Top Story Indian railways to incorporate GPS The Centre for Railway Information systems in association with Indian Space Research Organization (ISRO) has developed a GPS train tracking system. The solution is expected to provide users with real‐time based train tracking information, which in turn can be accessed through Google maps from any portable internet device or PC. This comes as a preventive measure from the government, in lines with the growing number of train ishaps. The government is keen to rollout real‐time monitoring services on all trains by m
the end of 2013. Currently, the tracking devices are worth INR 70,000 – INR 100,000 per train. Initially, the Indian Railways plans to equip about 100 trains with the solution. As of now, the solution has been integrated with Google Maps and hence can be accessed by passengers o retrieve real time based information with an accuracy of about 10 meters and a 2 min ime lag. tt ECommerce to receive security boost from govt. initiative The Government of India is expected to roll out an initiative by virtue of which it will tighten the existing online security regulations. The GoI has plans to bring in encryption norms so as to maintain higher security standards and provide an enhanced security over for the nation’s cyber space. It is expected that the GoI will increase the standard of cencryption norms from the current 40 bits to 128 bits. Inspite of the fact that the law enforcement agencies will find it difficult to carry out their nvestigations; it is the e‐Commerce vendors who will reap substantial benefits from the xtra security measures taken by the GoI. ie Airtel to be the first to launch 4G service in India India’s largest telecom operator, Bharati Airtel is all set to launch the country’s first 4G services on March 20. The service will be available initially only to Kolkata consumers but a nationwide rollout will follow soon. The telecom giant secured 4G licenses for four circles, Kolkata, Maharashtra, Punjab and Karnataka, via spectrum auction held in 2010. Rival mobile operator Reliance Communication is racing to release 4G services as well but news or speculations of its release dates are nonexistent. Dm DoT asked to allot BWA spectrum to Qualcomm by TDSAT Telecom authority TDSAT has asked the Department of Telecommunications (DoT) to allot spectrum to Qualcomm for BWA services. It also directed Qualcomm to heed to DoT’s demand and repay the dues of INR 4.1 bn to its partner in India, Tulip Telecom, within four weeks. Earlier, DoT shared that regulatory body is willing to provide BWA ISP icense to Qualcomm, with the condition of not having to pay interest in case the amount lis to be returned, as a result of settlement with Tulip Telecom. Qualcomm won BWA license for 4 circles (Delhi, Mumbai, Haryana and Kerala) in the spectrum auction held in second quarter of 2010, for the amount of INR 49 bn pproximately. Ericsson predicts that markets where spectrum and license shortages exist or operators facing financial pressure will be the first ones to adopt the sharing model. New Mobile Wallet Service, YPayCash, to be launched by eMudhra eMudhra Consumer Services Ltd, is all set to launch a mobile wallet service in India under the brand name YPayCash. The service will be available in two variations, with the account balance limit of INR 1,000 and 5,000 respectively. Users will be able to recharge either through official website using quick recharge option, or by logging into their account. The service will be based on a Public Key Infrastructure (PKI) supported communication layer which is likely to require cryptographic key or digital signature
during transaction by both the users and merchants. The service is expected to commence by the end of April. Regulatory National ewaste norms coming this May Ministry of Environment and Forest will bring forth national electronic waste rules from ay 1, this year. The set of new rules are intended to create and maintain a sustainable M
environment in the country. It is anticipated that the new rules will require producers of electronic goods to spread awareness regarding hazardous components amongst users. Further, the rule will make it a mandate for recyclers registered under the Central Control Board, to extract and refine precious and other metals from e‐waste. E‐wastes generated will be allowed to be stored or a maximum of 3 months unless otherwise specified by the State Pollution Control oard. fB TRAI revises draft telecom policy Telecom Regulatory Authority of India (TRAI) has revised the draft telecom policy which was earlier sent to Department of Technology (DoT). TRAI has excluded any activities and targets as it can be better captured in action plan format and alternatively, can also be prepared by DoT. The prime focus areas illuminated in the draft report are, licensing framework, convergent networks, spectrum management, broadband services, cloud ervices, deployment of telecom infrastructure, rural telephony and universal service, ecurity, quality of service, emergency response services and, environment & health. ss

Planning Commission's rural mobile bill subsidy proposal rejected by DoT The Department of Telecommunications (DoT) has rejected mobile bill subsidy proposal for rural users made by the Planning Commission. The latter proposed government to subsidize rural mobile subscribers by paying 20% of all mobile bills which were valued less than 300 per month. Planning Commission urged the government to utilize the Universal Service Obligation Fund (USOF) in which all telcom operators submit 5% of their annual revenues, aimed at subsidizing rural telecom infrastructure. DoT turned own the proposal with the view that urban users may take wireless connections from ural areas to misuse this facility and monitoring such illicit usage will not be possible. dr DoT asked to allot BWA spectrum to Qualcomm by TDSAT Telecom authority TDSAT has asked the Department of Telecommunications (DoT) to allot spectrum to Qualcomm for BWA services. It also directed Qualcomm to heed to DoT’s demand and repay the dues of INR 4.1 bn to its partner in India, Tulip Telecom, within four weeks. Earlier, DoT shared that regulatory body is willing to provide BWA ISP
mlicense to Qualcomm, with the condition of not having to pay interest in case the a ount is to be returned, as a result of settlement with Tulip Telecom. Qualcomm won BWA license for 4 circles (Delhi, Mumbai, Haryana and Kerala) in the spectrum auction held in second quarter of 2010, for the amount of INR 49 bn pproximately.
