CONSTITUTION
PREAMBLE We, the members of REVERB Organization from the University of Asia and the Pacific
(UA&P), aiming to serve Christ and our fellow men through the responsible and
creative promotion of “Original Pilipino Music” (OPM), by establishing REVERB Music
and Events Production, hereby referred to as REVERB Organization, do establish and
promulgate this constitution.
ARTICLE 1 The Vision and Mission of REVERB Organization
SEC. 1 REVERB Organization subscribes to:
1. The corporate vision of the University to offer holistic
formation grounded on wisdom, solidarity and professional
competence.
2. The vision of REVERB that is to be a harmonious community of
musicians and producers, united to make music that will sound a
message that echoes reality and orchestrates actions that will
result to the betterment of society.
SEC. 2 REVERB Organization commits itself to
2.1 Provide venues for its members and the UA&P community to:
a. elevate the importance of original Pinoy music as a tool in promoting change
b. enhance their musical skills through performances and
workshops
c. be equipped in both operational and technical knowledge in
events production
d. acquire and promote the values of unity, excellence, order,
school spirit, teamwork and the passion for music 2.2 Achieve these aims by:
a. committing itself to practice and improve its members’ musical
skills under the guidance of known and professional musical
artists in the industry
b. producing events that showcase the talents of young Filipino
musicians
c. holding several workshops and seminars, and establishing links
with other organizations in and out of the university to
develop the talents of its members with regard to event
production
d. seeing to it the members acquire the values of unity,
excellence, order, school spirit, teamwork and the passion for
music through their active participation in workshops and
projects
e. promoting the values it upholds to the audience through its
well-organized productions
f. embracing the diversity of its community by cultivating an
environment that is creative, supportive and welcoming to all
g. taking an active role in shaping the future of the Music
Industry by providing opportunities and exemplary programs to
the UA&P community and encouraging its members to serve as
advocates for the movement in society
ARTICLE 2 Composition of the Organization
SEC. 1 REVERB Organization shall be composed of:
1. a moderator
2. a complete set of officers
3. at least ten (10) members
4. trainees
5. people related to music and events production recognized by the EB
(PREB)
ARTICLE 3 The Executive Board (EB)
SEC. 1 The set of REVERB Organization Officers shall compose the Executive
Board, or EB, which shall serve as the highest executive body of the
organization.
SEC. 2 They must supervise and lead the organization in all of its projects
and undertakings.
SEC. 3 They will serve as the representatives of the organization in any
official business concerning REVERB Organization.
SEC. 4 They will serve as role models for the members; thus, they must be
first in observing the rules and regulations of the organization.
SEC. 5 They are tasked to deliberate on issues regarding the organization,
such as the promotion of trainees to member status, expulsion of
members and the impeachment or resignation of officers and the
moderator.
SEC. 6 Candidates for impeachment, expulsion and resignation shall be
disqualified from being a part of the EB only if the matter being
deliberated upon concerns them.
SEC. 7 Its members must fulfill the duties that come with their respective
offices.
SEC. 8 The REVERB Organization set of Officers shall be composed of an
Organization Head, a Vice-Organization Head, a Secretary, a Logistics
Head, a Finance Head, a Marketing Head, a Publicity Head, and a
Membership Head.
SEC. 9 The tasks of each officer:
9.1 Organization Head
a. He shall oversee all the projects and undertakings of the
organization, and make sure that these are always in line with
organization’s mission and vision.
b. He shall make executive and professional decisions regarding issues that concern the organization after consulting REVERB
Organization-EB.
c. He shall call and preside over General Assemblies and EB
meetings to make sure that the organization is always active
and dynamic. d. He shall direct team activities, establishing task priorities,
scheduling and tracking work assignments, providing guidance,
and ensuring the availability of resources.
9.2 Vice-Organization Head
a. As the right-hand assistant of the Org Head, he shall assume
all of the Org Head’s responsibilities if the former is not
around.
b. He shall coordinate with the Office of Student Affairs (OSA) and the Student Executive Board (SEB).
c. He must build relationships with other organizations, within or outside of UA&P, which can help REVERB Organization fulfill
its mission.
d. He shall be in charge of finding avenues, within or outside
the university, through which the organization’s members can
develop their skills in music and event production. 9.3 Secretary
a. He shall be in charge of documenting the meetings and
activities of the REVERB Organization-EB.
b. He shall be in charge of keeping records and documentations
of all projects and activities.
c. He shall distribute copies of REVERB Organization documents
to concerned people.
d. He shall always keep the EB and other members informed of
meetings and other activities. 9.4 Logistics Head
a. He shall constantly report to the Org Head regarding any
issues, problems, and updates regarding anything concerning
organizational needs.
b. He shall ensure that all the requirements of the Organization are met on time in an efficient and excellent manner.
9.5 Finance Head
a. He shall be in charge of handling (keeping, discharging and auditing) the REVERB Organization fund.
b. He shall keep a record of all official transactions and must keep the members of the EB informed about the current amount
of money in the fund.
c. He shall submit a semestral financial report to the EB to
monitor the fund.
d. He shall always coordinate with the Marketing Head regarding incoming funds.
9.6 Marketing Head
a. He shall be in charge of all external promotions, particularly those that concern sponsors.
b. He shall be in charge of keeping a database of sponsors. c. He shall supervise the writing and distribution of sponsorship
letters, and shall also inquire as to their outcome.
d. He shall make sure that all the organization’s projects have financial sources.
e. He shall always coordinate with the Finance Head regarding
incoming funds.
f. He shall constantly coordinate with the Publicity Head
regarding sponsorship agreements. 9.7 Publicity Head
c. He shall be in charge of all promotions, inside and outside the university.
d. He shall make sure that the organization’s projects are well publicized in advance to gain a favorable response from the
public.
e. He shall constantly coordinate with the Marketing Head to make sure all commitments to the sponsors are met for the
promotional materials. 9.7 Membership Head
a. He shall be in charge of recruiting new members. b. He shall be in charge of keeping a database of members and
associates. 9.8 Assistants/Associates
a. Current members of the organization can become
assistants/associates of an officer if they are appointed as
such by the officer himself.
b. All officers may have a maximum of two (2) assistants or
associates, except for the Org Head and Vice-Org Head.
c. Assistants/Associates shall assist the officers in their
specific tasks.
d. They shall represent the officers in EB meetings if their
superior is not present.
e. They may attend EB meetings, but they may vote only if given
the power to do so by an absent officer (proxy). In this
case, only one vote per officer will be considered.
SEC. 10 Impeachment and Resignation
1. An officer filing for resignation must submit a letter to the
moderator, which will then be forwarded to the EB.
2. The EB shall then be deliberate on the matter to see if the
officer’s reason for resignation is valid.
3. The resigning officer shall be given an effectivity date of
resignation by the EB within two (2) weeks of the submission of
his resignation letter.
4. For an officer to be impeached, a letter must be filed by any
member of the organization and signed by at least 60% of its
members.
5. The grounds for impeachment include but are not limited to:
a. Lax attendance and participation in EB meetings and other
projects.
b. Grave neglect of his duties as an officer.
c. Failure to comply with the organization’s constitution and
other rules.
ARTICLE 4 Application to the organization
SEC. 1 Every student enrolled in the University of Asia and the Pacific has
the right to apply for membership and undergo the evaluation process.
SEC. 2 This evaluation process consists of: 1) submission of application form,
2) an interview with members of the EB and 3) deliberation for
acceptance, the manner of which will be determined by the EB.
SEC. 3 Every student who passes the evaluation process gains auxiliary status.
SEC. 4 Every student who gains auxiliary status and fulfills the duties of an
auxiliary for one semester shall become a full-fledged member of the
organization, after another series of deliberations by the EB.
ARTICLE 5 Auxiliaries
SEC. 1 All students who pass the evaluation process are hereby referred to as
auxiliaries.
SEC. 2 Duties of an Auxiliary
1. It is the auxiliary’s duty to participate in at least two (2)
projects or to fulfill any other organizational tasks assigned to
him.
2. It is his duty to attend all General Assemblies and relevant
project meetings in the First Semester. He will be excused only
if he has valid reason to be absent (including, but not limited
to: class schedule conflicts, the death of a family member,
etc.), and if he informs a member of the EB or project team that
he will not be present. The EB will determine the validity of an
excuse.
3. It is his duty to abide by all the rules of the organization, and
to know its constitution.
SEC. 3 Rights of an Auxiliary
1. Every auxiliary has the right to be informed regarding meetings,
activities and projects.
2. Every auxiliary has the right to air views and opinions, which
shall be acted upon by the EB or people concerned, if deemed
necessary.
3. Every auxiliary has the right to participate in the organization’s
projects and gain free admission for himself to any project of
the organization, unless the assigned Project Head decides
otherwise.
4. Every auxiliary participating in a project has the right to
receive benefits according to the Project Head’s discretion.
SEC. 4 Promotion to Member Status
1. A dutiful auxiliary shall be promoted to member status after the
end of one semester and a successful deliberation conducted by
the EB.
2. An auxiliary shall be expelled from the organization at any time
deemed necessary or after one semester and a deliberation
conducted by the EB.
3. The grounds for expulsion are:
a. Lax attendance and participation in meetings and projects. b. Grave neglect of responsibilities assigned to him.
c. Failure to comply with the organization’s constitution and
other rules.
ARTICLE 6 Members
SEC. 1 Candidates for membership are those auxiliaries who have passed the
deliberation process after a semester of service to the organization.
SEC. 2 Duties of a Member
1. Each member is duty bound to work for the organization and its
projects, and to contribute to the welfare and development of its
other members.
2. It is the member’s duty to participate in at least one (1) project
per semester.
3. It is his duty to fulfill any organizational tasks assigned to
him.
4. It is his duty to attend all General Assemblies and relevant
project meetings. He will be excused only if he has a valid
reason to be absent and if he informs a member of the EB or the
project team that he will not be present. The EB will determine
the validity of an excuse.
5. It is his duty to abide by all rules and regulations of the
organization, and to know its constitution.
SEC. 3 Rights of a Member
1. Every member has the right to be informed regarding meetings,
activities and projects.
2. Every member has the right to air views and opinions, which shall
be acted upon by the EB or people concerned, if deemed necessary.
3. Every member has the right to participate in the organization’s
projects and gain free admission for himself to any project of
the organization, unless the assigned Project Head decides
otherwise.
4. Every member participating in a project has the right to receive
benefits according to the Project Head’s discretion.
5. Every member has the right to a responsible set of REVERB
Organization Officers, the members of which shall be held
accountable to the whole organization.
6. Every member has the right to run for an elective position in the
organization’s set of officers.
7. Every member has the right to vote for a candidate for an
elective position in the organization’s set of officers.
SEC. 4 Expulsion of Members
1. A member may be expelled from the organization at any time deemed
necessary after a series of successful deliberations by the EB.
2. The criteria for expulsion are:
a. Lax attendance and participation in meetings and projects. b. Grave neglect of responsibilities assigned to him.
c. Failure to comply with the organization’s constitution and
other rules.
ARTICLE 7 People related to Music and Events Production recognized by the EB (PREB) SEC. 1 REVERB Organization grants special status to those individuals,
students of UA&P or not, who have given voluntary support to the
organization’s various projects and undertakings. These individual are
hereby referred to as PREB.
SEC. 2 Acceptance of individuals as PREB is subject to an evaluation by the
EB.
SEC. 3 Individuals who belong to this category may voluntarily participate in
any of the organization’s projects. However, an accepted duty by a PREB
entails from him the responsible meeting of deadlines and
accomplishments of assigned tasks.
ARTICLE 8 Moderator SEC. 1 The moderator must be chosen by the REVERB Organization-EB.
SEC. 2 The moderator must have the following qualifications:
1. He/She must work within the University of Asia and the Pacific.
2. He/She must have a working knowledge of event production.
3. He/She must have a good working knowledge of the UA&P Liberal
Arts Curriculum.
4. He/She should have a sense of responsibility and leadership.
5. He/She should be a good team manager.
6. He/She should be keen on the needed improvements of the
organization and must be able to encourage the members of the
organization to deal with such necessities.
7. He/She should be able to inspire the members and teach them the
desired knowledge, skills and values through unconventional
means (outside of the classroom, during projects and meetings).
8. He/She must be an effective adviser of the organization.
SEC. 3 Duties of the Moderator
1. He/She shall co-manage the organization with the EB.
2. He/She shall set learning objectives for the organization.
3. He/She shall establish linkages with the UA&P Administration and
the Office of Student Affairs (OSA), in cooperation with the Org
Head and Vice-Org Head of the organization.
4. He/She shall teach the EB leadership skills such as Project
Management, Motivation of Members and Teamwork.
5. He/She shall set an example and impart the values of
punctuality, unity, camaraderie, responsibility and order.
6. He/She shall meet the EB on a regular basis (at least two hours
per month).
7. He/She shall oversee the evaluation of the organization as a
whole at the end of each semester and the evaluation of each
project after its implementation.
8. He/She shall oversee the evaluation of members during project
planning, implementation and documentation.
SEC. 4 Rights of the Moderator
1. He/She has the right to participate in any of the organization’s
projects.
2. He has the right to air his views and opinions regarding any
aspect of the organization.
3. He/She has the right to be informed of any matter regarding the
organization such as meetings, projects, developments, etc.
SEC. 5 Resignation
1. The moderator must inform the EB of his intention to resign at
least three months before the desired date of resignation.
2. The EB must approve the letter of resignation; otherwise, it
would not be valid.
SEC. 6 Expulsion
1. The moderator is asked to vacate his position as moderator in
the event that he fails to fulfill his duties to the
organization.
2. Any grave, untoward actions of the moderator committed against
anyone who is part of the organization or against the
organization’s constitution may be a justifiable reason for
his/her expulsion.
3. The EB must write a formal letter addressed to the Office of
Student Affairs (OSA) and a copy must be given to the moderator
stating reasons for expulsion.
ARTICLE 9 Appointment of Officers SEC. 1 Attainment of Office
1. A candidate for any position in the REVERB Organization set of
Officers (EB) should have the following qualifications:
a. Must be a member in good standing of REVERB Organization.
b. Must have greatly contributed to the projects and undertakings
of the organization.
2. The new set of officers will be appointed by the current EB in
conjunction with the moderator after extensive deliberations,
not later then the end of the second semester of each school
year.
3. The term of the officers begin upon formal public announcement
of the newly appointed officers and ends upon the induction of
the next set of officers.
ARTICLE 10 Amendments SEC. 1 Any member of the organization may propose an amendment to this
Constitution by submitting a formal petition to the EB.
SEC. 2 The EB shall then organize itself into a Constitutional Convention,
during which all proposed amendments to this Constitution should be
considered.
SEC. 3 If the proposed amendment is deemed valid by a majority of the members
of the EB, then a referendum shall be held within two (2) weeks.
SEC. 4 The EB shall inform the members of the organization regarding such
referendum at least one (1) week before it is held.
SEC. 5 Any amendment may be passed with a 2/3 majority of votes cast in a
referendum in which at least 60% of the organization’s members cast
their votes.
ARTICLE 11 Transitory Provisions SEC. 1 This constitution shall take effect immediately after the approval of
proper authorities.
SEC. 2 No amendments to this Constitution shall be made between July 10, 2012
and March 31, 2013.
SEC. 3 All incumbent officers of REVERB Organization shall remain in office
until the new set of officers is appointed.
SEC. 4 This Constitution shall be adopted as the REVERB Organization
Constitution and shall apply mutates mutandis.
This is to certify that the 2012-2013 REVERB Organization Officers have read and
approved the contents of this constitution, and have promulgated them to the
members of the organization.
This Constitution is hereby ratified to be the governing policy of REVERB
Organization.
