 The vision for the wildlife sector is to: • promote conservation of biological diversity, •administer, regulate and develop wildlife resources, •involve all stakeholders in wildlife conservation and sustainable utilisation, as well as in fair and equitable sharing of benefits, •promote sustainable utilisation of wildlife resources, •raise the contribution of the wildlife sector in country’s Gross Domestic Product (GDP) from about 2% to 5%, •contribute to poverty alleviation and improve the quality of life of the people of Tanzania, and, •promote exchange of relevant information and expertise nationally, regionally and internationally, 

Policy and Strategy Linkages 

The Wildlife Policy also links – at least in theory to: •MKUKUTA aspirations – wealth creation, poverty reduction, social well‐being and good governance (?). •Links also to Rural Development Strategy •And several other conservation policies and strategies  

Delivery 

The question that arises is, what's the delivery situation given that a number of challenges exist? •Land and resources tenure issues •Transformation of WMAs into practical and viable business models entrepreneurial success business environment •High transaction costs & need for goodwill •Climate change – challenges & opportunities

Land & Resource Tenure Issues 

Pending Unresolved issues that require judicious, fair and considerable political goodwill – on all sides: •Land tenure •Wildlife Corridors •Pastoral lands •Human – Animal conflict •Other competitive land uses – minerals etc etc  

The business side 

• WMAs must became practical and viable business models 

•  Successful entrepreneurial ventures • Need sound business environment • Focus on a ‘package’ of opportunities based on resource endowment 

• As with any business, challenges related to governance, will and have actually emerged – elite capture, transparency, dishonesty, conflicts, crime etc.  

Policy & Practice 

• High transaction costs in terms of time & resources – stakeholders losing patience 

• The question of goodwill for the policy to deliver arises – lip service vs reality 

• What is the yardstick to measure success of WMAs? • Are we squeezing the sponge, to get the full range of benefits? 

• Are WMAs being supported by the appropriate mindsets? 

• How can we hold those mandated to account?  

Climate 

• Climate change, the experience & realities • CC offers both challenges & opportunities • WMAs & conservation must become proactive & not reactive 

• REDD opportunities for WMAs • REDD threats for WMAs  

Hope or Despair? 

• Business as usual is not acceptable nor tenable • The wild resources must contribute towards positive change in the quality of life and open opportunities (livelihoods) for now and the future 

• The broader political economy of the country is changing and for this subsector to remain stagnant is economic suicide 

• There is hope on the horizon, should the deficits be addressed sooner rather than later and the gains be multiplied, as we shall hear from coming presentations and experiences
