Request for Proposal on “Online Database Service – Offshore Drilling Rig

Japan Oil, Gas and Metals National Corporation (hereinafter referred to as “JOGMEC”)
invites proposals for “Online Database Service – Offshore Drilling Rig Information”.
Applicants for this Request for Proposal (hereinafter referred to as “RFP”) must submit a
proposal in accordance with the following instructions.
Title of Work
“Online Database Service – Offshore Drilling Rig Information”
Background
JOGMEC supports oil and gas Exploration & Production (E&P) projects worldwide by
providing equity financing and/or liability guarantees to Japanese private companies.
In order to make a decision whether or not to provide such financial support for a project,
JOGMEC makes a production forecast, then estimates CAPEX and OPEX for the project
taking into account available information.
While the drilling costs, especially in offshore projects, have a large impact on the project
economics as well as the total CAPEX, the costs associated with drilling rigs can account for
even half of the total drilling costs. Also, day rates of rigs fluctuate widely with drilling activities
which are strongly influenced by oil price.
Therefore, the latest information on cost trends, rig availability, and specifications of drilling
rigs etc. is indispensable for making our drilling costs estimation more up-to-date and
accurate.
Outline of Contract
For the above purpose, JOGMEC strongly requires an online database service which
provides offshore drilling rig Information. The outline of the contract is as follows.
(1) Title of Work
“Online Database Service – Offshore Drilling Rig Information”

(2) Term of Contract
One (1) year from the Effective Date of the Agreement
(3) Limit of Budget
Total US$ 20,000 (The proposed fee will be evaluated by JOGMEC)
Qualification Requirements
Applicants must satisfy the following requirements.
4.1. General Requirements
(1) Applicants shall not be currently under a business suspension order by any Japanese
Governmental Organization.
4.2. Specific Requirements
(1) Applicants shall have at least 2-year record of providing offshore drilling rig database
service.
(2) Applicants shall have been providing the above database service properly. (e.g. offshore
drilling rig information is updated timely)
Requirements on Proposal
The proposal must include, but not be limited to, the following items.
(1) Organization
・Company profile
・Organization to manage and provide the Online Database Service
・Financial status of company
(2) Service (Offshore Drilling Rig Database) Overview
・Overview of the Online Database Service (operational track record (start date),
number of customers, customer satisfaction index, etc.)
・Contents of the Online Database Service (information on rig day rates, rig utilization,
rig contracts, equipment specifications on each rig etc.)
(3) Covered region (area)s of database
・Regions covered by database (Middle East, Africa, South East Asia, Oceania, Latin
America, North America, Russia, Europe, etc.)
(4) Customer Support
・Frequency of workshop and/or training on the database, information mail delivery

service, etc.
(5) Fee for the Online Database Service and its Breakdown
・Estimated total price (in US dollars)
・Breakdown of the fee (in US dollars)
(6) Draft of the Agreement
・The format of the standard agreement for the Service should be attached.
(7) Certificates of Work-Life Balance Promotion*1 (optional)
If applicants have any certification, action plans, or confirmation notice on work-life balance
promotion etc., listed below, the copies of those documents shall be submitted.
・Certification based on the Act on Promotion of Woman’s Participation and
Advancement in the Workplace (“Eruboshi” certification) awarded by the Minister of
Health, Labour and Welfare, Government of Japan
(limited to corporations that fulfill the standards with respect to working conditions, such
as working hours)
・Certification based on the Act on Advancement of Measures to Support Raising Next-
Generation Children (“Kurumin” certification or “Platinum Kurumin” certification)
awarded by the Minister of Health, Labour and Welfare, Government of Japan
・Certification based on the Youth Labor Welfare Act (“Youth Yell” certification), awarded
by the Minister of Health, Labour and Welfare, Government of Japan
・Submitted action plans for business owners under the Act on Promotion of Women’s
Participation and Advancement in the Workplace (limited to corporations with 300 or
less full-time employees)
・Confirmation notice (for non-Japanese companies) which shows a work-life balance
promotion company equivalent to the companies with the above certificates, issued by
the Director of Gender Equality Bureau Cabinet Office of Japan
*1) The government of Japan has been promoting women’s participation and advancement in the
workplace by means of encouraging companies to improve their work environment. As part of
this policy, the government awards the certification mentioned above to the companies which
meet certain criteria, then evaluates those companies higher than ones without such certification
in the competitive bidding led by the government. In line with the governmental policy, JOGMEC
evaluates the status on efforts to improve work environment, such as work-life balance, of each
applicant, then provides additional points in the evaluation process to the applicants with the
above-mentioned certificates etc.

Submission of Proposal
Applicants must submit their proposals by e-mail to the Contact Person listed under item
6.(2) by the deadline specified under item 6.(1). Any proposal submitted other than by e-mail
shall not be accepted.
(1) Deadline
・Proposals shall be submitted not later than 10:00 a.m. on May 22th, 2017 (Japan
time).

(3) Notice of Submission
・JOGMEC will use the proposal solely for the purpose of the evaluation of the Online
Database Service.
・JOGMEC will not be liable for any cost and expense incurred by applicants in the
preparation or submission of the proposal or in any subsequent discussion or
negotiation with JOGMEC.
(4) Language
・Proposals shall be written in either Japanese or English.
Evaluation of Proposal
The proposals submitted in response to RFP by the deadline will be evaluated with the criteria
listed under item 7.(1) , then JOGMEC will select a candidate contractor.

JOGMEC makes comprehensive evaluation of the proposals from the various aspects
including, but not be limited to, the following items;

・Operational track record (start date) of the Online Database Service
・Number of customers
・Contents of the Online Database Service
・Covered region (area)s of database
・Customer support
・Work-Life Balance Promotion
・Others
(2) Result of the Evaluation
The result of the evaluation will be announced on our website. JOGMEC, however, shall not
be obliged to disclose any reason for rejection of the proposal.
Notices
(1) Applicants must describe all of the required items in the proposal. Incomplete proposals
shall not be accepted.
(2) The candidate contractor selected by JOGMEC shall submit a formal quotation and a
format of the agreement once both parties agree to the contract price for the Online
Database Service.
(3) JOGMEC reserves the right to make amendments and modifications to the proposed
agreement which contractor submits before concluding the agreement.
Inquiry
Any question regarding this RFP shall be directed to the Contact Person listed under item
6.(2) by e-mail not later than 5:00 p.m. on May 19th, 2017 (Japan time). Any inquiry regarding
the evaluation process shall not be accepted.
