A. Project Overview—Sanitas Place Apartments Renovation
1. Project Overview
• Boulder Housing Partners (BHP) seeks the services of an architect or architectural firm to provide comprehensive design services for the interior and exterior renovation of the Sanitas Place, located at 3460 Broadway in North Boulder. Sanitas Place is comprised of twelve 1, 2 and 3 bedroom apartments in one two story building. The building was a former motel and lacks much in curb appeal and overall aesthetics.
• Sanitas Place is part of BHP’s workforce housing portfolio and houses families that earn less than 50% of AMI.
2. Scope of Work
• Design and preparation of bid documents for procurement of exterior renovation of the building.
• Work with BHP on preparation of interior renovation bid documents. The interiors will need surface renovations that will include kitchen and bathroom renovations, flooring, paint, and bathroom make-overs. Most of the interior finishes have already been chosen and one unit has been completed and will serve as a model unit. However, unit floor plans vary from unit to unit.
3. Funding
• Funding for this project comes from the city of Boulder 2011 CHAP and CDBG funds. Total funds are $420,000 and will need to include interior and exterior renovation, landscaping, as well as all architectural and engineering services.
4. Project Schedule
The renovation work for the site needs to be completed in 2011.

C. Proposal Submission Details
1. General
• Submit proposals electronically ONLY no later than 4:00 pm on June 10, 2011 to the following email address. Please request a confirmation receipt when sending the email.

• BHP reserves the right to reject any or all proposals and to waive any irregularities deemed to be in the best interest of the organization and to be the sole judge of qualifications, criteria and final selection of the architect for the Sanitas Place project.
2. Evaluation Criteria
• Initial Design Concept and Vision 30 points
• Fee 30 points
• Relevant Experience 20 points
• Ability to meet our schedule needs 20 points
3. Form of Submission
Please include the following in a two page letter of interest:
1. Describe why you think your firm could provide BHP with a strong design, accurate bid documents, and contract administration skills necessary for this project? What sets you apart?
2. Provide a link in this document to other relevant work. Ideally, we would like to have a link to your website directed to relevant projects within your portfolio. If necessary, you may attach one document with relevant projects included. Please keep this limited to five pages.
3. Discuss your approach to arriving at a design solution. 4. Include one attachment of a sketch of what your vision is for the re-design of the
property. We ask for this to be done by hand and scanned into a computer. We are trying to understand your vision, not your technical ability to execute.

5. Please include your best estimate of a flat fee of how much your firm would charge to complete the design work, write specifications and construction drawings, to provide support during GC procurement (but not run the process), and to provide contract administration services during construction.
6. Please address your project pipeline for the summer and your ability to meet our
schedule needs as outlined in this document.

1. Proposal Rejection: BHP reserves the right to reject any and all proposals and waive
any irregularities therein if it is found to be in the best interest of BHP. Proposals not received by the required deadline are ineligible for consideration and will not be opened, however BHP may change the deadline at any time.
2. Contract and Method of Payment: BHP’s preferred form of construction contract is attached to this document. Funding for this project is provided by a City grant. BHP has executed the funding agreement, and anticipates funds will be available early summer 2011.
4. Limitation of Liability: BHP assumes no liability for costs incurred by design/build
teams in responding to the Request for Proposals or interview process. All proposals become a matter of public record upon submission.
5. Insurance Requirements: Insurance requirements are attached.
6. Davis/Bacon Wages: Davis/Bacon wages will apply to the construction phase of the project.

Attachment 1—Insurance Requirements
A. Required Insurance Coverage
1. Commercial General Liability: Required coverage: $1,000,000 single occurrence/ $2,000,000 general aggregate
2. Commercial Automotive Liability Required coverage: $1,000,000. A lower figure, such as $300,000, may be acceptable if the Contractor has a personal umbrella policy (adding $1,000,000 of coverage).
B. Statutory coverage required
