The killing was an extreme but hardly isolated example of the increasing stresses and strains being faced by field administrative and police officers in the course of their duties. At such times, it is necessary to speak out in solidarity as a Service and to protect and support those of us who are in the field, at the cutting edge of governance. The Indian Civil and Administrative Service (Central) Association, of which Mrs Kiran Dhingra, Secretary Textiles, Government of India, is currently the President, met on 15.3.2012 to discuss the issue, and the resolution passed in the meeting is attached for your perusal and for circulation among alllAS officers of your state/UT. It is hoped that this resolution will send a clear message that officers will not let threats and violence stand in the way of doing their duty and upholding the highest values of the Service. The Association would request you to bring the Resolution also to the notice of the Chief Minister of your state. RESOLUTIONADOPTED BYTHE CENTRALIAS ASSOCIATION ON 15TH MARCH 2012REGARDINGTHE KILLING OF IPSOFFICERNARENDRA KUMAR IN THE COURSEOFDUTY IN MORENA, MADHYA PRADESHON 8TH MARCH 2012

"The fraternity of serving and retired IAS Officers of all cadres and batches, as

represented by the Indian Civil and Administrative Service (Central) Association, is

shocked and deeply distressed by the ruthless and dastardly killing of IPS Officer

Narendra Kumar in Morena on 8/3/2012 while he was lawfully and bravely discharging

his duty in attempting to stop illegal mining activity in his jurisdiction.

"The IAS Association is also deeply concerned at the lack of support reported by field

officers when they take steps as per existing laws to stop or control illegal activities,

such as illegal mining, which are acknowledgedly backed by big money and organised

crime. We urge State Governments to see this instance as a warning of the increasing

confidence of the forces behind such illegal activities that no state machinery will

stand in their way. The effectiveness of response, already perceived as inadequate,

would suffer further if administrative field forces are not provided the unqualified and

unstinting support of the State to execute its authority, and are put in places where

they have to take action feeling isolated and inadequately equipped and left to fend

for themselves. Bravehearts like Narendra Kumar are few; the rest constantly battle a

growing cynicism of political intent and administrative that suggests inaction as the

wisest course. An open commitment of intent and open show of support young

officers tasked to uphold the constitution and fight criminal exploitation of the

country's natural wealth is the need of the hour; it will directly and immensely

strengthen Government's effectiveness of response and the assertion of law.

While welcoming the latest decision of the State Government to have a CBI enquiry

into the case, the Central IAS Association urges that concrete steps be taken by the

Government to ensure that Narendra Kumar's widow, IAS officer Madhurani Tewatia,

can in future continue her career as an IAS officer fearlessly under the protection of

law and with the full support of her seniors.

The IASAssociation hereby expresses its deep condolences to the family members of

late Shri Narendra Kumar IPSand affirms its support for them in their quest for justice.

Finally the Association places on record its highest admiration for the brave manner in

which Narendra Kumar made the supreme sacrifice in course of duty. His memory will

surely continue to be an inspiration for all AIS officers."
