Overview
• Donor: Government of Alberta― Minister of Human Services― Supports community priorities identified in the Alberta
Plan to Prevent and Reduce Youth Homelessness• Contract Period: April1, 2015 - March 31, 2016• Four Program Categories:
1. Prevention and Outreach2. Scattered-site Housing3. Mental Health Supports4. Family-style Housing/ “Host Homes”
RFP Eligibility
• Agree to house and/or support youth at risk of or experiencing homelessness
• Strong financial/governance policies & processes • Use Homeless Management Information System to
report outcomes • Participate in Coordinated Access and Assessment• Adhere to staff background checks• May be expansions to existing programs or
implementation of a new program; (not intended to sustain funding for an existing service)
Target Population
• Homeless youth between the ages of 13 and 24, and:• Are without a permanent place of residence; or• Live on the street, in shelters or in places that are not
intended or suitable for permanent residence; or• Are “couch surfing”, or temporarily living with others for
short periods of time; or• Are at risk of experiencing homelessness (for the
Prevention program component).
Key Proposal Elements
• Align with Plan to End Youth Homelessness in Calgary (2011); emphasis:
― preventing youth homelessness and ― supporting young people in making a successful transition to adulthood
• Proponents are encouraged to include service delivery methodologies
― reflect a housing first approach, ― promote family re-connection/re-unification, ― strengthen natural supports ― promote positive transitions to adulthood, and ― address the unique service needs of Aboriginal and LGBTQ youth
Funding Available
• Total funding: $810.000 allocated annually • Funding allocation per program categories
1. $170,000 for prevention and diversion
2. $220,000 for supportive housing
3. $175,000 for mental health supports
4. $245,000 for family-style housing (host homes).
(1) Prevention and Diversion
Funds available: $170,000
• Prevent homelessness through family re-unification and the strengthening of natural supports
• Minimum caseload will be 1:10• Referrals from CAA and community• Services include:
― system education and navigation to access appropriate community resources
― support youth in accessing housing through CAA ― supporting youth on the CAA triage list who are waiting for
housing to reduce personal risk associated to homelessness.
(2) Supportive Housing
Funds available: $220,000
• Provides housing and case management supports to youth who are considered moderate to high acuity, using a Housing First approach
• Goal:― young person will make a successful transition to adulthood and move
toward self-sufficiency, achieving housing stability
• Program must:― Adhere to Housing First Principles― provide a minimum of 10 new spaces
(3) Mental Health Supports
Funds available: $175,000
• Provide clinical supports to homeless youth experiencing mental health concerns who are engaged with CHF-funded youth serving housing programs
• Support services may be provided in a consultative capacity to the HF Case Manager engaged with the youth
• Goal: support youth so they can successfully return home or maintain a HF placement
• All referrals made through CAA Youth Placement Committee
• Minimum caseload of 1:10; expected: twenty new spaces
(4) Family-Style Housing
Funds available: $245,000
• Provide supportive housing with responsible, caring and nurturing adults residing in the home
• Target population: low to mid acuity• Program responsible for the recruitment, screening,
compensation and support of Host Home providers• All referrals made through CAA Youth Placement
Committee• Minimum caseload of 1:8; expected: 8 new spaces

Proposal Preparation
• A checklist of required proposal documents to be submitted is included in Schedule A of each RFP
• Ensure all Mandatory Requirements are met• Complete one Schedule A and Schedule B workbook
for each RFP program category• Submit eight (8) hard copies and one (1) electronic
copy of your proposal on USB key. Schedule B to be in excel format (not pdf)
• Hard copy proposals should be submitted 3-hole punched for consistency.
Proposal Preparation
• Proposals must be submitted in a sealed package, the outside of the sealed package should be prominently marked with the RFP title and reference number, the full legal name and return address of the Proponent and the Proposal Submission Deadline date and time
• Do not use the agency name anywhere throughout the proposal other than the agency information page of the Response Workbook.
