2013 County SummarySummary
Drug-related arrests in Umatilla County were highest for methamphetamine, followed by marijuana, heroin, and cocaine in 2013. No deaths related to methamphetamine, heroin or cocaine were reported for the county in 2012, the latest data available. Admissions for treatment of methamphetamine abuse was highest in the county in 2012, followed by marijuana, controlled prescription drugs, heroin, and cocaine.
The amount of indoor marijuana plants seized in the county rose significantly from 2011 (24) to 2013 (260). Reported outdoor plants seized totaled 128 in 2013. The number of medical marijuana cardholders in Umatilla County in October 2013 (562) was over nine times the amount reported in April 2006 (58). Umatilla County reported 22 methamphetamine lab seizures since 2005.

The number of methamphetamine arrests in Umatilla County more than doubled between 2009 and 2013. Marijuana arrests doubled in the county between 2006 and 2013, while cocaine and heroin arrests remained at a comparatively low level in the county.

The number of drug arrests in the county rose over 50 percent from 2010 to 2013, largely driven by an increase in methamphetamine arrests.

Admissions for methamphetamine and marijuana were highest in the county between 2004 and 2012. While treatment admissions for heroin (+84%) and controlled prescription drugs (+207%) rose from 2004 to 2012, admissions for methamphetamine (-52%), marijuana (-17%), and cocaine (-82%) declined during the same period.

The number of treatment admissions for major illicit drugs in Umatilla County was higher when compared to most other HIDTA counties, but lower when compared to Multnomah, Jackson, and Jefferson counties from 2006 to 2012.

The number of indoor seizures reported in Umatilla County was higher when compared per capita to the HIDTA region and Oregon in 2013. The actual number of indoor marijuana plants seized in Umatilla County rose significantly from 2011 (24 plants) to 2013 (260 plants).

The actual number of outdoor marijuana plants seized in 2007 in Umatilla County was 29,047, reflecting 23 percent of HIDTA Region outdoor plant seizures. There were no outdoor plant seizures reported for Umatilla County in 2012 and only 128 plants were reported seized in 2013.

Over the last nine years, deaths related to abuse of methamphetamine have varied from zero to four and heroin deaths have ranged from zero to two in the county. Umatilla County reported methamphetamine laboratory seizures in 2005 (39), 2006 (4), 2007 (5), 2008 (4), 2009 (5), 2010 (1), 2011 (1) and 2013 (1). The county reported no other clan labs seized between 2005 and 2013.
