At the time of the original grant of aOhorization,

this question of urging items completed by the, _Executive

Officer under delegated authority for further ratification

was quottioned by Chairman:Bert Levit, who felt it might be

desirable to have the delegation absolute and no return for

ratification' of the actionb bY the 'Commitision. This question p

was Posed to the Attorney General, who feat such delegation

would be too broad under existing statuYies and to accomplish

the program suggested by the then Chalftan would require

statutory amendment. Thy only procedure which would tolloW

the law would be that we had previously that of 'comleting

transactions under delegation, of authority and whex the'

document completed Was of a type: that would normallyrequire

resolUtipn of the CommissiOn4 ouch transactions could be

brought back to the Commission for ratification at the meetin

subequent.

Also, a second question on the delegation was raised,

would require Commission resolution will be brought to the

next meeting subsequent' for ratification and will be reported

n. This will shorten the calendar of routine business to

come befdre the Commission if the Commission capsiders. t

desirable; and, secondly, to: authorize the action of the del

ation of authority to authorize the Assistant Executive ()fel

to act during such times as the executive Officer is absent

from all offices of the Commission.
