Purpose

The NACHC Training and Technical Assistance (TTA) Program assists existing and potential health centers

in addressing operational demands while sustaining their health care access mission, a community

governance model and a commitment to cultural and linguistic competence in healthcare delivery to

underserved and vulnerable populations. Through a diverse cadre of subject matter experts and

increasingly diverse delivery venues, the NACHC TTA Program is highly utilized and must be well

prepared to respond to emerging healthcare delivery issues. Specifically, NACHC maintains a

professional training cadre to provide health center professionals with quality instruction and technical

assistance resources based in adult learning principles, advanced instructional design and an

understanding and application of technology to enhance TTA delivery. The U.S. Health Resources and

Services Administration (HRSA) Bureau of Primary Health Care (BPHC) provides resource support to

NACHC to improve health center operational and clinical outcomes through the provision of

coordinated, collaborative TTA. Organization Overview - National Association of Community Health Centers (NACHC)

Because Health Centers serve patients regardless of their abilities to pay, they depend on public

financial support and need a unified voice and common source for research, information, training, and

policy. To address these needs, the National Association of Community Health Centers (NACHC)

organized in 1971. NACHC works with Health Centers and state-based primary care organizations to

serve Health Centers in a variety of ways:

• Provide research-based advocacy for Health Centers and their clients.

• Educate the public about the mission and value of Health Centers.

• Train and provide technical assistance to Health Center staff and boards.

• Develop alliances with private partners and key stakeholders to foster the delivery of primary health care services to communities in need.

Request for Information

Through this Request for Information (RFI), NACHC is seeking information on organizations/individuals

who are qualified to provide training services (as faculty, advisors, or technical experts) to health center

professionals in order to advance the operational performance of health centers nationally. Familiarity

with Section 330 of the Public Health Service Act, compliance requirements, current HRSA/BPHC

strategic goals and objectives, and the executive leadership and operational implications of the Health

Center Program Requirements is preferred.

Engagements may fall within the time period: November 1, 2018 through June 30, 2020. Vendor(s)

may be retained for this multi-year period of service, based upon successful performance evaluation

as of contract year ending June 30, 2019 and on-going availability of funds.

Legal Consultation, Narration / Voice Over, Clearinghouse Site Development, Practice Operations, Health

Information Technology (HIT), Project Management, Pharmacy Management, Practice Transformation

(Payment Reform, Accountable Care, Alternative Payment Methodology, Managed Care), Technical

Writer, Translation Services, Quality Initiatives, Services for Military Veterans , and Web Development.

More specific description of expertise sought is outlined in Attachment 1. When completing your

submission, please select all domains in which you are qualified to serve as a trainer, advisor, or

technical expert. See Attachment 1 for full description of expertise sought.

If, upon NACHC’s review of your submission, you are selected to the pool of qualified vendors, you will

receive targeted Request for Proposals (RFP) for specific training opportunities relevant to the selected

subject matter area, including specific dates of service and locations, if applicable.

Current (Scheduled) Training Topics and Dates: The list below provides the training dates, activities, and

locations currently scheduled to date at the time of this RFI posting. If selected as a qualified vendor,

you will receive notification of additional projects as they are added to our training and technical

assistance schedule. As part of your response to this RFI you will be asked to indicate which, if any, of

the current training projects you are interested and available to participate. This is intended to expedite

the targeted RFP process for specific tasks, services and vendor groups.

Submission Requirements

Proposals must be submitted using NACHC’s web-based portal. Please click the “online form” link to

be directed to NACHC’s online submission form. The system will notify you upon your successful

submission into the portal. If NACHC selects your proposal during the first review cycle you will be

notified no later than November 7, 2018. Those applying on a rolling basis will be notified as proposals

are reviewed.

Proposals must be fully complete in order to be considered. Incomplete proposals will not be considered. In addition, NACHC will perform a vendor status check in the United States System for Award Management (SAM) to ensure the vendor is not on the federal exclusion list. Any applicant found on the exclusion list will not be considered. Submissions must contain:

Name/Description of Organization: specifically state if you are an independent consultant, a corporation applicant or part of a joint proposal with other independent consultants.

Capability statement (page limit: two pages) that demonstrates you/your organization’s ability to deliver SME and content services in the role that you are applying for (trainer/advisor/technical), specifically:

o Trainers must demonstrate evidence of successful and effective training preparation and delivery in the selected content area to the targeted audience(s) (as appropriate);

o Advisors must demonstrate evidence of their knowledge and skills in a particular field of

knowledge, which enable them to provide detailed information and advice to empower

and expertly guide members within the specific group they advise.

o Technical experts must demonstrate evidence of their ability to provide expert

consultancy within their area of specialty.

Rate sheet for daily and hourly fees. No travel costs need to be submitted for this submission, as

bid submission is acceptance of NACHC travel and reimbursement policy (Attachment II).

Additional points may be awarded to vendor applicants who demonstrate, within their sample

Timeline and Process

NACHC will accept responses to this RFI on a rolling basis. NACHC will initiate their review process

beginning October 23, 2018. Any submissions received after that date will be reviewed on a quarterly

basis. Vendors will be notified by NACHC if their submission is approved as a qualified vendor to provide

professional services. Qualified vendor status is determined based on the scoring associated with the

evaluation criteria for this RFI. Qualified vendors will then receive targeted Request for Proposals (RFPs)

for NACHC’s specific health center trainings and related projects, beginning in November 2018.

RFI Attachment II: NACHC Consultant Travel Policies and Procedures

To help promote good stewardship and cost-efficiency we have included the following NACHC travel principles. They provide helpful guidance for booking air travel, making hotel arrangements, and securing ground transportation. Each vendor must be a responsible steward for NACHC’s resources. Adherence to this policy is strictly required. NACHC cannot provide reimbursement for undocumented expenses.

We will reimburse coach air travel as far in advance as possible to take advantage of low-cost fares. We will only reimburse the coach rate.

Do your own research for transportation and travel options on the internet. This includes hotels and car rentals.

When making hotel reservations, look at all rate rules and options and choose accordingly. If possible, take advantage of discounts offered as bundles with air and car rental options.

Consider purchasing the travel insurance (generally less than $25.00 per occurrence) offered by airlines and hotels to mitigate penalties for trip changes or cancellations. This could be especially valuable if you book further ahead and realize your plans may need to change.

Limit the use of car services (limo/town cars) for local meetings.

Limit the use of car services (limo/town cars) for transportation to and from the airport. Affordable and cost effective resources include:

o Taxis – share taxis or Uber car share services with other staff members when possible o Shared airport shuttle services (e.g. Super Shuttle) o Hotel provided shuttles, where available o Public transportation

Other reimbursable expenses include any business use of copying, messenger service, phone/ internet access, audio visual, supplies, shipping expenses, etc. as long as it is related to your scope of work and has been approved in advance.

Meals incidental to business meetings must be preapproved, include the participants and the business purpose and must include the itemized receipt. Under no circumstances is alcohol charge allowable.

Reimbursement No reimbursement for authorized expenses shall be made unless and until selected Vendor/Contractor provides NACHC with documentation of expenses as follows:

1. Include the original receipts for all travel expenses, including airline ticket receipts, taxi or shuttle receipts, hotel receipts, rental car or mileage (if using a personal car) receipts or documentation, and other miscellaneous receipts. Private automobile mileage is reimbursed at the current IRS rate based on beginning and ending odometer readings. Reimbursement for tolls and parking require a receipt.
