I. Overview The Palmetto Dunes Property Owners Association (PDPOA) security system consists of the gates, pass system and patrols. The effectiveness of security depends on the viability of the security policy and the manner in which it is executed. This document establishes policy for controlling access to Palmetto Dunes through the issuance of vehicle decals, passes and PIN #’s.

II. Purpose of Decals Decals provide property owners and other authorized personnel efficient access to the resort. They identify ownership of vehicles through a decal numbering system, therefore assisting the Palmetto Dunes Department of Security Operations in their mission by readily identifying authorized vehicles. Decals also assist with facilitating transit through security gates. III. Decal Policy

A. General 1) All decals will be issued with a serial number for a specific

vehicle. The Pass Office will maintain a record showing who received each numbered decal and information about the vehicle to which the decal was affixed.

2) Property owner decals are changed every two (2) years. Employee and contractor decals are changed annually.

3) All decals must be permanently affixed to the outside of the vehicle in a manner that does not obstruct the drivers view. Unless prohibited by law or where decals may be obstructive to Original Equipment Manufacturer (OEM) accessories (i.e., headlight activation switches), the decals should be affixed to the middle of the vehicle’s windshield (outside), directly above the rearview mirror. If this location is not an option due to circumstances previously described, or where another mandatory decal (i.e., state required decal, property owner decal, etc.) may prevent such placement, the decal should be affixed to a location on the outside of the windshield along the drivers side of the vehicle and where it is not obstructive to the drivers view. If decals are prohibited by law in another state where the vehicle is registered, or where any other reasonable circumstance prevents placement of decals on the windshield as described above, the decal shall

be placed in an area along the driver’s side front bumper so that they are easily recognizable by a gate officer. Decal(s) shall not be transferred from one vehicle to another or from one person to another. All decals shall be removed from the vehicle’s windshield prior to any transfer or sale of the vehicle and the seller or transferor shall notify Palmetto Dunes Department of Security Operations of the change in ownership of the vehicle and return the decal to the pass office within fourteen (14) days of the sale or transfer.

4) A Drivers License (identifying the individual), proof of insurance and current vehicle registration must be presented when a decal is issued. Mail requests must include a photocopy of the same. Decals will be issued only for vehicles registered in the authorized driver’s name. Those who drive a company owned car must provide written verification from the company stating that they are the sole driver of the company-owned vehicle.

5) Decals will not be issued to rental cars. 6) The Board of Directors of PDPOA may establish a fee for

each class of decals and passes outlined in this policy.

7) PDPOA may suspend or revoke any decal(s) due to the failure of the person issued the decal(s) to honor or abide by PDPOA’s policies, procedures, rules or regulations.

8) Any person may be fined for failure to abide by PDPOA policies, procedures, rules or regulations.

9) Gender written in this policy should be changed to include male or female wherever appropriate.

B. Palmetto Dunes Property Owner Decal 1) Vehicles showing Palmetto Dunes property owner decals

are permitted access behind the North, South and Ocean Lane security gates.

2) Property owners may be issued a decal for each vehicle they own and drive (maximum 6), at no charge. Request for more than 6 decals must be made in writing to the Pass Office

Manager specifically identifying why additional decals are needed. If approved, there will be a charge of $10 per decal. Proof of ownership for each additional decal will be required, as described in Section III (A)(4). All decals shall be removed from the vehicle’s windshield prior to any transfer or sale of the vehicle and the seller or transferor shall notify Palmetto Dunes Department of Security Operations of the change in ownership of the vehicle and return the decal to the pass office within fourteen (14) days of the sale or transfer.

3) Decals will not be issued for a van, truck, or work vehicle unless the vehicle is the principal vehicle used by the property owner and is only driven by him/her. This vehicle will not display any advertising or signage while in the Resort between the hours of 7:00 PM- 7:00 AM. No property owner will be issued a decal for more than one work vehicle. A vehicle owned by the property owner, but driven by an employee, will require a commercial pass or decal.

4) Immediate family members of property owners, who are full-time residents with the property owner, who own a car that is registered in their name, may be issued a Courtesy Decal for that car. If the vehicle is owned and registered in the property owner’s name, the immediate family member can be issued a Property Owner Decal. The property owner must submit a statement to the Pass Office verifying the family relationship and the full-time residency. Immediate family members of the property owner, who reside with the property owner on a temporary basis and immediate family members who do not reside in Palmetto Dunes Resort are eligible for a Courtesy decal. A maximum of 2 Courtesy Decals per property may be issued. The property owner must accompany the relative to the PDPOA pass office when making application for a courtesy decal. Applications are available at the Pass Office.

5) Decals will not be issued to property owners who are delinquent in the payment of PDPOA assessments or any other PDPOA fine. Successive 14 day passes will be issued for the property owner(s) to go to and from their property.

C. Long-Term Renter Decal 1) Long-term renters with a lease, designating length of

residency, can obtain a decal for a fee. These are limited to four (4) per property.

2) The decal will expire on the month that the lease expires

(not to exceed one year). 3) A copy of the lease, driver’s license (identifying the

individual), proof of insurance and current vehicle registration must be presented when a decal is issued.

D. Commercial Vendor Decal 1) See Addendum A

E. Shelter Cove Property Owner Decal 1) Decals are only available for residential property owners at

Shelter Cove. 2) Decals will not be issued to commercial property owners.

F. Time Share Property Owners 1) Decals will not be issued to those whom are property owners as the result of an investment in a time share rental property. G. Employee Decal One employee decal will be issued to the following personnel:

1) All eligible employees of PDPOA and other commercial properties operating businesses physically located within Palmetto Dunes Resort, as determined by PDPOA management.

2) When the employment of a decal holder is terminated, the decal number will be reported to PDPOA Pass Office with a notice of the employee’s termination.

3) Trucks and other vehicles owned by PDPOA or other commercial properties operating businesses physically located within Palmetto Dunes Resort may have an employee decal. Application will be made by the department head, which will be annotated to indicate company-owned vehicle.

IV. Pass Policy Passes are part of the system designed to ensure that only authorized vehicles are permitted into the resort. Passes are valid from 1 to 14 days and prominently display an expiration date. Once vehicles are in the resort, passes help ensure vehicles visit only authorized areas, depart prior to expiration date, and park in authorized areas. Passes facilitate passage of authorized vehicles through the gates, while denying such access to unauthorized vehicles. The pass system enables security to inspect vehicles and determine whether a vehicle is authorized to be in that location at that time. Except for restricted passes, the pass will identify the owner and/or driver of the vehicle.

A. General 1) Passes must be prominently displayed at all times while the

vehicle is in the resort. 2) The expiration date of the pass will be prominent. All

passes will either be computer-generated or be made out using felt-tip pens and black ink.

3) Passes will contain the following information, at minimum:

• Driver’s name; and

• Destination.

4) PDPOA may revoke or suspend any pass due to the failure

of the person issued the pass to honor or abide by PDPOA policies, procedures, rules, or regulations. Furthermore, any person may be fined for failure to abide by PDPOA policies, procedures, rules or regulations.

5) Types of passes to be issued to specific categories are delineated below. As requirements change, types of passes may be added, deleted, and/or modified.

6) Property owners, long-term and short-term renters may use an issued PIN # for identification purposes when requesting certain passes. The PIN # is subject to change at the discretion of PDPOA. PIN #’s are issued to Palmetto Dunes property owners, Leamington property owners, Shelter Cove Property Owners, long-term renters, rental agencies and property owners who are individually short-term renting their residence.

B. Visitor Pass: Short-Term (duration of visit not to exceed 14

days) 1) Property owners may request short-term passes

for their guests or short-term renters. 2) This short-term guest (visitor) or renter pass does

not permit any type of commercial work or business.

3) Application should be made in person, in writing, via the internet, or by telephone.

4) Pass will show the name of the visitor and the name and address of the property owner.

5) Pass will clearly show an expiration date (not to exceed 14 days).

6) Vehicles with this type of pass are permitted access behind the North and South gates.

7) This short-term guest (visitor) or renter pass does not permit

“cruising” in any part of Palmetto Dunes Resort. For the purposes of this policy, “cruising” is defined as:

No person shall drive or permit a motor vehicle under

that person’s care, custody or control to be driven in areas of Palmetto Dunes other than those that would reasonably take them to their destination, as identified on said pass. Exceptions include areas that are accessible by authorized visitors, such as the Dunes

House. Other areas such as the General Store, Outfitters, Robert Trent Jones Golf Course, Palmetto Dunes Tennis Center, etc. do not require a visitor pass and would otherwise be allowed.

8) All other rules under section IV- A apply

C. Leamington Property Owner Short-Term (duration of visit not to exceed 14 days)

1) Vehicles with this type of pass are permitted access behind the North, South, Ocean Lane and 278 gates.

2) All other rules under section IV-A apply. D. Fazio and Arthur Hills (Non-Property Owners)

1) These guests include individuals with golf “tee” times or special events planned within the resort.

2) A restricted one-day visitor pass will be issued at the South Gate.

3) Guests with this type of pass are permitted travel rights and access only to the area specified by the pass.

E. Centre Court Tennis (Non-Property Owners) 1) A restricted one-day visitor pass will be issued at

the South Gate. 2) Guests with this type of pass are permitted travel

rights and access only to the area specified by the pass. .

F. PD Club (Non-Property Owners) 1) The PD Club will provide a list to Palmetto Dunes

Department of Security Operations of all non-property owners who are members of the PD Club.

2) The PD Club will be responsible for providing a list of all persons who may be permitted access for any special events.

3) Only those persons who are on said list will be granted access. The PD Club is responsible for limiting admittance to only the number of vehicles that can be reasonably accommodated in approved parking spaces.

4) A restricted one-day visitor pass will be issued at the South Gate.

G. Palmetto Dunes Department of Security Operations, Palmetto Dunes Maintenance, Fire Station #6, GCR Maintenance, Dunes Marketing Group or DMG (Real estate Sales Office), Palmetto Dunes Oceanfront Resort, General Store, Outfitters, Robert

Trent Jones Golf Course, Alexander’s Restaurant, Palmetto Dunes Tennis Center (Non-Property Owners)

1) Visitors are allowed to these areas without obtaining a visitor pass.

2) Commercial workers conducting commercial business at these locations must obtain a commercial pass or decal. Exceptions may be granted for property that is owned or managed by Palmetto Dunes POA.

H. Marriott Resort and Spa 1) Visitors who are guests of the Marriott Resort and

Spa are not required to be in possession of a Palmetto Dunes Pass.

2) Once the guest arrives at the hotel, it is the responsibility of the hotel to issue a pass for the remainder of the guest’s stay. These guests are allowed access to the Dunes House. Gusts must show proper identification at the North Gate identifying them as a hotel guest to receive a guest pass to the Dunes House.

3) Commercial workers conducting commercial business at this location must obtain a commercial pass or decal.

I. Dunes House 1) The Dunes House is available for anyone who is in

possession of a Palmetto Dunes visitor pass (excluding one-day restricted passes).

2) It is also available for those who are guests and are staying at the Hilton and Marriott.

3) A restricted one-day visitor pass will be issued at the North Gate.

4) Commercial workers conducting commercial business at this location must obtain a commercial pass or decal.

J. Hilton Hotel 1) Palmetto Dunes Department of Security Operations will

issue a temporary pass on their arrival date for a guest staying at the hotel. Once the guest arrives at the hotel, it is the responsibility of the hotel to issue a pass for the remainder of the guest’s stay.

2) Guests with this type of pass are permitted travel rights and access only to the hotel and the Dunes House.

Guests must show proper identification at the North Gate identifying them as a hotel guest to receive a guest pass to the Dunes House.

3) Persons who are not staying at the hotel but will be dining at a restaurant within the hotel will be issued a temporary pass that is valid only for direct travel to and from the hotel.

K. Disney Beach Resort 1) Visitors must obtain a pass from the Disney Resort.

2) Commercial workers conducting commercial business at this location must obtain a commercial decal or pass.

L. Queens Grant and St. Andrews Common 1) Visitors must obtain a pass to be in these areas.

2) Commercial workers conducting commercial business at these locations must obtain a commercial pass or decal.

M. The Village at Palmetto Dunes 1) Visitors must obtain a pass to be in these areas.

2) Commercial worker conducting commercial business at this location must obtain a commercial pass or decal.

N. Rental Passes for Properties Managed by Agencies or Property owners (duration not to exceed 14 days)

1) Rental agencies are provided rental passes through the PDPOA Pass Office. The following information is required to be displayed on the pass:

• Visitors name; • Agency; • Arrival and departure dates; and • Property being rented. The visitor is responsible for

obtaining the pre-ordered pass from the Pass Office on their arrival date.

2) Requests should be made no later than thirty (30) days in advance of the visitor’s arrival date.

3) The maximum number of passes issued per property is determined by the number of vehicles that can be safely accommodated in the driveway of the property. If the garage is included for use with the property, it will also be taken into account. However, no more than six (6) passes will be issued per rental property, per stay. The Palmetto Dunes Department of Security Operations reserves the right to limit the number of passes per rental property.

5) All other rules under section IV-A apply 6) Requires use of Short-Term Rental PIN #

7) Any outstanding debt to PDPOA such as, but not limited to, property assessment dues, fines, etc, may result in the suspension of PIN #’s.

O. Renter Pass: Intermediate (duration of visit 15-364 days) 1) Intermediate renters providing a lease or owner

authorization letter designating length of residency can obtain a pass valid for up to 2 months at a time. Driver’s license (identifying the individual) must also be provided.

2) The pass will expire after 2 months or on the day that the lease agreement expires, whichever comes first.

3) All other rules under section IV-A apply.

V. Enforcement For the policies herein to accomplish their security objectives, enforcement must be effective and continuous. The Pass Office Supervisor has primary responsibility for this enforcement.

A. Enforcement begins in the Pass Office; 1) Strict control of Pass Office un-issued decals

and blank passes must be accomplished at all times.

2) Decals must be issued carefully and efficiently and accurate records kept, accounting for every serially numbered decal. Records will reflect the name of every employee possessing a current employee pass.

B. The first line of security is the gates. The Chief of Security must frequently check the performance of gate personnel.

1) Vehicles must be moved through the gates safely and efficiently, but never at the expense of good security.

2) Vehicles must be slowed sufficiently to permit the scrutiny of pass.

3) Judgment must be used in the issuance of one-day restricted passes (i.e., Fazio, Hilton, Arthur Hills, etc.), such as when the vehicle occupants are in bathing suits

and carrying beach equipment. C. The success of the pass system is dependant upon supervision by patrols.

With the admission policy, it is important for patrols to check constantly to ensure vehicles are visiting only authorized areas.

1) Patrols will check vehicles in suspicious locations and randomly check vehicles during a patrol to ensure compliance with the pass system. When violations are found, appropriate tickets will be issued.

2) Patrols will pay particular attention to one-day restricted passes.

D. Certain organizations are authorized to issue separate decals or passes for access to restricted areas within Palmetto Dunes. Please see the table below for details.

Addendum A

Commercial Vendor Decal/Pass Policy

I. Overview **Palmetto Dunes Resort begins at Hwy. 278 and Queens Folly Road and includes all locations that may be accessed from Queens Folly Road.** All commercial vendors entering Palmetto Dunes must comply with this policy. Providers of commercial services to Palmetto Dunes Resort and Palmetto Dunes Resort property owners must purchase a commercial decal (annual) or pass (daily or weekly) at the Palmetto Dunes Pass Office (located within Palmetto Dunes Department of Security Operations) in order to conduct business in the Resort. A Commercial vendor is required to provide their drivers license, vehicle registration, proof of insurance and business license to obtain a commercial pass or decal. They may also be required to show verification of vehicle weight. The weight limit to travel across any bridge within the Resort is 12 tons per axle (24,000 pounds) or 27 tons gross (54,000 pounds). Commercial vendors and their employees must comply with all federal and state laws, county/town ordinances and rules and regulations of Palmetto Dunes. It is the responsibility of the commercial vendor and their employees to obtain and understand the above. Copies of Palmetto Dunes rules and regulations can be obtained from the Pass Office or by visiting our website at www.pdso.us or www.pdpoa.org.

A. Commercial vendors and their employees must honor and abide by the PDPOA’s policies, procedures, rules and regulations:

1) Vehicles with commercial decals are permitted in the Resort only during the following days and times: Monday-Friday 7:00 AM to 7:00 PM. Exceptions to this are made when exigent circumstances exist and must be approved by Palmetto Dunes Department of Security Operations or Palmetto Dunes Architectural Review Board (ARB). The ARB may be contacted Monday-Thursday during normal business hours at (843)785-1109. The Palmetto Dunes Department of Security Operations may be contacted at

(843)785-1120, 24 hours per day, 7 days per week. 2) A commercial pass or decal allows access to the Queen’s

Folly Corridor and through the North, South and Ocean Lane gates only. No commercial traffic is allowed access through the 278 gate.

3) Vehicles with commercial decals or passes are not permitted in the Resort on the following days: Saturdays, Sundays, Thanksgiving, Christmas, New Year’s Day, Easter, Memorial Day, Fourth of July and Labor Day.

4) Digging hours are Monday-Thursday from 7:00 AM to 2:00 PM and Friday from 7:00 AM to 12:00 PM.

5) All commercial vehicles must display a commercial pass or commercial decal while on the property. Property owner visitor passes are NOT valid for commercial vehicle entry.

6) All decals must be permanently affixed to the outside windshield of the assigned vehicle and in a manner that does not block the driver’s clear view of the roadway. Should a vehicle be registered in a state that prohibits placement of decals on windshields, decals may be placed in a location on the driver’s side front bumper that allows easy recognition by officers.

7) All daily passes must be placed on the dashboard of the vehicle and in clear view for officers to see at all times.

8) All commercial vehicles conducting business in Palmetto Dunes Resort are required to display prominently the commercial vendor’s name and telephone number(s) on each side of the vehicle. The lettering may be applied with paint, vinyl lettering or by magnetic material and all lettering and numbering must be at least two (2) inches high.

9) The weight limit to travel across any bridge within the Resort is 12 tons per axle (24,000 pounds) or 27 tons gross (54,000 pounds). All vehicles must have a weight ticket when entering the property.

10) All landscape and yard maintenance companies are responsible for removing yard debris. Debris is not permitted on the vehicles when entering the gates. When exiting, all debris must be covered. Dumping within the properties will result in a fine and suspension of work privileges within the Resort.

11) Swimming pool water cannot be discharged directly into, or within 20 feet of, a lagoon or lake. Contractors are required

to report any pool piping that forces a violation of this regulation by calling the PDPOA administrative offices at (843) 785-1109. Violations can result in a fine and suspension of work privileges within the Resort.

12) Drivers of commercial vehicles must obey the Resort’s posted speed limits (25 mph) and must drive safely at all times, abiding by all of Palmetto Dunes’ rules and regulations, county/town ordinances, state and federal laws..

13) Commercial vendors are liable for any damage to roads, utility infrastructures, or landscaping on private or PDPOA owned property, including the rights-of-way. Commercial vendors must restore damaged areas to their original condition.

14) Commercial vehicles must be parked on the job-site property. If job-site parking is not available, commercial vehicles may park on the road right-of-way when job-site parking space is unavailable. Parking of commercial vehicles may not interfere with traffic flow or cause hazardous conditions. Vehicles that are primarily parked in a driveway or on the road right-of-way but extend into or over the roadway are in violation of this policy.

15) All facilities and amenities in the Resort, including fishing in the lagoons, are for the exclusive use of Resort property owners and their invited guests. Without exception, commercial vendors are prohibited from using the Resort’s facilities and amenities.

16) Commercial vendors will conduct themselves professionally at all times. Loud music, foul language, and inappropriate behavior will not be tolerated.

17) Commercial vendors may not litter on the job site or along the Resort roadways.

18) Commercial vendors may not solicit or distribute any materials of any kind.

19) Replacement commercial decals are available for a fee. To replace a commercial decal you must return the previous decal. If your vehicle or decal is stolen, you must present a copy of the police report.

20) There will be no refund for commercial passes or decals (no exceptions).

21) PDPOA may revoke or suspend any commercial pass or decal due to the failure of the person issued the pass or

decal to honor or abide by PDPOA policies, procedures, rules, or regulations. Furthermore, any commercial vendor may be fined for failure to abide by PDPOA policies, procedures, rules or regulations.

B. Certain commercial vehicles are exempt from the fees in this policy. They are:

1) Newspaper delivery personnel; 2) US Postal Service; 3) Federal Express, Airborne, UPS, DHL, etc.; 4) Utility companies; and 5) Charities (Goodwill, Salvation Army, etc.)

C. Domestic Help 1) An individual, personal domestic helper must purchase a

commercial decal or pass. In lieu of a decal or pass, the individual may be issued a commercial hangtag (See section F below).

D. Realtor Pass Policy 1) Realtor’s will be issued a color coded hang tag (valid for 1

day) at no charge upon display of HHAAOR card and Drivers License.

E. Greenwood Communities and Resorts (GCR) Pass Policy 1) Third party providers for Greenwood Communities and

Resorts (GCR) shall be permitted daily passes not to exceed fourteen (14) days at no charge, for principals, supervisors, consultants that are working exclusively on GCR properties. All other employees of third party providers for GCR that are engaged in the actual labor/work on the GCR property shall be required to purchase the appropriate pass/decal for their vehicle. Should a circumstance(s) arise that may not fall under the above guidelines, PDPOA and GCR will have the flexibility to discuss said situation and negotiate a mutually agreeable solution.

F. Restaurant Delivery Companies / Domestic Cleaning Companies 1) Due to the amount of turnover that is often experienced with

these companies, a hanging tag is available for purchase in lieu of purchasing a commercial decal.

2) Fees will be no less than the current rate of a commercial decal. Please consult the Pass Office Manager for details.

3) These tags can be utilized and interchanged between vehicles.

4) Companies must submit special application to the Pass Office for these hanging tags, clearly identifying how they will

be utilized. 5) Upon approval of the application, each company must

provide a list of all employees who will utilize the hanging tags including: • Name of employee(s); • Photocopy of valid drivers license of employee(s); • Photocopy of insurance and registration card for

vehicle(s); • Year, make, model, color and tag number of vehicle(s) to

be used; • Signed acknowledgement that each company will ensure

that their employers have a valid drivers license and vehicle insurance.

6) Companies must provide an up-to-date list of all employees throughout the term of the year that may use the pass and who may be a passenger within the vehicle. Only authorized persons will be allowed on the property.

7) Upon entry onto the property, officers may request the driver to produce his/her driver’s license. Additionally, they may request that each passenger provide a valid identification card. These will be compared to the list provided by the employer. Those that do not have proper identification on their person and/or are not listed on the documents provided by the employer will not be allowed access onto the property. Unauthorized persons may also be issued a criminal trespass warning or citation.

8) Failure to abide by these rules may result in suspension or revocation of the company’s privileges.

G. Out-of-town Commercial Delivery Companies

1) Out-of-town commercial delivery companies are charged at the same rate as local commercial delivery companies.
