Connection of custom modules: input data

Each calculation module needs two types of input data:

• Data coming from other parts of the calculation (required energy output, operating conditions, etc.),

• Data that are specified only when using this module, «local data» Typically these are product data and application conditions like localisation of components (boiler, pipes indoor/outdoor)

Conditions to be satisfied by custom non-EN modules:

• The input data of the replaced module, together with custom local data, shall be complete to perform the calculation according to the custom module.

• The available input data coming from other parts are listed as «operating conditions» in the input data specification of the replaced EN module

Set of EPB standards:

unambiguous but flexible (allowing national choices, boundary conditions and input data)

Each EPB standard contains:

• Annex A (normative): template for choices and

input data needed for using the standard

• Annex B (informative): informative default

choices and input data

• In general:

– Each individual user of the EPB standard is free to

create his/her own data sheet according to the

template of Annex A

In all new EPB standards:

• National cover page and the Introduction text in the EPB standards: this text allows the NSB’s (MS’s) to include information regarding the position of the EPB standard in their national regulation, version indication etc…

• NSB’s can publish a National Annex to each EPB standards where they make use of the Annex A template.

• A National Annex is not an Annex A.

• A NA could include more additional information! More National Annexes could be developed, e.g. for different building functions etc…

The main target groups of the set of EPB standards

It is expected, if the default values and choices in Annex B are not followed due to national regulations, policy or traditions, that:

– Either the national standardization body will consider the possibility to add or include a National Annex in agreement with the template of Annex A.

– Or the national or regional authorities will, in the building regulations, reference the standard and prepare data sheets containing the national or regional choices and values, in agreement with the template of Annex A.

• Further target groups are: – users of the voluntary common European Union certification scheme for

the energy performance of non-residential buildings (EPBD art.11.9)

– other Pan EU parties wanting to motivate their assumptions by classifying the building energy performance for a dedicated building stock.

In the EU we developed CEN EPBD

standards with: • a modular and transparent structure, an

unambiguous framework for default values and choices (an EU harmonized approach);

• default values and choices in annex B to most of the EPBD standards ;

• the possibility as user, member state to create National Annexes based on the CEN Annex A template;

In the EU we developed CEN EPBD

standards with: • the possibility to add modules on national and/or

EU level to assess new products and concepts;

• The question if this Annex A/B approach promotes innovations;

• Besides the implementation of the B-annexes, national A Annexes, integration of these annexes and modules is needed in existing EP-assessment tools (for market adaptation)

Research steps to make by implementing this approach

• Analyse the differences for new design or deep renovation packages & the exchangeability of these packages between MS’s based on the Annexes A/B approach and the impact of these differences on the EP-assessment outcome;

• Which innovations are hindered by Annex B and or existing annexes A. With special attention to new innovations and the possibilities to export these solutions to other MS’s

• Which new modules are needed to assess innovations and how such modules can be shaped in the CEN structure to support easy transfer towards other countries

• If there is no Annex A available, if this leads to barriers. Because possible elements in national building regulation over-rule values and choices in the EU annex B.

• recommendation for MS’s on handling innovations by using Annex B and Annex A.

• Create a EU-wide market in assessing the impact of new designs & deep renovation packages conform the current Annexes in use in the different MS’s

From EU-market to a Global-

market: The CEN ISO interaction • An active process of interaction for the Overarching Type of

standards through the JWG of ISO TC 163 & 205

• for the other CEN standards via the different WG’s of ISO TC 163 and 205, Sharing early prelim draft texts

• Sharing experts in the ISO and CEN teams working on these standards, with the ultimate goal to agree on ISO standards

• A challenge given the geographic and other differences in the building sector, given the very tight time scale at CEN level, for EPB standards under some of the CEN TC’s the cooperation with ISO is for the time being informal (no parallel voting).

• In ISO a series of numbers has been reserved for all EPB standards (52000----52150)

Observation/conclusion • The modularly structured, transparent,

unambiguous, but flexible* set of EN and EN-ISO EPB standards contribute to innovation and an open market for EP-improvements , solutions and services

*: for local climate, national legal framework, building tradition, building use, etc…

• However: research is needed to support and monitor the process of implementation of the EPB standards to create an effective EP-market
