REQUEST FOR PROPOSAL FOR
CLEANING/CUSTODIAL SERVICES
NOBLES COUNTY
WORTHINGTON, MINNESOTA
EXECUTIVE SUMMARY
Nobles County is accepting proposals for custodial services at the Nobles County Government Center Building in Worthington, MN. The County is interested in a one (1) year agreement with an automatic renewal for two additional one year terms with a responsible bidder for custodial services for the Government Center in the City of Worthington. The County may choose to contract services for all or none of the services which best meets the needs of the County.
SCOPE OF WORK
1. The full scope of duties is attached as Exhibit A for each of the following facility:
Government Center
315 10th Street Worthington, MN 56187 Approximate building square feet: 78,025 (7,800 is underground parking garage, 5,260 is unoccupied former jail on a 3rd story) This is the primary administrative staff of Nobles County, MN Extension Service, MN State Workforce Center and State Drivers Licensing. Regular open office hours are 8 a.m. to 4:30 p.m.
2. Exhibit “B” contains general floor plans for the building.
PROPOSAL SUBMITTAL INFORMATION TO INCLUDE
1. Personnel to be assigned to perform the work with a brief bio of the leadership of the company and
supervision for this contract service. 2. Proposed schedule for completion of cleaning services for the building. 3. A fee proposal which clearly defines the proposed monthly rate and the scope of services proposed to
be provided for the building. 4. Proposal shall include equipment, supplies, labor, applicable sales tax and all other costs associated
with services being provided. The County will furnish consumable supplies such as hand soap, paper products and spray cleaners.
5. Clearly define what services will not be offered. 6. Historical turnover of staff within the company. 7. Staff training plans. 8. Minimum of 3 references, preferably from similar public entities.

REQUIREMENTS
The custodial services are to be performed outside regular open hours. Background checks will be required for all staff accessing County buildings. Services being bid shall be provided by the bidder. No services shall be assignable to subcontractors without the expressed written consent of Nobles County. Contractor shall provide independent contractor exemption certificate if required. Bidder will be expected to enter into a contract as identified above. Bidder will also need to provide, prior to contract approval, certificates of insurance from companies providing coverage to the contractor. All costs of insurance required need to be included in the proposal. The following coverage levels will be required:
� Public Liability & Property Damage: an amount of not less than one and one half million dollars ($1,500,000) for all damages arising out of bodily injuries to, or death of one person and subject to the same limit for each person in a total amount of not less than one and one half million dollars ($1,500,000) on account of one accident, and property damage insurance in an amount not less than one and one half million dollars ($1,500,000) for all damages or destruction of property in any one accident and subject to that limit, total limit of three million dollars ($3,000,000) for all damages to or destruction of property during the policy period.
� Worker’s Compensation Insurance: for all employees employed at the site where services are being performed, Worker’s Compensation Insurance for all contracted employees is required.
OTHER CONSIDERATIONS
County staff will provide information and tours to view the site by appointment. Requests for appointments should be directed to Tom Johnson, County Administrator. The County will provide payment for services rendered within 30 days of receipt of an invoice from the provider. Nobles County reserves the right to determine the best proposal, to reject any and all proposals, to waive any information and, to accept the proposal deemed most advantageous to Nobles County.
