SOME major home loan providers arewinding back their lending policies in orderto cut their risk of bad debts.

Among the major banks, the ANZ hastightened its lending standards to safeguarditself from the deteriorating economicconditions.

For homes valued at more $2 million ormore, ANZ's maximum loan-to-valuationratio has been reduced from 80% to 75%.

An ANZ spokeswoman said it was aprudent and measured response to theemerging economic environment and was inboth the bank and its customers’ interests.

First homeowners Roxanne Webb andDavid Lloyd, of Subiaco, said the new policiesmade it almost impossible for them to buildtheir own home.

“After three years of renting, we'vedecided to take advantage of the First HomeOwners Grant (FHOG) and build a house.However, we were told we didn’t qualify,’’David said.

“We're both on a decent wage, neverexceed our credit limit and own our two

cars outright, yet for some reason we willmiss out. It is just a joke.’’

Twenty Corp Financial Services principalCasey Stein said first homeowners werefeeling the pinch, with many missing out onthe $21,000 Federal government FHOG.

“Many banks have altered their LVR,meaning you need to come up withadditional funds yourself,’’ he said.

“On a $400,000 loan, for example, it isexpected that you have at least $20,000 ingenuine savings on top of the FHOG.

“For a couple renting, it is understandablethat they may have a problem saving themoney, especially if you throw into the mix

credit expenses and car loans.”ANZ will now lend only 90 per cent of a

property's value, compared with 95 per centpreviously. The bank has also called a halt tolow-doc loans with a deposit less than 40 percent of the property's value.

And if you thought it might be easierswitching to another bank, think again.

The Commonwealth Bank has alsoimplemented new borrowing requirementsfor first time homebuyers.

It is now compulsory that borrowerscontribute at least 3 per cent of the purchaseprice of the property using their own funds,over and above any government grants.

The bank will not recognise the firsthomebuyers grant of $14,000 for an existinghome and $21,000 for a new home as proofof savings, and gifts and other forms offinancial assistance from parents or relativesas proof of savings will not be accepted either.

“This creates a fair bit of havoc at the endof the day,” Mr Stein said.

“The government is trying to stimulate theeconomy, yet major banks are trying toprotect their balance books and itscounteracting the work being done. It’s a realheartache for many prospectivehomebuyers.’’

In addition to changes to the maximumLVR, the time taken to process loanapplications has blown out to more than eightweeks because of extra checking required oncredit histories and staff shortages.

Banks are making staff redundant, despitenot having enough staff in place to keep upwith demand, Mr Stein said.

“It’s taking about 21 days to get justconditional approval and from here it can takeup to five weeks to obtain credit approval.’’

Housing undersupply ensures boom around the corner says business manager

FORGET short-term economicforecasts and start paying attentionto the inevitable boom lurking justaround the corner.

That’s the word of advice fromMaster Builders’ business devel-opment manager Geoff Cooper.

Mr Cooper believes demo-graphics are the main driver ofproperty and in the end long-termtrends will win out over economiccycles.

Figures from the AustralianBureau of Statistics how thatbetween 2007 and 2056 thepopulation of WA will more thandouble, to 4.3 million.

“Even in their low case scenario,our population is projected to growto 3.5 million,’’ he said.

To combat our increasingpopulation, Mr Cooper predictsabout 20,000 dwellings will beneeded every year.

“It seems that we are in the midstof an underbuild that is laying strong

foundations for another boom,’’ hesaid.

“Unfortunately, for those whodon’t pick this long-term trend, theywill end up paying more in a boomenvironment where skills andshortages are likely to be evenworse.’’

Australian Property Alliancemanaging director Paul Bitdorfagreed, saying strong demand andongoing short supply would createanother property boom.

“There is no doubt we are notbuilding enough houses to sustainfuture demand by our growing WApopulation,’’ he said.

“A very buoyant economy canexaggerate demand and sluggisheconomy may inflate oversupply, butthe basic free market laws of supplyand demand prevail in everyeconomic situation.’’

REIWA president Rob Druitt saidwhile population growth wasinevitable, it strongly depended on

employment, so predictions aboutgrowth needed to be madecautiously.

“We need to factor in thesignificant number of baby boomersmoving into retirement villages andnursing homes over the next 30years,’’ he said.

“We also need to be mindful thatin around 15 years, the biggestdemographic in the nation will besingle people.

“This means strong pressure on

our community for more groupeddwellings, such as flats, units,apartments and townhouses.

“Currently, Perth has the leastnumber of grouped dwellings perhead of population of any othercapital in Australia.”

Mr Druitt said the reason wewere in “underbuild” was becausethere was currently an oversupply.

He said the building industry wentinto hyper drive in 2006-2007,producing an excess of stock.

Now those investors have left themarket because the capital growth isno longer there.

“The Perth property market isunlikely to return to a nice balancebetween supply and demand untilthe backlog of dwellings currently onthe market clears away,’’ he said.

“We don’t need new dwellingsright now, we need buyers.’’

Mr Cooper, however, remainsconvinced that it is not a matter of ifthere is a boom, but when.
