Low Carbon: High Savings?
Claire Guerin, Key Account Manager - Public Sector
Agenda
• Resource Efficiency and a Circular Economy
– Preparing for Reuse
– Sustainable Procurement
• Carbon Management Plans
– Manage and report your organisations’ contribution to a low carbon, circular economy
Resource Efficiency & The Circular Economy
Resource Efficient Scotland
• Help businesses, public and third sectors save money by using energy, water and raw materials more efficiently.
• Funded by Scottish Government, delivered by Zero Waste Scotland.
• Delivered in partnership with stakeholders
• Public Sector Support:
– Practical: feasibility studies, options appraisals, develop the business case
– Strategic: pilot projects
– Workshops: advice, tools demonstration
– Online Training: energy, green champions
Low Carbon: High Savings
• 74 projects delivered in 2013-14
• Demand led projects in:
– energy efficient lighting,
– boiler replacement,
– biomass,
– building energy management systems,
– internal waste management
– behaviour change.
• Identified savings of £4M
• Carbon savings of ~18,000 CO2e
Zero Waste Scotland
Overall aims:
• Prevent waste
• Increase resource efficiency
• Enable a shift towards a more circular economy.
Resource Scarcity
• Developed nations are ‘three-planet-living’
• 300% global predicted increase in demand for natural resources by 2050
• Critical resources mined from virgin
sources are running out: – Indium (LCD screens): <10 years; – Silver (industrial catalyst): <30 years; – Zinc (construction steels): <40 years. – Mined in areas of water scarcity
Impact of unsustainable use
Resource Scarcity
Peak Oil
• Using 5.5 million barrels of oil/hr.
• Peak oil production by 2020.
• Oil costs will rise steadily as reserves decline.
Circular Economy Project Areas
• Innovative Product Design: Royal Society of the Arts
• Reuse of materials e.g. oil and gas decommissioning pipeline for carbon capture & storage
• Recovery of process materials: waste water (phosphorus), anaerobic digestion (soil enhancers), industry (separation of specialist alloys)
• Remanufacturing: establish baseline & intervention
What about the Public Sector?
• Prepare for Reuse: Furniture & Electrical Appliances
• Sustainable Procurement
Preparing for Reuse
House
Reuse & Redeployment of Decommissioned Mobile Assets
• Re-use and redeployment of furniture, textiles and small electrical equipment
• Aim: to create tools and supporting guidance for the development of a register of mobile assets and improve data capture
• Phase 1: Modify asset tracking software used on a tablet
• Phase 2: 3 student placements in 3 large hospitals
• Phase 3: Create a route map and guidance document by Jan-Feb 2014
Preparing for Reuse: Strategic Work
• Regional repair and reuse hubs – Feasibility & business case
– Pilot programme
• Development & roll out of Revolve accreditation: – Can donate or buy refurbished
– www.revolvereuse.com
• What are the benefits to you? – Support business development of 3rd sector
– Consumer confidence - assurance of quality
– Community benefits – employment & training
• Reuse helpline – householders – www.zerowastescotland.org.uk/reuse-phoneline
Sustainable Procurement
Procurement: Upcoming Projects
• Evaluation of Marrakech sustainable procurement training.
• Work with Scottish Government & key stakeholders to review Procurement Reform Bill Statutory Guidance components that relate to resource efficiency & circular economy.
• Engagement events to embed Procurement Guidance.
• Targeted assistance for public sector. Identify and support pilot projects.
Procurement E-learning Modules

Facilities Management Procurement Tool
Aim: to assist organisations with realising cost and material savings by improving resource efficiency of FM services. Toolkit: • information and guidance; • templates and model wording; and • example Key Performance Indicators (KPIs).
Procurement of the following services: Maintenance; Catering and Food Services; Furnishing Services; Waste Management Services; Uniform & Laundry Services; and ICT Services.
Questions?
Carbon Management Plans
What is a Carbon Management Plan?
• Almost all Scottish Public Bodies have a Carbon Management Plan (~150)
• Key step to meet the Duties under the Climate Change (Scotland) Act
• Key components of a Carbon Management Plan:
– Carbon baseline [carbon dioxide (CO2) emissions]
– Carbon reduction target
– Project plan to meet target
– Governance and reporting
What are the pieces of the CMP jigsaw?
Targets – where do
we want to be?
Drivers – why are we
going there?
Baseline – where are we now?
BAU – which
direction are we
going in?
Projects – can we get
there in time?
Governance – who is
navigating & who is driving?
Strategy – how are we going to get
there?
Annual Carbon
Footprints – how far to
go?
Project Register – map and
directions
Your Carbon Management Plan
• Aim is for use, not shelf-filler
• Above all it’s a manual for CM in your organisation – relevant and bespoke
• Keep it simple (detail in appendices, graphics)
• Make it attractive & personal (graphics, photos)
• Consider what needs minimal or no regular updating…
– Policy
– Drivers
– Baseline and (possibly) target
• …and what does need regular/annual updating
CMP ‘Circle of Life’
• What may change in a year?
– Annual carbon footprint
• new year’s data
• new emission factors
– Projects register
• level of completion of projects
• abandoned/superseded projects
• post implementation evaluation
– Financing
• changes to old source/deadlines for applications
• new sources
– BAU – population/housing/estate changes; outsourcing
– Other reporting requirements
– Internal structures
Do you need to re-baseline?
• Baseline previously viewed as something that you calculated once
• 5 year plan – each cycle needs a new baseline
• Baseline = best guess at the current time. Have things changed?
– Update to historical factors
– Relevant data emerged
– Increasing/decreasing estate (buildings/sites) because services are growing/shrinking
– Outsourcing operations to a third party
– Taking over responsibility for additional service delivery

What/Why develop a carbon reduction project list?
• One central record of all opportunities
• Reference list of old projects
• ‘Live’ list of new projects
• Like data, it allows for analysis
• All project info in one location
• Helps keep track of projects (type, size, timescale etc)
• Helps you review/monitor historic, current and future carbon savings from projects
• Supports business case development
How does your current project list compare?
• Are you currently capturing all the project information?
• How is it being captured?
• Are you updating it on a regular basis?
• Are you keeping track/reviewing projects for success?
• What are the barriers to implementation?

Discussion: What could you do to contribute to the creation of a circular, low carbon economy?
• Keep your carbon management plan up-to-date, regularly develop, review and implement projects from your register.
• Think before you buy – could you repair and reuse?
• Leasing of equipment (warranty for repair)
• Buy refurbished or repaired goods
• Buy goods with recycled content
• When procuring goods always consider best achievable energy & water efficiency using life cycle costing
