CONDITIONS OF QUOTATION 1. SCOPE OF QUOTATIONS Respondents are invited for the supply of the goods / services in accordance with the Specification. 3. DELIVERY Suppliers shall provide details of delivery times to complete all aspects of the supply of equipment as specified. This information is to be provided at Attachment A. 4 PRICE All prices shall be fixed. Details are to be provided at Attachment A at time of lodgement of the quotation and include GST. 5. LODGEMENT OF QUOTATION
Quotations will only be received at the location specified on the cover page on or before the time and date specified on the cover sheet
The Supplier must complete the Quotation forms provided, together with any accompanying schedules and supply all information called for in the quotation documents. This information must be submitted with the Quotations by the stated closing time. Failure to comply with these conditions may lead to the Quotations not being considered.
6. EVALUATION OF QUOTATIONS
Quotations will be evaluated in accordance with the Council's purchasing principle of Best Value for Money. Factors such as price, delivery, experience, capacity, quality assurance, supplier competence, after sales service etc will all be considered during the evaluation of quotations. Supporting details are to be provided in Attachment B
The Council shall not be bound to accept the lowest or any quotations and no quotations shall be deemed to have been accepted until the Council has notified acceptance in writing
Notice of acceptance shall be given in the form of a letter together with an Official Purchase Order, which together with the quotations and the Conditions of Quotation, shall constitute the contract between the Council and the successful supplier.
7. INCOMPLETE QUOTATIONS
Any quotation, which does not comply with the General conditions of contract or is in anyway incomplete, may not be considered.
8. SUPPLIERS TO INFORM THEMSELVES The Supplier shall be deemed to have:
Examined all the information relevant to the risks, contingencies, and other circumstances having effect on its Quotation and which is obtainable by the making of reasonable inquiries; and
Satisfied itself as to the correctness and sufficiency of its Quotation and that the prices and rates submitted cover the cost of complying with all obligations of the Quotation documents and of all matters and things necessary for the due and proper performance and completion of the work described in the Quotations documents.
9. RISK MANAGEMENT Where the quotation is for the purchase of a service, the successful supplier must be on or added to Council’s Approved Contractors List. To obtain this status, suppliers must provide appropriate insurances and WHS information to Council’s WHS Co-Ordinator who can be contacted on (02) 6226 9264. 10. WHS RESPONSIBILITIES The Council recognises its responsibilities and duties under sections 19 and 46 of the
Work Health and Safety Act 2011 in relation to its duties and the duties of other PCBUs
under the WHS Act. The Council accepts its duty to ensure, so far as is reasonably practical,
the health and safety of workers engaged by Council, as a PCBU, and whose activities are
influenced or directed by Council while the workers are at work for or on behalf of Council.
Council also accepts its duty, so far as is reasonably practical, to consult, co-ordinate and
co-operate with all other persons (PCBUs) who have a duty under the WHS Act in relation
to the same matter.
The Council requires all consultants and contractors to be aware of and to conform with
the pertinent sections of the WSH Act, the Workers Compensation Act and their related
regulations and all other legislation relating to their work with the Council. All appropriate
Codes of Practice, relevant Australian Standards and Safe Work Procedures must be
complied with.
11. INSURANCES
All successful suppliers must have the following minimum insurances:
Public Liability Insurance - $20M (min.)
Workers Compensation Insurance
If sole trader, personal accident insurance or a signed Subcontractor’s Statement regarding Workers Compensation, Payroll Tax & Remuneration
Refer Attachment D 12. EVALUATION OF CONTRACTOR’S PERFORMANCE
Council may undertake an ongoing evaluation of the Contractor’s performance in
providing the Services. The evaluation may be taken into account in the assessment of
future tenders for services of a similar nature.
A copy of any such evaluation will be forwarded to the Contractor. If the Contractor
disagrees with the evaluation they may forward a request to Council’s Contact Manager
for a review along with reasons why it should be reviewed. The Council’s decision will
be final.
Council reserves the right to terminate agreements/contracts if the Contractor’s
performance has been identified as unsatisfactory and the contractor fails to rectify this.
SPECIFICATION
Scope of Works
Yass Valley Council are seeking a suitably qualified contractor to conduct the
earthworks and concreting requirements to allow for the construction of 14 Bus Shelters
throughout the LGA – this work shall be completed in 2 stages.
The works to be undertaken for each bus stop are as per the following locations:
STAGE 1 – 7 sites: This work is to be completed by 30/06/2018
Murrumbateman Isabel Drive – near the Isabel Drive intersection Linden Close – near the Linden Close intersection
Yass Wargeila Road – near the Wargeila Road/Davis Lane intersection
Gundaroo
Morning Street – near the Rosamel Street/Morning Street intersection Cork Street – near the Cork Street outside the Recreation Ground Lot Street – near the Lot/Cork Street intersection
Bowning Leake Street – near the Leake Street across the road from the Commercial
Hotel
STAGE 2 – 7 sites: This work may commence after the 30/06/2018

The works to be performed include:
Clearing the site in preparation for the concrete slab ensuring the site has
appropriate access for commuter’s ingress and egress of the bus - at some sites
there are only minimal earthworks to be completed and at other sites retaining
walls and drainage requirements will be essential. See attachment F for more information
Construction of concrete slabs – the size of the slab will need to be 3.5m x 2.1m
approximately, to allow adequate space for the construction of the shelter
Concrete to be 25MPa
Reestablishment of the site after works are completed
