AMENDING NAPOLCOM RESOLUTION NO. 96-0 6PRESCRIBING THE MINIMUM STANDARDS IN THE SPECIFI ATIONS FOR

30 ROUNDS ALUMINUM MAGAZINE FOR M-16 R FLE

WHEREAS, Section 14, paragraphs (i) and (m) of Republic Act o. 6975, as amendedby Section 5, paragraph (a), sub-paragraphs (5) and (8) of the Re ublic Act No. 8551,empowers the Commission to "approve or modify plans and progra s on education andtraining, logistical requirements, communications, records, infor ation system, crimelaboratory, crime prevention and crime reporting as well as prescribe inimum standards forarms, equipment and uniforms and, after consultation with the Philippine HeraldryCommission, for insignia of ranks, awards and medals of honor";

WHEREAS, pursuant to the aforecited legal prescription, theUniform and Equipment Standardization Board (UESB) ResolutionDecember 2013, has recommended to the Commission the approval ofspecifications for 30 Rounds Aluminum Magazine for M-16 Rifle;

NP, through its PNPo. 2013-22 dated 06he proposed standard

WHEREAS, the PNP seeks to amend the approved specific tions for 30-RoundsMagazine because it was found to have dimensions with exactlabsolut figures or values thatis nearly impossible for any manufacturers to comply. Based on in ernational standards,manufacturers do not produce magazines with exactly the same dim en .ons;

WHEREAS, the PNP UESB certified the proposed specific tions for 30 RoundsAluminum Magazine for M-16 Rifle is not a tailored fit specification t any particular brandof product available in the open market, hence, is found in conform ty with Republic ActNo. 6975, as amended by Republic Act No. 8551, its Implementing ules and Regulations(IRR), and all existing policies and issuances of the Commission to me t the requirements ofthe PNP;

NOW THEREFORE, the Commission in the exercise of i statutory power toadminister and control the PNP, HAS RESOLVED TO AMEND, AS T HEREBY AMENDSNAPOLCOM Resolution No. 96-046 which prescribed the new mini um standards in thespecifications for 30 Rounds Aluminum Magazine for M-16 Rifle, to re d, as follows:

BE IT RESOLVED FURTHER, that all other existing spe ifications which areinconsistent with these minimum standards in the specifications for 0 Rounds AluminumMagazine for M-16 Rifle are hereby CANCELLED/REPEALED/REVO ED accordingly.

RESOLVED FURTHER, that this Resolution shall take effect fter fifteen (15) daysfrom date of filing of a copy hereof at the University of the Philippines Law Center, pursuantto Executive Order No. 292 or otherwise known as the Administra ive Code of 1987, asamended.
