The following pictures show what was observed at the Wayne County Humane Society, Wooster, OH on June 28, 2014.

The majority of the pictures were taken in the area behind the holding area for dogs not up for adoption. The dogs belong to Jane Smith, of Bright Futures Rescue.

This is in the adoption area. A piece of feces was observed outside the kennel in the public walkway.

Page 3: Rev wchs 06-28-14

This is a Rottweiler mix in the outside adoption area. His kennel had puddles of water and he was laying in water.

Page 4: Rev wchs 06-28-14

This is a view of some of Bright Future’s dogs from the adoption end of the holding area. They are in outside runs with igloos. Certainly not what I would expect for $300 per month per dog.

Page 5: Rev wchs 06-28-14

Another view of Bright Future’s dogs from the same angle. As you an see, the 3rd kennel down has two (2) dogs in it. Again, not what one would expect for $300 per month per dog.

This is a view of the trough area behind the holding kennels. Apparently the kennels have been hosed down and the feces left outside the pens to attract flies, etc., not to mention the smell. The first kennel is Remington, the second is Sheba and the third one in is Bosco.

A picture of Bosco. Even though I was talking to him, he seem extremely depressed and sad.

Another picture farther along the holding kennels. Obviously not just one day’s

accumulation. It gets worse!

Page 9: Rev wchs 06-28-14

This is close to the end (at adoption area) and was pretty nasty!

Page 10: Rev wchs 06-28-14

This is a view of the same type of trough behind the dogs up for adoption. The condition is not good but certainly much, much better than the area not open to the public.

Another view of the adoption area waste trough.

A view of the rear of the adoption area kennels leading to the holding area. The person in the photo was standing in the fenced concrete area behind the holding kennels. You can see there is a marked difference in cleanliness between the two areas.

The following pictures were taken on 06/10/14 at the

Wayne County Humane Society and forwarded to me for

inclusion in this presentation.

They are pictures of dogs in dirty kennels or dogs with no

food or water and were taken during hours the WCHS was

open to the public.

Dirty kennels on adoption floor.

Page 15: Rev wchs 06-28-14

Very dirty kennel - seems to have been that way long enough that dog tracked it all over.

Vomit in kennel.

The pictures below were taken by me on July 26, 2014 of Mona. As you will see, she has very long nails!

In summary, the Wayne County Humane Society is not a place I would to take a stray dog or cat. There was no smell of bleach or disinfectant when entering (a must to control disease), no effort was made by the two volunteers I saw to talk to anyone looking at animals and obviously the cleanliness leaves a lot to be desired. If I were the County Commissioners, I would be greatly concerned about how the stray dogs are being handled as the holding areas outside have some issues and we were unable to see the dogs inside. As far as the Humane Agent’s duties, she might want to start a little closer to home.

Respectfully submitted.
