Swindon Swindon is located within the M4 corridor between Bristol and Reading. The town benefits from excellent transport links via the M4 from Wales to London and direct services from Swindon train station to London, Bristol and Swansea.

Marlborough ParkMarlborough Park is located within the southern suburbs of Swindon, adjacent to the Broome Golf Course. The local area offers various services and amenities with the Old Town’s comprehensive facilities a short distance away (approximately 1 mile).

Places for People purchased Marlborough Park in 2006. They subsequently developed a comprehensive masterplan of which phase 1 was completed in 2010.

The Site The site available for disposal is a 9.98 acres (4.04 hectares) serviced greenfield site occupying the south west corner of the masterplan.

It benefits from access off Pipers Way and will later be integrated with the balance of Marlborough Park via the proposed estate road’s junction in the north east corner.

The site slopes gently from north to south offering views of the golf course and countryside beyond.

The site is bound to the south by Broome Manor Golf Course, to the north by Wakefield House office complex and to the west by the Broome Manor allotments.

The eastern boundary is formed by landscaped public open space delivered in accordance with the outline planning permission. This serves to divide the disposal site from the remainder of the masterplan.

In addition to the public open space, the site has a primary road delivered to base course.

A pumping station has been built but is not yet equipped. This is located in the south west corner of the site.

Planning A hybrid application (S/OUT/15/2051) was granted on 10th April 2017 for a mix of residential development. The full permission details consent for 91 dwellings & 74 age-restricted retirement dwellings.

The application includes an outline proposal for up to 313 dwellings, public open space and play area.

Places for People have advised that of the 313 units, the disposal site will be allocated 163 units.

The outline permission includes a requirement for 76 affordable units. Places for People have advised that 41 of these must be developed on the disposal site. This equates to 25.2% affordable housing.

A summary of the disposal site’s allocation is a follows:

Planning Obligations All Section 106 and 278 costs have been discharged by Places for People.

Swindon Borough Council adopted their Community Infrastructure Levy (CIL) charge rate in 2015 which has since been subject to indexation. The current indexed CIL rate will be levied on the open market residential accommodation.
