RES-Directive

• Directive sets mandatory national targets for renewable energy shares related to gross final energy consumption+ indicative interim targets+ specific RES target for transport sector

• Target compliance based on statistical data• Flexibility mechanism: statistical transfers between MS + joint

projects• Directive will require MS to adopt National Action Plans, including

- sector specific 2020 targets- measures/policies to be taken to achieve these targets

• MS shall notify their NAPs to the Commission by [31 March 2010] the latest

• Directive will keep subsidiarity of support schemes• Directive will set sustainability standards for liquid biofuels

(and biogas?)• As regards RES-H/C there might be specific regulations for

- multi-fuel plants- heat pumps- Guarantees of Origin (Member States may arrange for

guarantees for origin to be issued in response to a request from producers of heating and cooling from renewable energy sources. Such an arrangement may be made subject to a minimum capacity limit)

• Timetable of adopting the Directive ???

Objectives of the RES-H Policy project

• to develop a concise policy background for the implementation of RES-H/C support instruments at Member State level.

• to assist selected Member State governments in setting up national sector specific RES-H/C targets as required by the proposed RES Directive

• to initiate participatory National Policy Processes in which selected policy options to support RES-H/C will be assessed; development of tailor made country specific policy recommendations as well as policy implementation guidelines (AT, GR, LT, NL, PL, UK).

• to investigate options of coordination and harmonisation of national RES-H/C policy approaches.

• to communicate and disseminate the project results to relevant stakeholder groups across the EU

Performance Indicators

Specific Objectives Result Indicators: Quantification of success:

1. Assisting selected Member State governments in setting up sector specific RES-H/C targets for 2020 (and 2030) as required by the proposed RES Directive

Integration of the project results in the process of setting national sector specific RES-H/C targets in the target countries/regions

2020 RES-H/C targets notified to the Commission with the National Action Plans under the proposed RES Directive reflect the discussions about target setting carried out throughout the project (evidence of interaction with the team drafting the NAPs in the target countries)

2. Providing selected Member State governments with detailed, scientifically-based input on diverse support policy options for RES-H/C; in this respect assisting Member State governments in developing sound policies to foster RES-H/C market penetration as required by the proposed RES Directive.

3. Initiation of National Policy Processes which offer a meeting platform for key stakeholders aiming at discussing RES-H/C targets as well as options to improve national policies to foster RES-H/C market penetration.

Number of national policy-makers participating in the Advisory CommitteeParticipation of the different target groups in national/regional stakeholder consultations and consultation workshops on RES-H/C target setting (WP3) and policy development in WP4 (qualitative assessment of selected support options, effectiveness and economic efficiency of selected support options)

At least one policy maker per target country/region joining the Advisory CommitteeAt least 20 responses from national stakeholders to each one of the two web based stakeholder consultations in WP3 and WP4 per countryAt least 15 external participants attending each one of the three national consultations workshops per target country/region: 5 participants representing the policy sector (ministry and governmental agency staff, national/regional parliamentarians), 1 participant representing a regulatory body for the heating and cooling market, 5 RES-H/C market players (e.g. manufacturers and installers of RES-H/C devices, renewable fuel suppliers, district heating companies supplying renewable heat)
