RESOLUTION REcOMMENDING THE AWARD OF THE CONTRACT UNDER BID

REFERENCE NO. BID 2020-59, ENTITLED "SUPPLY AND DELIVERY OFFICE

FURNITURE TO BE INSTALLEDAT THE OFFICE OF THE UNDERSECRETARY AT THE

FISHERIES MAIN BUILDING" TO PENITON TRADING AS THE BIDDER WHO

OFFERED THE LOWEST CALCULATED AND RESPONSIVE BID

WHEREAS, Purchase Request No. 20-11-1134 pertains to the Supply and Delivery Office Furniture to be Installed at the Office of the Undersecretary at the

Fisheries Main Building with an Approved Budget for the Contract

amounting to Php 1,500,000.00;

the BFAR Bids and Awards Committee (BFAR-BAC) advertised the

Invitation to Bid for the above-mentioned procurement project consisting of one (1) lot through posting in the Philippine Government Electronic

WHEREAS,

Procurement Service (PhilGEPS), the Bureau's website

(www.bfar.da.gov.ph) and in conspicuous places within the Bureau's

premises for seven [7) days;

WHEREAS, on December 11, 2020 (Friday) at 1:30 pm, the Pre-Bid Conference was

conducted by the Bids and Awards Committee (BAC) at the BFAR OSC

Conference Room, 3d floor, PCA Bldg. Elliptical Road, Diliman, Quezon

City:

WHEREAS, the opening of bids was conducted last December 23, 2020, 1:30 PM at

the BFAR OSC Conference Room, 3rd Floor, PCA Building Elliptical Road, Diliman, Quezon City, which was participated by the following bidders:

a. Al's Marketing b. Peniton Trading c. Design Excellence

WHEREAS, during the opening of the Eligibility and Technical Envelopes the above mentioned bidder "PASSED" the evaluation and was declared eligible for the opening of the financial envelopes;

during the opening of the Financial Documents of the above-mentioned

bidders, their respective bid proposals "As Read" are as follows: WHEREAS,

after the opening of the Financial documents, the copy of the Technical

and Financial envelopes of the qualified bidder was turned-over to the

Technical Working Group (TWG) for post- bid evaluation;

WHEREAS,

WHEREAS, the TWG conducted Post-Qualification Evaluation to Peniton Trading

last December 26, 2020 and verified the authenticity of the documents

submitted;

in the Post-Qualification Report submitted by the TWG dated

December 28, 2021 the TWG recommended the award be given Peniton

Trading for being the Lowest Calculated and Responsive Bidder;

WHEREAS,

WHEREAS, a copy of the said report is hereby made an integral part of the

Resolution;

the BAC, upon due consideration on the Report of the TWG, resolved to

adopt the same and recommend the awarding of contract to PENITON

TRADING for being the Lowest Calculated and Responsive Bidder;

WHEREAS,

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the

procurement project entitled "Supply and Delivery office Furniture to be

Installed at the Office of the Undersecretary at the Fisheries Main Building" is

recommended to be awarded to PENITON TRADING for being the Lowest Calculated &

Responsive Bid in the amount of ElGHT HUNDRED FORTY-NINE THOUSAND EIGHT

HUNDRED TWENT PESOS (Php 849,820.00) ONLY.

RESOLVED FINALLY that, the Notice of Award be issued to PENITON TRADING for the preparation of the Contract Agreement, Notice to Proceed and commencement to the

project.
