ORDER: In the reference 3rd read above, the Additional Chief Secretary/Commissioner of

Revenue Administration has submitted as follows:

The IMD in its Bulletin No.1, dated 30.11.2020, issued a warning i). that the Depression over southeast Bay of Bengal, would intensify into a cyclonic storm and emerge into Comorin area on 3rd December, 2020 morning.Subsequently, IMD in its Bulletin No.25, dated 03.12.2020, stated that the Cyclonic Storm 'Burevi over Gulf of Mannar close to Pamban weakened into a Deep Depression and would cross Ramanathapuram and Thoothukudi districtsduring 3rd December, 2020 night to 4th December, 2020 early hours with wind speed of 50-60 gusting to 70 kmph. On 4.12.2020, the IMD in its Bulletin 32, reported that the Deep Depression subsequently weakened into a Depression and is likely to remain practically stationary and thereafter weaken into a Well Marked Low Pressure area. Though the Cyclone 'Burevi weakened, it remained

practically stationary which brought heavy rainfall to extremely heavy rainfall in most of the districts resulting in huge flow of water in the rivers causing

inundation in low lying areas.

)The State experienced heavy rainfall to extremely heavy rainfll from 02.12.2020 to 05.12.2020 in many Rain gauge stations across the State. To be more specific, in Cuddalore, Tiruvarur and Nagapattinam Districts, heavy rainfall to extremely heavy rainfall has been recorded from 02.12.2020 to 05.12.2020. Moreover, on 03.12.2020 late night, there has been torrential rains

leading to water stagnation in many pockets of the Chennai City and few coastal

districts and interior districts have also experienced continuous showers.

Due to the impact of Cyclone, 7 persons lost their lives. The ii). Cyclonic storm accompanied by heavy rainfll damaged the huts, houses and buildings in the State. Many trees were completely uprooted and strewn across roads.

The Hon'ble Chief Minister of Tamil Nadu, who is also the Chairman of the Tamil Nadu State Disaster Management Authority, spearheaded the rescue and immediate Response and deputed Hon'tble Ministers to their respective districts to oversee the relief / restoration measures. The Hon'ble Chief Minister visited Cuddalore and Nagapattinam Districts on 08.12.2020 and 09.12.2020 respectively which have been severely battered by the torrential rains and subsequent flooding. Besides, the Hon'ble Chief Minister also visited the areas affected due to heavy rains and inundation and subsequent damagesto agricultural/ horticultural crops and disbursed relief assistance to the affected families and instructed the Senior Ministers and Higher Officials to expedite the

(2). The preliminary report on details of the affected CWSS during 3UREVI Cyclone were collected from the field officers in the prescribed format as detailed below. Totally 35 no. of TWAD maintaining CWSS

state that the Managing Director, Tamil Nadu Water Supply and Drainage Board has requested to allot Rs.352.20 Lakh to Tamil Nadu Water Suppiy and Drainage Board TWAD) for the restoration of Combined Water Supply Schemes affected due to BUREVI Cyclone and the above proposals of the Managing Director, Tamil Nadu Water Supply and Drainage Board has been examined with the norms prescribed in the Government order first read above. Hence the amount requested by the Tamil Nadu Water Supply and Drainage Board for the damaged drinking water schemes and the amount eligible as per SDRF Norms are as follows:-

As per SDRF Norms only Rs.46.40 lakhs is eligible to TamilNadu Water Supply and

Drainage Board for the damaged water supply schemes due to "BUREVI" Cyclone.

4. The Additional Chief Secretary/Commissioner of Revenue Administration has

therefore requested to sanction Rs.46.40 lakhs (Rupees Fourty Six lakhs and Fourty

Thousand only) from the State Disaster Response Fund (SDRF) to Tamil Nadu Water

Supply and Drainage Board for the damaged water supply scheme due to "BUREVI"

cyclone.

5. The Government, after careful examination accept the proposal of the

Additional Chief Secretary/Commissioner of Revenue Administration and based on the

approval of the State Executive Committee accord sanction a sum of Rs.46,40,000/-

(Rupees Forty six lakhs and fourty thousand only) under State Disaster

Response Fund to Tamil Nadu Water Supply and Drainage Board for the damaged water supply scheme due to "BUREVI" cyclone.

7. Necessary additional funds of Rs.46,40,000/-will be provided in FMA 2020- 2021. Pending provision of such funds, the Additional Chief Secretary/ Commissionerof Revenue Administration is authorized to draw and disburse the amount. The

expenditure sanctioned in para-5 shall be brought to the notice of Legislature by specific inclusion in Supplementary Estimate 2020-2021. The Additional Chief secretary

Commissioner of Revenue Administration is directed to send necessary proposal for

inclusion of this expenditure in FMA 2020-21 and also send necessary draft explanatory note for specific inclusion in the Supplementary Estimate 2020-2021 to Finance (BG I/Revenue) Department without fail at an appropriate time.

8. This order issues with the concurrence of Finance Department videits U.O.No.1137/Finance(BG.II)/2021, dated 20.01.2021 with additional sanction ledger No.1474 (One thousand four hundred and seventy four).
