• Provides technical assistance and targeted grant funding to support the development of Africa's off-grid sector for improving access to energy

OVERALL PROJECT GOALS
Catalyzing Off-grid Investment (COIN) Fund
The COIN Fund is the grant mechanism of the Power Africa Off-grid Project structured to provide opportunities for innovative ideas to help accelerate off-grid energy access in sub-Saharan Africa
Grant themeTo increase access to electricity services for healthcare facilities in rural, peri-urban or urban communities in sub-Saharan Africa
Issue grants to project developers, projects, and private sector companies/ actors, that through their own activities, directly contribute to the goals of the Power Africa Off-grid Project
OVERALL PURPOSE OF COIN FUND
Overview
An opportunity to apply for potential funding to:
Catalyze the growth of off-grid energy access solutions to improve the readiness and resilience of healthcare within sub-Saharan Africa
Implementation in sub-Saharan African Countries
Duration of programs: Maximum period of 12 months from date of award
Grants awarded are anticipated to be within the range of USD100,000 to USD500,000

Solar Electrification of Healthcare Facilities in Sub-Saharan AfricaThis grant funding will support the scale up of existing business models or technologies for the electrification of health facilities. Proposals that include at least one of the following activities are preferred: Electrification of health facilities facing increased energy demands as a result
of the COVID-19 pandemic. Introduction of new products or revenue streams Solutions to mitigate risk of maternal and child health, especially during night-
time deliveries within or outside of a health clinic. Solutions that enable the electronic collection of health-related information
and record keeping. 7
Solar Electrification of Healthcare Facilities in Sub-Saharan AfricaPlease note: Preference will be given to applicants who have already developed solar energy system solutions and would like to customize and/or scale the solution.
No funding shall be provided for research and development of new, unproven solutions.
All the applications need to provide a roadmap for technology validation (through pilot study) and demonstration of scalability.
Annex A provides all the details required for the technical response.

All applicants must be:a) Legal persons
b) Formally constituted at the time of grant award
c) Compliant to government of Host Country regulations (submit tax compliance certificate or equivalent)
d) In operation for at least one year (this does not have to be in the proposed country for implementation)

B. Program Description - briefly describe your idea for collaboration with PAOP.
C. Expected Results - demonstrate the expected number of healthcare facilities with access to off-grid energy solutions and/or the number of beneficiaries as a result of the investment.
D. Previous Donor support/Investment - has your organization had any previous support or investment from USAID/Power Africa or another donor partner?
E. Past implementation and lessons-learned - detail previous similar projects implemented by the company/organization.
F. Cost proposal/budget - provide summarized budget below, indicating what support is requested from PAOP using the table below.16

a) A narrative description of how the grant will be monitored and evaluated

Amount Mobilized: Amount of investment mobilized for energy projects.
This indicator captures the total cost of power sector transactions that reach financial close, enabled by USG and/or PA partner assistance. 4. Annex D: Detailed Budget (in Excel) and Budget Justification (in Word)• Budget notes are a written detailed description for each cost in a budget and must
accompany the budget submitted to PAOP.
• Budget notes should provide the layperson who possesses little knowledge of the subject matter of the proposed activities with sufficient detail to determine if the cost estimate is reasonable and based on actual costs.
• Specifically, budget notes must identify, justify, and/or explain:
• each type of unit used,
• the number of units proposed,
• the cost per unit, and
• how costs were derived (determined to be reasonable).28
4. Annex D: Detailed Budget
• Costs need to be based on actual expenses, i.e. quotes, actual price paid, or experience.
• Please make sure similar costs are consistent throughout the budget. If, for example, a consultant plans to fly round-trip from City A to City B and is scheduled for two trips during project implementation, then the base cost for each ticket budgeted for this consultant’s trips must be the same.
