Presented below are EPA's questions, with each followed by GE's response. EPA Ouestion 1: What is the remaining capacity in the Hill 78 OPCA for waste material? GE Response 1: The remaining capacity in the Hill 78 OPCA for future material consolidation is estimated to be 17,400 cubic yards. This volume has been calculated based on a topographic survey conducted ofthe existing OPCA surfaces as of December 2006, and then comparing that information to the fmal design/configuration ofthe OPCA. EPA Ouestion 2: The final capping design ofthe 1.9 acres of Hill 78 OPCA was approved by EPA last year/ Provide a firm start date for the capping of this 1.9 acres and an estimated duration for the capping ofthe 1.9 acres. GE Response 2: GE is planning to start on the capping ofthe 1.9-acre portion of this OPCA previously approved by EPA at the beginning of the 2007 construction season this spring. The General Electric Company (GE) has prepared this letter to present information requested by the US Environmental Protection Agency (EPA) in a February 13 2007 e-mail from EPA to GE Presented below are EPAs questions with each followed by GEs response

EPA Ouestion 1 What is the remaining capacity in the Hill 78 OPCA for waste material

GE Response 1 The remaining capacity in the Hill 78 OPCA for future material consolidation is estimated to be 17400 cubic yards This volume has been calculated based on a topographic survey conducted ofthe existing OPCA surfaces as of December 2006 and then comparing that information to the fmal designconfiguration ofthe OPCA

EPA Ouestion 2 The final capping design ofthe 19 acres of Hill 78 OPCA was approved by EPA last year Provide a firm start date for the capping of this 19 acres and an estimated duration for the capping ofthe 19 acres

GE Response 2 GE is planning to start on the capping ofthe 19-acre portion of this OPCA previously approved by EPA at the beginning of the 2007 construction season this spring Once initiated it is anticipated that activities associated with capping this 19-acre portion will take approximately eight weeks depending on site conditions at the time of construction

EPA Ouestion 3 The entire Hill 78 OPCA and cap encompass 60 acres Please submit the final capping design for the 41 acres by April 15 2007 so the Agencies will have sufficient time to review and approve the submittal in time to allow for final capping in the summer and fall of 2007

GE Response 3 Construction details and specifications associated with capping the remaining portion ofthe Hill 78 OPCA (ie the cap area beyond the 19 acres already approved by EPA) were included in GEs 2006 Consolidation and Phase II Final Cover Construction document which was submitted to EPA on May 5

2006 That document was conditionally approved by EPA on August 1 2006 and in response to EPAs conditional approval letter and subsequent communications between EPA and GE GE submitted an Addendum to Phase II Final OPCA Cover Construction Plan on August 25 2006 which was approved by EPA on August 29 2006 Although those documents focused largely on the Phase II capping activities planned for 2006 the 2006 Phase II Final Cover Construction document also provided fmal cover construction details for the entirety of the Hill 78 OPCA and the additional cover installation procedures described in the August 2006 Addendum will also apply to capping the entire Hill 78 OPCA GE will reshysubmit this design and implementation information as it relates to the capping ofthe remaining 41-acre portion ofthe Hill 78 OPCA to EPA for approval by April 15 2007 as requested

EPA Ouestion 4 Provide a firm schedule for the placement of the remaining material Into the Hill 78 OPCA

GE Response 4 It is anticipated that the majority of the remaining capacity at the Hill 78 OPCA will be utilized for the consolidation of building demolition debris Buildings 7 17 17C and 19 as well as Buildings 11 16 and 16X are currently slated for demolition in 2007 The demolition debris materials from those buildings that are not approved for re-use as backfillgrading material at portions ofthe GE plant site (and that are suitable for disposition at the Hill 78 OPCA) will be transported to and consolidated at the Hill 78 OPCA GE cannot provide a firm schedule for placing such demolition debris into the Hill 78 OPCA because the timeframe for doing so is dependent on a number of factors

bull For Buildings 7 17 17C and 19 the structural demolition cannot be initiated until approvals have been obtained for the disposition of the building demolition debris GEs proposed disposition methods for the materials from these buildings have been submitted to EPA in draft Once the demolition is initiated GE estimates that the structural demolition of these buildings and subsequent handling segregation processing and transport to the Hill 78 OPCA ofthe demolition debris that will not be used on-site will require approximately 4 to 6 months

bull For Buildings 11 16 and 16X the structural demolition cannot begin until approvals have been obtained for the disposition of the building demolition debris (for which GE anticipates submitting a proposal to EPA by around the end of March 2007) and the asbestos abatement program has been completed (approximately July 2007) Once initiated GE estimates that the structural demolition of these buildings and subsequent debris handling segregation processing and transport to the Hill 78 OPCA will require approximately 6 to 8 months

EPA Ouestion 5 Provide a firm schedule for the capping of remaining 41 acres ofthe Hill 78 OPCA

GE Response 5 For the reasons described above GE cannot provide a firm schedule for capping the remaining 41-acre portion of the OPCA It is GEs intent to cap that remaining portion as soon as practicable after completion of the consolidation material placement in that area GE anticipates that this capping will be performed in 2008 As we have done in the past GE will continue to coordinate with EPA concerning the status of OPCA operations including the scope and schedule for fiiture capping activities

EPA Ouestion 6 Provide an estimated schedule for the relocation ofthe storm and sewer lines currently located in the Hill 78 OPCA

GE Response 6 GE anticipates that the activities necessary to install the new stormwater and sanitary sewer pipeline sections (soil investigations detailed design approvals contractor bidding and selection etc) can be completed in 2007 GE submitted its Supplemental Sampling Plan for the soil investigations along the

planned routes of these re-routed pipelines on February 19 2007 That plan proposes submission ofa Supplemental Sampling and Engineering Design Report within 120 days after EPA approval of the Supplemental Sampling Plan

EPA Ouestion 7 Provide the results of the 20062007 survey that shows the current elevations of the OPCAs Also provide a plan view of the Hill 78 OPCA that identifies where the remaining waste material will be placed

GE Response 7 Survey maps showing the current surface elevations ofthe Hill 78 OPCA (as of December 2006) and the final consolidation elevations for the Building 71 OPCA (prior to capping) are included as an attachment to this letter A figure depicting the areas within the Hill 78 OPCA that remain available for consolidation material placement is also included as an attachment to this letter (Figure 1)
