1 INTRODUCTION
The United States Environmental Protection Agency (EPA) Region 6 conducted a residential
water well survey and collected water samples in the area surrounding the Scrub-A-Dubb Barrel
Company site in Lubbock, Texas. The Scrub-A-Dubb Barrel Company site is currently being
assessed to determine if the site may be eligible for inclusion on the federal National Priorities
List (NPL). A Preliminary Assessment report was completed in April 2011. During this
assessment, site conditions which could present an imminent threat to human health and the
environment were noted and the site was referred to the Prevention & Response Branch of the
EPA. Subsequently, EPA mobilized to the site and stabilized the conditions which presented an
imminent threat to human health and the environment. However, it was noted during this
response that releases of hazardous constituents to the groundwater pathway are likely to have
occurred during the present time and historically.
Completion of this report included conducting a limited well survey of the area surrounding the
site and the collection of residential groundwater samples from wells closest to the site. This
document includes site information including a description of the site and its location (Section 2),
a description of the survey activities and the results of those activities (Section 3), a description
of the sampling activities (Section 4), and a discussion of the sampling results (Section 5).

2 SITE INFORMATION
2.1 Location and General Information

2.2 Site Description
The Scrub-A-Dubb Barrel Company (SDBC) site was a family owned and operated barrel
cleaning and reconditioning business that operated from 1975 – 2009. SDBC also collected
waste materials, from used barrels, which was sold to waste oil companies for reuse or
reclamation. The facility consists of two separate properties. Mr. Bill Phillips’ property, owner
of SDBC, (Property #1) is located at 1108 North Ash Avenue. Mr. Paul Kasishke’s property
(Property #2) is at 1201 North Ash Avenue. The site is in a mixed industrial and residential area
located on the east and west sides of North Ash Avenue in Lubbock, Lubbock County, Texas
(Figure 1).

Property #1 covers approximately 3.5 acres and is surrounded by a cyclone fence with rows of
barbed wire on top. On site is an operations building; three fiberglass above ground storage
tanks contained within two concrete surface impoundments used for waste oil storage; several
semi trailer trucks; and approximately 10,000 to 15,000 55-gallon metal and plastic barrels.
The operations building is divided into three sections. The southeast corner of the building
served as the barrel cleaning area. The northeast corner was used for painting the barrels after all
remaining residue was removed. The office and storage was located in the west side of the
building.
Mr. Bill Phillips has acquired the property across the street at 1201 North Ash Avenue (Property
#2) for additional barrel storage. It is unknown if the owner of Property #2, Mr. Paul Kasishke,
is aware that his property is being used by Mr. Phillips for storage. The property taxes have been
delinquent since 1987, and it appears that Mr. Kasishke has abandoned the property.
Property #2 was primarily used for barrel storage. No cleaning or painting activities took place
there. The property is completely overgrown with vegetation, and stacks of metal and plastic
barrels cover the entire property. There are several semi-trailer trucks in the center of the
property used for barrel storage. There are fences on the north and south sides of the property.
The condition of the fence on the west side is unknown due to inaccessibility. There is no fence
or gate at the entrance on the east side; the property is accessible to anyone.
There have been numerous investigations conducted at the Site since 1980. The most recent
investigation was conducted by the Texas Commission on Environmental Quality (TCEQ)
Preliminary Assessment/Site Investigation Program on behalf of EPA on September 16, 2010.
TCEQ personnel entered the SDBC property and met with Mr. Mike Phillips. He led TCEQ
personnel to the operations building and provided a brief description of his duties at the business.
He stated the following:

1. Trailers containing used and/or damaged barrels would back up to the operations building
and he would unload the barrels.
2. He would take the used barrels to the southeast corner of the operations building, referred
to as the “cleaning area”.
3. He would turn the barrel over and the remaining liquid would be removed and caught in
the drain underneath the table.
4. He would wash the barrel and scrub off labels after all liquid was removed.
5. Only waste water from the barrel washing went outside to the aboveground storage tanks
and concrete surface impoundments.
6. Liquid removed from the barrel was recovered from the drain beneath the table and put in
55-gallon metal barrels for resale.
Property #1 is divided into two sections (east and west), and separated by a chain-link fence with
barbed wire on top. The west section is where the business operated. The east section is used
for barrel storage. There are rows of barrels stacked between five and eight barrels high
extending to the fence on the east side of the property. An estimated 5,000 - 10,000 barrels are
located on this half of the property. An old Winnebago recreational vehicle was observed
between two of the stacks of barrels. It is unknown what refuse or discarded material might
remain on this half of the property because of inaccessibility due to overgrown vegetation and
stacks of barrels.
Several hundred metal and plastic barrels, approximately eight to ten 750-gallon plastic totes,
and two semi-trailer trucks used for barrel storage were observed on Property #2. The barrels on
Property #2, although fewer in number, were less organized and generally in poor condition.
The investigators observed barrels that were dented, bulging, open, and some with residual
product remaining. Only the east side of the property was accessible due to overgrown
vegetation surrounding the other sides of the property. There is no fence or gate at the entrance
of Property #2.

Releases from five potential sources are suspected at the site. The first potential source is
directly south of the operations building and consists of two unlined, concrete surface
impoundments and three fiberglass, aboveground storage tanks. Both surface impoundments are
filled with a dark brown, unknown liquid. According to Mr. Mike Phillips, it is rinse water that
was used in the cleaning process. The concrete on the west side of the west impoundment is
stained, and there is staining on soil next to the impoundment. Southeast of the impoundments is
a concrete slab. It is covered with an unknown viscous red liquid, barrels, and other trash.
The second potential source consists of several plastic barrels on site which still have visible
remnants of waste in them. Mr. Mike Phillips said that when plastic 55-gallon barrels were
brought in they were not always cleaned because there was no market for them due to buyers’
preference for metal barrels. The unclean barrels were not segregated based on chemical
properties or flammability; they were indiscriminately placed in the most convenient location.
Not all of the plastic barrels have bungs. Some barrels were observed with holes and dents,
others were bulging.
The third potential source is the unlined retention pit referred to as Waste Management Unit #1.
This area is the possible location of an old storage pit and reportedly, waste oil companies
pumped the waste residue from the pit into their trucks. A complaint from a neighboring
resident resulted in an investigation completed by Texas Department of Water Resources
(TDWR), a predecessor agency of the TCEQ, in October 1980. Because the pit is unlined, the
hazardous materials may have leached out into the underlying soil. In 1980, the pit was filled
with soil and covered with caliche. There is currently a caliche road on top of the former pit.
The fourth potential source is two 1,200-gallon underground storage tanks that were located
directly south of the operations building. Mr. Bill Phillips discontinued use in 1983, but no
evidence exists as to whether or not they were emptied and/or removed.

The fifth potential source is contaminated soil throughout the site. A spill on January 11, 2007
generated five pools of oily discharge throughout the west half of Property #1. Sample results
indicated elevated levels of carbon disulfide, ethyl benzene, toluene, xylene, acetone, methyl
elthyl ketone, benzoic acid, methyl phenol, phenol, butyl benzyl phthalate, naphthalene, 2-
methyl naphthalene, hexanone, and 4-methyl-2-pentonone.

3 DOMESTIC WATER WELL SURVEY
The SDBC site is located in a mixed industrial and residential area on North Ash Avenue in
Lubbock, Texas. As stated in Section 2.2 of this report, releases of hazardous constituents are
suspected at the site. The City of Lubbock informed EPA of the possibility that some residences
in the area surrounding the site may be using private water wells for domestic purposes.
Because suspected releases at the SDBC site have potentially impacted the local groundwater,
EPA staff performed a limited water well survey on March 22 – 23, 2011. The purpose of the
survey was to identify residences and businesses located in the area surrounding the site that use
private water wells.
Single-family residential housing is located along East Kemper Street, immediately north of the
SDBC site. A resident interviewed during survey stated that the houses along the street once
received their water from a well located near the east end of East Kemper Street, but this well
fell into disrepair and was subsequently closed. The residences are currently connected to the
Lubbock municipal water supply.
A residential development is located approximately one-half mile north of the SDBC site,
immediately north of Loop 289. Through interviews with several residents in this neighborhood,
it was learned that this neighborhood receives its water from the Lubbock municipal water
supply. Another residential development is located approximately one-third mile southeast of
the SDBC site, south of East Municipal Drive. Interviews with residents in this neighborhood
revealed that many of the homes rely on domestic water wells for their water supply.
All of the commercial and industrial businesses located in the vicinity of the SDBC site are
connected to the Lubbock municipal water supply with the exception of one business. This
business is located near the intersection between North Ash Avenue and Erskine Street. This

business has a water well which is no longer in service. The business purchases bottled water for
use at the facility. There are no plans to bring the water well back into service it the time of the
interview.
One other private water well was identified north of the SDBC site at a residence located near
the intersection between North Ash Avenue and Lehigh Street. The owner of the property stated
that the water well was used for irrigation purposes and for other non-potable purposes. Bottled
water is used for food preparation and drinking.
Figure 2 depicts the results of the water well survey.

4 WATER WELL SAMPLING
EPA staff conducted a water well survey from March 22-23, 2011. For properties that had an
operating water well, the property owner was requested to provide access to EPA personnel for
the purpose of collecting water samples from the water well. EPA staff obtained access to four
(4) properties for sampling.
On April 26-27, 2011, EPA staff collected water samples from four private water wells. Figure 3
shows the location of each water well sampled. Prior to the collection of the samples, each water
well was purged for a minimum of 15 minutes. This minimum purge time was meant to ensure
that potentially stagnant water within the well casing and ancillary equipment was removed and
replaced by fresh water representative of water within the aquifer in which the well is completed.
Water was purged and sampled from a location as close to the wellhead as possible.
Once the purging activities at a well was completed, then the flow from the sampling point was
reduced and samples were collected. Samples for each well were analyzed for volatile organic
compounds (VOCs) and semi-volatile organic compounds (SVOCs). Table 1 summarizes the
analytical method, sample containers, preservation, sample volume, and holding times for each
analysis.
EPA staff collected five groundwater samples, including one field duplicate sample. These
samples were labeled, preserved, packaged, and hand delivered to the EPA Region 6 Laboratory
located in Houston, Texas on April 28, 2011. The EPA Region 6 Laboratory performed all
requested analyses on the samples collected.

5 ANALYTICAL RESULTS
The analytical results from the water wells sampled are presented in Table 2. The compound
chloroform was detected in two of the water wells sampled. However based on a review of these
results, the laboratory qualified this detection as suspect, and this compound may actually not be
present in the sample. The compound trichloroethene was detected in one of the water wells
sampled. The concentrations of chloroform and trichloroethene were compared to their
corresponding Maximum Contaminant Levels (MCLs) as defined under the Safe Drinking Water
Act. In each case, the concentrations of chloroform and trichloroethene detected in the samples
were below their corresponding MCLs.
