How OtterTail Countygot its name

Before therewere roads in thewilderness area,the best method oftransportation wasby water.

The earlyexplorer wouldportage from LeafLake to PortageLake to DonaldLake to PelicanBay on Otter TailLake and be on hisway throughCanada to Hudson Bay.

The first explorers through this area about 1750were a Frenchman and an Englishman. They met witha band of Indians on the shore of “Lac de la Queue dela Outer,” which translates roughly to the Lake of theOtter’s Tail.

This is on record in the archives of Congress. Somebelieve the name derives from the sandbar shaped likean otter's tail where the Otter Tail River enters Otter TailLake. Now, over two centuries later, the otter's tailsandbar is still there.

Robert Moe-AssessorThe County Assessor’s Office

is responsible for the valuationand classification of all taxablereal and personal property in thecounty for property tax purposes.Every 6th year the office also val-ues all of the tax-exempt proper-ty in the county. Each year theoffice attends meetings of allBoards of Review where propertyowners may appeal their valua-tion or classification. Thedepartment follows state laws tovalue all properties based onmarket value and classify prop-erty based on use.

David Hauser-AttorneyThe Otter Tail County Attorney

is an elected official with specif-

ic obligations set forth inMinnesota Statutes. The CountyAttorney is the chief prosecutorfor all adult felony crimes in theCounty and also prosecutes mis-demeanor and gross misde-meanor offenses occurring inunincorporated areas.

Wayne Stein-Auditor

The mission of the Otter TailCounty Auditor’s office is toeffectively and efficiently admin-ister and implement, in coopera-tion and under the direction ofvarious state agencies, theduties and responsibilities asdelegated by the MinnesotaState Legislature. Example ofstate agencies; Secretary of

State’s Office, Department ofNatural Resources, StateAuditor’s office and Departmentof Public Safety.

Larry Krohn-Coordinator

The coordinator’s office pre-pares the agenda for the boardof commissioners’ meetings andprepared and keeps record ofthe minutes of all county boardmeetings. Other areas of respon-sibility included the manage-ment of human resources,assisting with annual budget,liaison functions, property, casu-alty, liability and worker’s com-pensation insurance for thecounty and other administrativefunctions that are assigned bythe Board of Commissioners.

Court AdministratorOtter Tail District Court is one

of ten District Courts located inthe Seventh Judicial District. It isserved by three judges: JudgeMark F. Hansen, Judge WaldemarB. Senyk, and Judge Barbara R.Hanson, who are chambered inFergus Falls. It is also served byvisiting judges who are sched-uled in Otter Tail County at regu-lar intervals to meet the judgeneed for the District Court.

ExtensionEducator

The University of MinnesotaExtension in Otter Tail County isthe educational outreach arm ofthe University of Minnesota. Ourmission is “to involve people inimproving the quality of life andenhancing the economy and theenvironment through education,applied research, and theresources of the University ofMinnesota.” Campus-basedextension specialists work withcounty-based extension educatorsto deliver educational programsthrough meetings, demonstra-tions, workshops, publications,and electronic delivery methodssuch as interactive TV, satelliteteleconferences, and computernetworks. Our program areasinclude: 4-H Youth Development,Environment and NaturalResources, Foods and Nutrition,Agriculture and Horticulture,Community Vitality and FamilyDevelopment.

The Otter Tail County HighwayDepartment has under its juris-diction 1,052 miles of highway,all of which are bituminous sur-faced and 142 bridges. Theannual department budget isapproximately $12,000,000.Revenue sources include local,state and federal funds.

John Dinsmore-Human Services DirectorOur department’s mission is

to provide an array of financialand social services to familiesand individuals to help maintainor enhance the quality of life forall persons served. Out agencystaff directly provides over 27different programs and we con-tract with many other agenciesthroughout the county to providea variety of programs.

Bill Kalar-Land & Resource DirectorRecognizing the fact that the

uncontrolled use of our landcould adversely affect thehealth, safety and general wel-fare of the public, as well asimpair the tax base, the countycommissioners and the statehave imposed laws and ordi-nances in an attempt to ensure aviable environment for the resi-dents and visitors of the county.

The Department of PublicHealth was organized to providepublic health nursing services andenvironmental health services forall residents of Otter Tail County.

custodian of all records of theCounty pertaining to personalproperty, real estate transfersand all vital statistic records.The Recorder’s Office is dividedinto four major departments.

ment units, Marine patrol, civilprocess, court security, snowmo-bile safety patrol.

Mike Hanan-Solid Waste Director

The Solid Waste Departmentadministers and implementsservices and programs related toreducing, reusing, recycling, anddisposing of waste in Otter TailCounty. The Solid WasteDepartment oversees an integrat-ed waste management system.

The Board of Adjustment meets the first and second Thursdayof each month as needed. The meeting begins at 6:30 p.m.and is held in the Otter Tail County Commissioners' Room locat-ed in the Government Services Center at 500 Fir Ave. W.,Fergus Falls, MN 56537.

The purpose of this board is to hear all applications for vari-ance from the requirements of the shoreland managementordinance and the subdivision controls ordinance. A concert and dance will fol-low the June 24 Grand Parade,at the classic, rustic and his-toric “Grandview HeightsBallroom,” with its famous“suspended” wood dance floor.The dance and concert, northof Perham one mile at thePioneer Village, will start imme-diately after the parade.

During the day Saturday, thelocal Dreams for Kids/Make-A-Wish Foundation group will behosting a downtown cook-out.

Lions Demo Derby setOne of the premiere crash

and bang events in the region,the popular Perham Lions

Demolition Derby, has moved toa late afternoon time slot, at 5p.m.—located at the East OtterTail Fairgrounds, near down-town Perham.

Fishing tourneyA fishing contest will be

added to the Turtle Fest line-upfor 2011.

The tourney will be open to100 boats, explained CraigSwanson, PerhamSportsman’s Club. Fifty boatswill fish Little Pine, and 50 willfish Big Pine the first day of thetourney, June 24. Then, the 50boats will switch lakes on thesecond day of the tournament.

Details will be firmed up asthe Sportsman’s Club contin-ues planning.

Kinship of the Perham Area hasadded new programs. B.R.A.G. (Boys RAlways Gifted), and G.A.P. (Girls ArePowerful) is for girls in grades 7-12involved in Kinship and/or friends ofKinship. B.R.A.G. meets every 2nd Monday of the month. G.A.P.meets on the 2nd Thursday of every month at varying locationsfrom 5:30 to 7:30 p.m. Dinner is provided.

The purpose of the group is to give teen girls a voice and accessto fashion, nutrition/cooking, health and physical fitness trends.Five adult facilitators guide the group.

The Kinship goal is “to improve children’s lives by establishingquality relationships between children and caring volunteers for thepurpose of promoting stability, support, friendship and community.”

In most cases a permit is required from a DNR Forestry Officer, your local fire depart-ment or area fire warden to burn brush or other vegetative materials. During the win-ter months, a permit is not needed as long as there is three-inches of continuoussnow cover. Keep in mind, MN DNR Forestry Division issues burning bans in thespring until vegetation is green and moist.

The DNR Forestry Department may delegate authority for the issuing of burning per-mits to local fire wardens and to some local fire departments. To obtain a burningpermit, contact your city fire department, township clerk, or DNR Forestry Officer.

NEW YORK MILLSREGIONAL CULTURAL CENTER

The New York Mills RegionalCultural Center is a place toexperience big-time arts and cul-ture in small-town Minnesota.Best known for hosting the“Great American Think-Off,” anannual common man’s philoso-phy debate, the cultural center ismuch more than the nationallyrecognized debate of armchairphilosophers. Each year the cen-ter brings to the region a widevariety of artistic culture general-ly not found in rural Minnesota.

The cultural center is a greatplace to attend one of the manyconcerts featuring a host of tal-ented musicians. Inside thegallery visitors can find a widevariety of art exhibits, discussiongroups, workshops and art class-es throughout the year. The cen-ter seats about 125 for concertsand provides excellent acousticsfor monthly musical performanc-es, including blues, jazz, folk andclassical.

OTTER TAIL COUNTYMUSEUM- FERGUS FALLS

Even before you walk into theOtter Tail County Museum inFergus Falls, you’re greeted by alarge garden on the front lawn inwhich numerous varieties of heir-loom vegetables, flowers andherbs are growing. Using only oldheirloom variety seeds, the gar-den allows people to see whatkinds of plants our ancestorswere growing, and how thoseplants differ from modernhybrids. This unusual garden isdefinitely worth a visit.

Once inside the museum,you’re greeted by a cheerful,well-stocked gift shop. Browsingaround the shop reveals a treas-ure of handcrafted jewelry andgifts, Native American crafts,

books on local history and manydifferent children’s games andtoys (just the kind to keep kidsbusy on long trips).

The best is yet to come as youenter the exhibit gallery. As youwalk among the compelling lifesize period rooms, your mindwanders to a time long ago. Youcan almost smell bread baking ina wood stove, or hear the soundof a steam engine as it powersthe unwiedly threshing machinethrough fields of wheat. Childrenespecially enjoy the wildlife dio-rama, doing hands-on activitiesin the natural history discoveryroom and reading the many tell-me-mores.

Looking for a bit of adventure on your vacation? Or how abouta Sunday drive in the country?

Check out the Otter Trail Scenic Byway — a 150-mile circulardrive that meanders through rolling hills blanketed with maple,oak and birch and more than 1,000 lakes. The pastoral country-side is a patchwork of woodlands, pastures and fields, dotted withparks, farms and small towns.

Enjoy just a small slice in an hour or two or immerse yourselfon the byway for a day.

NOW OPENIN THEIR OWN WORDS…A VETERANS MUSEUM

The In Their Own Words Veteran’s Museum opened inPerham in 2006. Several years in the making, the muse-um features first-hand experiences of area veterans inEurope, Korea, Viet Nam and the Middle East andincludes exhibits from World War I through the currentconflicts in the Middle East.Featuring audio commentaries, re-dramatizations ofevents leading up to and during the wars of the 20thCentury, and interactive identity kiosks, ITOW is believedto be the only museum of its kind. Excerpts from over140 oral histories are included. In addition to exhibitsabout veterans, there are also displays about the home-front. History comes alive in a very personal way.ITOW is housed in a renovated VFW Post headquartersand is located at 805 West Main in Perham. Hours areMonday through Saturday from 10 to 5 and Sundaysfrom 1 to 4. The History Museum ofEast Otter Tail CountyBuilt originally as an Episcopal church, this historicbuilding now contains displays and exhibits about thepeople and places of East Otter Tail County. At theHistory Museum the past comes alive with early motionpictures, photographic essays and interpretive exhibits.The museum is housed in a 1887 historic stone struc-ture and the building itself is definitely worth a look.The Museum’s website allows you to search both vol-umes of the East Otter Tail History Books, the Registerof Births and Deaths in Perham from 1882 to 1900,and an index to the Enterprise Bulletin Newspaperswhich dates back to 1883. You can also search our col-lection of Historical Photographs.The History Museum of East Otter Tail County was oneof the first to make local historical records availableonline. A genealogy lab welcomes visiting researchers.The museum has also compiling a record of Finnish lan-guage newspapers.
