MORE West Australians areturning to propertyinvestment through their self-managed superannuationfunds.

Wembley-based company,Faba Accountants & Advisors,said that legislative changes inrecent years, coupled with therecent volatility in the equitiesmarket had led to a steadyincrease in the number of self-managed superannuationfunds (SMSF) acquiring realproperty as part of theirinvestment strategy, often byway of the limited recourseborrowing arrangements.

Director Andrew Rottignisaid that before theintroduction of the limitedrecourse borrowingarrangement, propertyinvestment via a SMSF wasreally the domain of peoplewith substantial super-

annuation entitlements, giventhat all direct propertyinvestments had to beunencumbered.

“The new borrowing ruleshave expanded the number ofSMSFs capable of directlyinvesting in property,” MrRottigni said.

Fellow Faba director PaulGabrielson said that given thecomplexity of purchasingproperty through super, itwasn’t as simple as weighingup the pros and cons.

“To determine whether ornot this option is right for theindividual can only be assessedby a full and detailed analysis ofthe specific circumstances ofeach SMSF, contemplating aproperty investment by usingthe limited recourseborrowing arrangements,” hesaid. ■

Don’t ignore animal lovers

BY excluding owners of petsfrom rental properties, Perthproperty owners could bereducing their pool ofprospective tenants by morethan one-third.

According to Kevin Young,president of the Investors Club,Australia had one of the highestrates of pet ownership in theworld with 63 per cent of the 7.5million households owning a pet.

“It is estimated that there aremore than 12million peoplein Australiaassociatedwith pets,’’ hesaid.

“A growingnumber ofpeople whowant to leaseproperties inPerth now have pets and some53 per cent say they would liketo own one in the future.

“Pets are becoming moreimportant in the rental marketbecause more people arechoosing to live alone and manyof these people are choosing tohave pets as companions.”

Mr Young said the InvestorsClub was finding that petownership was particularly highamong the growing number ofsingle female tenants.

“Despite the fact that morepeople are choosing to own apet, many landlords still maintaina ‘no pets’ policy when leasingtheir property,’’ he said.

“By considering the owners ofpets as candidates for a tenancy,landlords can increase the choiceof tenants and also secure ahigher rent, thus boosting theirrental returns during a time ofrising interest rates.”

Mr Young said specialsafeguards can be put in place if

the tenant hasa pet – forexample aspecial petbond can bewritten intothe rentalcontractwhich willensure thelandlord is

compensated if the pet does anydamage.

There are two booklets thathave been produced by TheAustralian Companion AnimalCouncil for both landlords andtenants regarding pets. These canbe downloaded free fromhttp://www.acac.org.au/ ■

The pros may include...■ Rental income is taxed at 15 per centwhen the fund is in accumulation phase ornot at all if the fund is in pension phase.■ The capital gains on the disposal of theproperty is also taxed at 15 per cent ortaxed at 10 per cent if the fund held theproperty for a period of greater thantwelve months. Tax may also be at 0 percent if the fund is fully in pension phase.■ The lender’s recourse is limited to theasset (the property). ■ Depending on the financial institution,the self-managed fund may be able toborrow up to 60 to 70 per cent of theproperty value or otherwise have arelated party provide the finance.

The cons may include...■ Limited recourse borrowingarrangements are relatively expensive andcomplex to establish. ■ Restrictions are placed onimprovements and redevelopment whilethe property is still under the loanarrangement.■ Liquidity. If the property is vacant for asignificant period of time the trustees maybe unable to pay liabilities and pensionpayments if a member receives a pension.■ Negative gearing has limited taxadvantages as the super fund tax rate is 15per cent and in some cases non-gearedrelated trusts would be a moreappropriate investment vehicle for aSMSF.

A PROPERLY maintained property is animportant factor that first-homebuyersshould take into account when buying a newrental property.

Peter Peard, CEO of The Peard Real EstateGroup, said with the median price of a homein Perth nearly $500,000, ensuring that rentalhomes are properly maintained was a criticalissue for property investors.

“A poorly maintained property can reducethe selling price of your investment propertyby several thousand dollars in today’s real

estate market, and also means that you losehundreds of dollars each month in potentialrent,’’ he said.

“Peard is finding that former rentalproperties that have been poorly maintainedtake much longer to sell and can be penalisedin price because property buyers are now ina stronger negotiating position due to a largesupply of properties for sale.

“When someone buys their firstinvestment property, their key focus is findinga suitable tenant for the property.

“Once they have found a suitable tenant,most landlords tend to undertake irregularproperty inspections during the time of thelease and some landlords do not evenundertake a property inspection.

“Property inspection of a rental propertyis one of the most overlooked areas by

private landlords because many do not havethe time to undertake a thorough propertyinspection or just trust the tenant to lookafter the property.”

Mr Peard said a thorough propertyinspection every three months ensured thatthe property was maintained to the samestandard as when the property was firstleased to the tenant.

“Regular property inspections also makesure that the tenant knows that they have tomaintain the property in a good conditionand advise the owner of any maintenanceissues that need to be addressed,’’ he said.

“For example, a leaking tap in a kitchen cancause major damage to cupboards if the issue isnot corrected at any early stage. Alternatively,a broken paving stone that is not promptlyrepaired could cause someone to slip and

result in personal injury to the tenant, whichmay have legal ramifications for the landlord.”

Mr Peard said landlords who did notmaintain their property on a regular basisoften found it more difficult to find a newtenant once the existing tenant left.

“This can prove very expensive for thelandlord because their property can bevacant for several weeks and they often haveto reduce the rent to find another tenantbecause the property is in poor condition.

“In addition, these landlords may achieve amuch lower market price for theirinvestment property if they have to sell theproperty,’’ he said.

“However, properties that are wellmaintained, generally have lower vacancyrates, higher rents and can achieve a pleasingprice if they are listed for sale.” ■

Pressure buoys marketPRESSURE on the rental industry andthe resulting rent increases are having apositive effect on the real estatemarket, according to real estateagencies.

RE/MAX WA managing directorGeoff Baldwin said the vacancy rate haddropped from more than 4 per cent inJanuary to 2.8 per cent.

This, combined with the staticinterest rate and the drop in propertyprices, was causing renters to considerentering the market.

Mr Baldwin said sales volumes inApril had lifted significantly and thatmany of the people at home openswere renters. ■
