My Learning Management System (LMS) project management example

I was the Project Manager (lead) for the Learning Management System project for the South Australian Department for Education and Child Development from 2010–2012.

I led the project using best practice PMBOK project management and PDCA continuous improvement frameworks for the design, procurement and implementation of a single organisation and statewide learning management system.

I defined and achieved strategic goals for the LMS solution including integrated:

learning delivery solution including compliance with the international standard SCORM format for training and learning objects within an integrated content management system (CMS) enabling secure and appropriate access to multimedia and interactive learning content objects

learning management solution to enable all users to maintain a single, secure, online record of all their current and past professional development enrolments, attendance and achievements ranging from tertiary qualifications to short course training to attendance at professional events

training management solution to single-source, deliver, record and report training to all employees and affiliated organisations statewide in an online environment including AVETMISS reporting for nationally accredited vocational education and training (VET) qualifications delivered by the enterprise Registered Training Organisation (RTO)

talent management solution to provide a single data source to identify the skill strength of the workforce and increase employee retention through identifying and rewarding high performing and highly skilled staff

I project managed the scope for the design and implementation of the LMS by identifying and defining the requirements of a wide range of disparate end-users against the strategic direction of the organisation, through the development of the system design specification document, managing the procurement, implementation and configuration of the solution, directing functional and user acceptance testing, creation of printed and online user process documentation, to achieve system deployment and handover to an ongoing system administrator. I facilitated workshops and delivered presentations to a diverse range of stakeholder groups, as well as created online interactive user groups, a training facilitators guide on how to create and manage courses in the new system, and a system administration instructional guide including monitoring, reporting and ongoing management

requirements as well as describing opportunities for further improvement to the system for the ongoing system administrator.

I engaged a range of internal and external stakeholders representing a diverse scope of needs in the management, delivery and reporting of training, courses and professional development events from corporate to statewide site-based locations. I managed risks, constraints, challenges and opportunities including replacing or integrating all existing systems used to manage, deliver and report on training. I facilitated transitions including the migration of learning delivery for the enterprise RTO from an unsupported Moodle platform. I successfully achieved all the project objectives included supporting 1000 functional users (trainers), 40,000 end-users (learners), and regulatory compliance requirements, over a two (2) year schedule with a budget of $530,000, and the ROI capability to increase the capacity of functional users by 40% (2 days per week) through single sourcing enrolment information, template courses and reports, streamlining processes and automating repetitive functionality.

The Department for Education now has a single system to provide a online, accessible source for all their nationally accredited qualifications, competencies, non-accredited certifications and other professional development, skills and experience; with the organisation now able to identify and report of the strengths and opportunities from individuals to sites and across the whole workforce from a single system.
