and other activities. The group meets as needed.Programming is conducted throughout the year including story hour for preschoolers and the annual Summer Reading program. A 99 person capacity meeting room, with kitchen facilities, is used by service and civic groups and is available to all community groups. Smaller meeting rooms are also available.

Police Departments

T he Village of Richmond Police Department’s mission is to deliver professional, prompt and courteous service to every citizen who requests police service, 24/7 365 days a year.

The Richmond Police Department is comprised of a Chief of Police, one Police Sergeant, two investigators, 14 full and part time patrol officers, and a school resource officer. Community Service Officers, Crossing Guards and a large number of devoted Citizens Police Academy Volunteers are utilized to address traffic and community safety.

Our patrol and investigations capabilities include gang and drug interdiction, a police K-9 program, truck enforcement, evidence technicians, crime prevention seminars, crime prevention audits, juvenile specialists, traffic and local ordinance enforcement, neighborhood patrols, vacation watches and a highly successful Citizens Police Academy.

The department is devoted to supporting and protecting the community under a community oriented policing philosophy which stresses building partnerships in the community to combat alcohol and drug abuse, domestic violence, gang related issues, crime prevention and traffic safety. The department is fortunate to bring advanced training prompting community safety and advanced leadership.

T he Spring Grove Police Department, located next to Village Hall, operates 24-hours a day providing professional police services dispatched by an enhanced 911 system. The Police Department

employs 16 sworn, highly trained police officers and two civilian employees. Some officers are trained specialists in arson investigation, accident reconstruction, juvenile law, K-9, drug interdiction, truck enforcement, and as evidence technicians. One officer is assigned to the McHenry County Major Investigation Assistance Team and one officer is on the I.L.E.A.S. response team.

The department’s services include community patrol, accident/criminal investigations, traffic management, drug interdiction and vacation house checks. The department offers extensive community outreach programs such as D.A.R.E., Crime Stoppers, C.P.A. (Citizen Police Academies 1 & 2 ), Explorer Post and Safety Camp.

Our vehicles are equipped with state-of-the-art technology. Each squad is outfitted with a mobile computer, moving and stationary radar, portable breath test instrument, automatic external defibrillator for cardiac emergencies, and a digital video camera.

Fire Protection

T he Richmond Fire Protection District was started in February 1926 as a volunteer fire department. In 1997 a new fire station was built at its current location at 5601 Hunter Drive.

Today, the department is officially classified as a combination department comprised of career and paid on-call members. The fire station is staffed 24/7/365 with Illinois licensed Firefighter II/Paramedics and houses two fire engines of which both are ALS certified, one 110-foot ladder truck that serves double duty as a rescue squad, one 3,500 gallon tanker truck, one grass truck, two ATVs, two advanced life-support ambulances, one shift commander response vehicle, one chief’s response and two utility vehicles. The department is made up of 34 members who respond to 600 plus emergency Fire/EMS calls per year. Richmond Fire is dedicated to the task of providing the highest level of emergency response service for its district residents. The Fire District has a Fire Prevention Bureau that actively conducts annual business fire inspections, provides for plan reviews for new construction and is active in public education,

using Fire Prevention Week as the focal point for educating the children of the community in fire

prevention.

The fire district also sponsors the Richmond Township C.E.R.T. (Community Emergency

Response Team) and the Richmond Fire Corp (A volunteer fire department support

group). By getting trained in CERT, you will have the skills to help emergency responders save lives and protect property. By joining Richmond Fire

Corp., you will support fire department operations in a behind-the-line

manner, of which the most significant object is REHAB

at major fire scenes. CERT and Fire Corp are integral parts of Citizen Corps, the

grass-roots movement that actively involves everyone

in making our communities and our nation, safer, stronger and better prepared. Applications

for membership into Richmond Township CERT and Fire Corp

programs are available at the Richmond fire station, located at 5601

Hunter Drive. These two groups meet and train once per month and supports the

Richmond Township Fire Protection District by providing REHAB support on all structure

Conservation District

T he Conservation District is a county-wide public agency created in 1971 through a voter referendum.

Promoting Conservation, Education and Recreation, the McHenry County Conservation District manages over 25,000 acres of open space graced with woodlands, prairies, wetlands, and savannas. In addition, within the district’s sites there are 17 dedicated State Nature Preserves. Thirty-three sites are open to the public to enjoy hiking, biking, fishing, canoeing, picnicking, nature viewing, camping, cross-country skiing and snowmobiling. Environmental education programs for all ages are offered throughout the year.

RICHMOND/SPRING GROVE CONSERVATION AREASGlacial Park has long been considered one of the jewels of the county’s open space holdings, characterized by its rolling prairie, wetlands, delta kames, oak savanna and the tranquil presence of Nippersink Creek. Encompassing 3,300 acres, Glacial Park supports nine miles of snowmobile trails, six miles

of hiking trails, and four miles of horse trails, contains a five mile segment of the regional Prairie Trail and offers canoeing and fishing in Nippersink Creek. It contains over 400 acres of dedicated nature preserve; harbors 18 state listed endangered and threatened species; and is listed as one of the top five areas to view migratory wetland birds in the region. The park is also home to the Lost Valley Visitor Center and sits within the boundaries of Hackmatack National Wildlife Refuge.

The McHenry County Prairie Trail, a former railroad bed, runs 26 miles from the Kane County line in Algonquin to the Wisconsin state line. The trail links eight McHenry County communities and connects to the 7-mile Hebron trail on the

north end and the Kane County’s trail system on the south.

The Lyle C. Thomas Park & Nippersink Canoe Base are popular take-out points for canoeists using the Nippersink, as well as quiet fishing spots.

Nearly 350

acres, the Elizabeth Lake Nature Preserve Varga Archaeological Site combines cultural preservation with recreational opportunities. The site offers two miles of hiking trails and a boardwalk lookout for birdwatching and nature viewing.

Located in the heart of Illinois’ largest concentration of natural lakes, Chain O’Lakes State Park is a water-oriented recreation area with outstanding opportunities for boaters, anglers and skiers. The park borders three natural lakes — Grass, Marie, and Nippersink and the Fox River that connects the other seven lakes (Bluff, Fox, Pistakee, Channel, Petite, Catherine and Redhead) that make up the chain. In addition, the park contains a 44-acre lake within its boundaries.

The 2,793-acre state park and adjoining 3,230-acre conservation area and nearly 6,500 acres of water the Chain O’Lakes State Park offers activities which include picnicking, nature walks on trails, horse rental, camping, boating, fishing and winter sports. Facilities for disabled and or elderly visitors are available, including a quarter-mile hiking trail.

Historical Information

O rganized more than 50 years ago in November 1963 as a not-for-profit corporation, the McHenry County Historical Society & Museum is living proof that the past is present.

We advocate for historical structures such as the landmarked Harmony School in Coral Township, the Sawyer-Kelley Mill in Huntley, Camp Algonquin in Algonquin Township and the Mineola Hotel in Fox Lake. The Society also plaques historic sites and structures.

We run a local history research library and serve as a resource for those looking to rediscover their roots, restore a historic home, preserve family heirlooms and learn about the past.

We preserve history for future generations with the help of hundreds of volunteers. And we educate your children. More than 3,000 school children visit our museum campus in Union each year.

The Society’s museum in Union opened in 1976. The comprehensive collection includes several preserved buildings: An 1843 log cabin, an 1867 one-room school, an 1885 town hall, a 20th Century modern tourist cabin, and an 1895 one-room school house used for school programs.

Join us at one of our lectures or workshops, visit our James mobile museum or traveling library exhibit in your town, volunteer and/or support us by becoming a member. Together we can do great things!
