IBC was founded in 1966 to meet the needs of the small businesses of Laredo, Texas. Today, it serves as the flagship bank of International Bancshares Corporation. Since its opening, IBC has grown from less than $1 million in assets to over $10.6 billion making it Texas’ largest holding company. IBC now serves more than 92 communities throughout Texas and Oklahoma with more than 235 branches and more than 370 ATM'S. IBC continues to expand and grow to meet the needs of its clients.

Work Performed:

Serve as Chief Engineer providing support for major expansion campaign throughout Texas and Oklahoma. In addition, design infrastructure and produced construction plans for each IBC bank site development, including hydrological & hydraulic analysis, driveways, erosion/sedimentation control, sidewalk design, water system design, wastewater system design, site grading, drainage system design, water quality and detention ponds. Performed other technical services such as addressing comments by local governmental authorities, including City and State staff.

Project Name/Location: Shadowglen Subdivision, Manor, Texas Project Description:

ShadowGlen, located in Austin's dynamic northeast corridor, is a premier master-planned community consisting of 1,660 acres with exciting amenities and an easy commute that provides unrivaled convenience to Austin's business centers. Technology firms in the immediate vicinity of ShadowGlen, such as Dell, Samsung and Applied Materials, all an average of 10 minutes away, are accelerating the corridor's thriving economy. Bergstrom International Airport is an easy 10-minute drive and the new Highway 130 bypass is close-by. Shadowglen is situated in the town of Manor, adjacent to Austin.

Work Performed: Provided civil engineering services by designing infrastructure for four (4) sections of the Falcon Pointe development. Design elements consisted of plan and profiles as well as other associated improvements including: Collector streets, residential streets, hydrological & hydraulic analysis, erosion/sedimentation control, sidewalk design, hike and bike trail design, water system design, wastewater system design, block/site grading, drainage system design, and detention pond design. Performed other technical services such as addressing comments by local governmental authorities, including City of Pflugerville staff; production of project planning reports, engineering reports, development permit applications, and SWPPP Applications; calculation of construction plan quantities and cost estimates; and responses to contractor questions during construction.

Name/Location: Falcon Pointe Subdivision, Pflugerville, Texas Project Description:

Falcon Pointe is a 700-acre master-planned community with a strategic location near I-35 North and Kelly Lane, in the fast-growing North Austin/Pflugerville market. As the largest master-planned community in the Pflugerville area, Falcon Pointe offers affordable new homes by leading builders, along with a master plan that includes a popular Residents Club, parks and greenbelt trails. Falcon Pointe is home to three on-site schools, all part of the highly acclaimed Pflugerville Independent School District

Project Name/Location: Balfour Subdivision, Austin, Texas Project Description:

Balfour Subdivision was a 600-acre master-planned community in the scenic hills along Lake Austin. The project consisted of commercial and residential lots along with scenic open spaces, parks, and marina on the lake.

Work Performed:

Provided civil engineering services by designing infrastructure for four (4) sections of the master-planned development. Design included: Collector streets, residential streets, hydrological & hydraulic analysis, erosion/ sedimentation control, sidewalk design, water system design, wastewater system design, site grading, drainage system design, and water quality pond design. Project Name/Location: Lake of the Woods Subdivision, Austin, Texas Project Description:

Lake of the Woods Subdivision was a 100-acre master-planned community in the scenic western hills of the City of Austin along Lake Austin. The project consisted of large residential home sites along with scenic open spaces.

Work Performed:

Provided civil engineering services by designing all street drainage infrastructure, including storm sewers, culverts and open channels. Drainage design was made particularly difficult due to the dramatic grade relief of the existing terrain. Performed other technical services such as addressing comments by local governmental authorities, including City of Austin and Travis County staff, producing engineering reports, producing development permit applications, calculating construction plan quantities and producing cost estimates.

Project Name/Location: Fort Hood Housing Development – Kouma 2a/2b, Killeen, Texas Project Description:

US Army Base, Fort Hood, occupies 335 square miles of Bell and Coryell Counties, 60 miles north of Austin and 50 miles south of Waco. It is the largest single site employer in Texas, directly inserting nearly $3B annually into the Texas economy. In 2005, the Texas State Comptroller estimated the annual direct and indirect economic impact of Fort Hood on the Central Texas region as $6.09 billion. This extremely important Army Base was in need of additional housing for its 44,000 assigned soldiers or airmen and 9,600 civilian employees.

Work Performed:

Provided civil engineering services by performing hydrological & hydraulic analysis and designing drainage infrastructure for two sections of the Kouma housing development, Kouma 2a & 2b. Drainage design included storm sewers and a detention pond.

Project Name/Location: CAS Consulting & Services, Inc. Office Building, Austin, Texas Project Description:

In order to meet the needs of its growing workforce, CAS Consulting & Services, Inc., has proposed to construct a new office building. The new office building will be 10,000 square feet and include a separate storage facility 850 square foot in size. The office building development will also include a biofiltration pond for water quality, one of the first of its kind in Austin, Texas. The site was especially challenging due to a large off-site drainage area which had to be controlled in order for the building to be properly constructed.

Work Performed:

Designed all civil improvements and produced construction plans for the project, including: Hydrological & hydraulic analysis, driveways, erosion/sedimentation control, sidewalk design, water system design, wastewater system design, site grading, drainage system design, and biofiltration pond for water quality. Addressed all comments by local governmental authorities, including City of Georgetown staff. Produced engineering report and development permit application for the project. Calculated construction plan quantities and cost estimate.

Project Name/Location: Lake Travis Marina Villas, Austin, Texas Project Description:

Lake Travis Marina Villas was a high-end duplex site development along FM 2769 (Anderson Mill Road) and scenic Lake Travis. Individual villas were estimated to range from $500,000 to $1.0 million. The project was to consist of fourteen (14) villas, marina, swimming pool, wet pond with water fall structures, water treatment plant, and wastewater treatment plant.

Work Performed:

Designed all civil improvements for the project, including: Hydrological & hydraulic analysis, driveways, erosion/sedimentation control, sidewalk design, water system design, site grading, drainage system design, and wet pond for water quality. Addressed all comments by local and governmental authorities, including City of Austin, Travis County, LCRA, and TxDOT staff. Produced all engineering reports and development permit applications. Calculated construction plan quantities and cost estimate.

Project Name/Location: San Gabriel Village, Section 1, Lot 3 Office Park, Georgetown, Texas Project Description:

San Gabriel Village Office Park was a facility designed to meet the increasing need for office space in Georgetown, Texas, a suburb of Austin which is experiencing rapid growth like most cities in the area.

Work Performed:

Designed all civil improvements and produced construction plans for the project, including: Driveways, hydrological & hydraulic analysis, erosion/sedimentation control, sidewalk design, water system design, wastewater system design, site grading, drainage system design, storm sewer, and extended detention pond for water quality. Addressed all comments by local governmental authorities, including City of Georgetown staff. Produced engineering report and development permit application for the project. Calculated construction plan quantities and cost estimate.

Project Name/Location: Austin Clean Water Program (ACWP), Austin, Texas Project Description:

The Austin Clean Water Program was created to address an Administrative Order from USEPA against the City of Austin to remove all future sewage overflows. The ACWP efforts included review of 15 past city-sponsored SSES reports, defining and prioritizing work to be performed to prevent future overflows, management of 25 design firms and construction management of more than 100 projects. As of March 2007 the estimated project cost for the program was over $250 million. The ACWP program required daily interfaces with many agencies within the City of Austin. In particular, a close working relationship was necessary with the Watershed Protection and Development Review Department (WSPRD), Public Works, and Austin Water Utility in order to achieve the deadlines established by USEPA. This coordination involved conducting stream walks, working with WSPDR experts to define stream stabilization requirements, erosion and sedimentation control, and tree protection techniques required for permitting of all the necessary sewer collection system projects. In addition, real estate, public relations, environmental assessments, permitting, and small contractor development services were also provided.

Work Performed:

Served as a program management consultant on the ACWP by providing the following services: Project Management – Provided project management services for 12 ACWP projects through design and construction. Design phase project management services included project schedule and budget tracking, facilitating design plan reviews, review of design plans, addressing design issues and questions, conducting design meetings, neighborhood meeting presentations, design proposal review and negotiations, and review of consultant invoices. Construction phase project management services included project schedule and budget tracking, conducting pre-construction conferences, conducting construction meetings, review of contractor change orders and conducting negotiations, facilitation of Requests for Information, answering resident calls and addressing resident concerns. Project sizes varied in size from $200,000 to $9,000,000. Sanitary Sewer Evaluation Study (SSES) Review – Reviewed SSES reports to evaluate sanitary sewer conditions, sanitary sewer overflows, and hydraulic capacity, in order to recommend replacement, rehabilitation, and/or maintenance projects to the program management team by producing a multitude of technical reports and preliminary engineering studies. Performed separate investigations into overflows not addressed in the SSES reports by reviewing Service Request (SR) reports, and ordering and reviewing television tape of specific line segments. Developed preliminary yet detailed construction cost estimates. Performed creek walks with City staff to ensure stream stabilization and document environmental constraints. Sanitary Sewer Overflow Investigations – Aided in the investigation of individual sanitary sewer overflows by reviewing television tape and recommending replacement, rehabilitation, and/or maintenance projects to the program management team. Utility Coordination and Traffic Control - Acted as the main point of contact for the ACWP in regards to coordination with other utilities and other projects within the City. Services include review of Austin Utility Location Coordination Committee (AULCC) weekly agendas, review of City of Austin Street & Bridge Department 3-year service plans, and subsequent contacts as necessary in order to begin coordination efforts.

Project Name/Location: Central Texas Regional Water Treatment Plant (CTRWTP), LCRA Project Description:

To meet the future water needs of the Central Texas Region, the City of San Antonio (SAWS), San Antonio River Authority (SARA), Guadalupe-Blanco River Authority (GBRA), City of Austin, and Lower Colorado River Authority (LCRA) congregated to analyze the feasibility of constructing a water treatment plant that could serve the region’s future needs.

Work Performed:

Provided feasibility assessment services for the regional water treatment plant study. Services included cost estimating of conceptual transmission and treatment facilities for providing potable water to the City of San Antonio (SAWS), San Antonio River Authority (SARA), and Central Texas Region, including the Guadalupe-Blanco River Authority (GBRA), City of Austin, and Lower Colorado River Authority (LCRA). The cost estimates will be used by the stakeholders to determine the feasibility of investing in this potential project. The cost estimates included conceptual river intake and pump station facilities on the Colorado River, off-channel water storage reservoirs, raw water transmission facilities, ground water transmission facilities, water treatment plant facilities, and potable water transmission facilities. Cost estimating services included both capital and operation and maintenance costs.

Project Name/Location: LCRA-SAWS Water Project (LSWP), LCRA/City of San Antonio, Texas Project Description:

The LCRA-SAWS Water Project is a water sharing proposal to develop alternative supplies that could help meet long-term needs in the lower Colorado River basin and the San Antonio area. The plan was developed during the statewide regional water supply planning process required under Senate Bill 1, passed in 1997. It is an important water supply strategy for both regions and the state. LCRA and San Antonio Water System (SAWS) are in the fourth year of a six-year in-depth study of the proposal’s technical, environmental and financial feasibility. The study period also will determine if the project can meet legislative requirements and obtain federal, state and local permits.

Work Performed:

Provided project viability assessment services as part of the program management consultant team on the LCRA-SAWS Water Project. The project viability assessment services included determination of water yield and cost estimates for this potential multi-year project. Services included cost estimating of conceptual river intake and pump station facilities, including a low head dam, as well as, off-channel water storage reservoirs. Cost estimating services included both capital and operation and maintenance costs.

Project Name/Location: Barton Creek & Deep Eddy Bank Stabilization, Austin, Texas Project Description:

The east bank of Austin’s most beloved creek, Barton Creek, was heavily eroding near its confluence with Town Lake in the heart of Downtown Austin. The erosion was not only threatening to wash out the east bank of Barton Creek, but it was also threatening to wash out the heavily used Town Lake Hike & Bike Trail which runs immediately adjacent to the creek. A similar problem and threat to the trail was present at the popular Deep Eddy Pool.

Work Performed:

Provided civil engineering services for the Barton Creek portion of this City of Austin project. Prepared site plan, drainage plan, erosion & sedimentation control & tree protection plan, hike & bike trail & drainage plan, calculated quantities, and produced construction cost estimate for the proposed improvements.

Project Name/Location: Waller Creek Stream Stabilization, 3rd to 4th Street, Austin, Texas Project Description:

Severe erosion of Waller Creek between 3rd and 4th Streets in Austin, Texas posed danger to several existing structures, including the 3rd Street bridge, an office building, a sidewalk, and water line crossing the creek.

Work Performed:

Provided hydraulic modeling services using HEC-RAS software. Produced an Existing Conditions model by analyzing the old City of Austin model and updating the model using recently obtained survey data. Produced a Proposed Conditions model to represent the stabilized conditions of the creek. Produced a Hydraulic Modeling Report to present all findings, which included: cross-sections for each model showing water surface elevations for the 2, 10, 25, 50, 100 and 500-year storms, detailed analysis of each cross-section in each hydraulic model, and a summary of the analysis with a map showing the 100-year floodplain for all three (3) models (old City of Austin model, Existing Conditions model, and Proposed Conditions model).

Project Name/Location: Sand Hill Power Plant Maintenance Facility, Austin, Texas Project Description:

The City of Austin’s energy department, Austin Energy, was in need of a maintenance facility to support its newest power plant. Austin Energy dedicated the Sand Hill Energy Center in eastern Travis County on July 11, 2001. The Sand Hill Energy Center is located in a remote area next to the South Austin Regional Wastewater Treatment Plant on Fallwell Lane off of State Highway 71. This project is the first peaking facility of its kind in Texas to be constructed with selective catalytic reduction pollution control equipment that reduces the nitrogen oxide emission (NOx) rate by 80 percent. NOx emissions from the units are 5 parts per million (ppm), considerably less than allowed under state and federal regulations. The facility's four peaking units provide180 megawatts of electricity to meet the needs of the Austin community during periods of high-energy demand.

Work Performed:

Provided civil engineering services by producing the site plan construction design drawings. Project scope consisted of hydrological and hydraulic analysis for the site, erosion control, site grading, and site paving to best compliment the proposed conditions to the existing contours, while still satisfying the City of Austin’s special needs for the power plant maintenance facility. Calculated construction plan quantities and produced a construction cost estimate for the project.
