September 10, 2018 - had a seminar/lecture on Barangay Drug Clearing Program held at Municipality of Bocaue, Bulacan participated by more or less 100 Barangay Officials and BADAC Members

September 12, 2018 - had a seminar/lecture Barangay Drug Clearing Program participated by more or less 30 Barangay Officials held at Municipality of Bustos.

September 18-20, 2018 - lecture conducted morning and afternoon during the Strengthening BADAC Seminar held at Galilee Wonderland Waterpark and Hotel, Bustos, Bulacan participated by more or less 900 Barangay Officials and BADAC Members

September 25, 2018 - had a Strengthening of BADAC seminar held at Municipal Gymnasium, Plaridel, Bulacan participated by more or less 200 Barangay Officials and BADAC Members.

September 4, 2018 - attended Grassroots Renewal and Empowerment Meeting for accountable and transparent barangay on newly elected officials in Subic, Zambales with ATTY. GIL T PABILONA, RD, PDEA RO III and DILG Zambales

September 6-7, 2018 - attended Peace and Order Council (PPOC) in Iba, Zambales and Anti-Drug Abuse Councils in Subic, Zambales with ATTY GIL T PABILONA, RD, PDEA RO III and DILG Zambales

September 19, 2018 - attended Municipal Anti-Drug Abuse Council (MADAC) and conducted lecture on the Implementation of Brgy Drug Clearing Program (BDCP) in Botolan, Zambales.

September 20-21, 2018 - attended seminar on Strengthening of Barangay Anti-Drug Abuse Council (BADAC) and conducted lecture regarding the National Drug Situation, Drug Identification and Ill Effects, RA 9165 and Barangay Drug Clearing Program at Botolan, Zambales and also at Masinloc, Zambales.

September 24, 2018 - attended the awarding of Certificate of Drug Free Barangay to the Barangay Officials of Sto. Rosario and Bamban, all Masinloc, Zambales.

8. BALAY SILANGAN

September 25, 2018 - had a follow-up meeting with DILG M/CLGOO, Mr. Rolando D. Ocampo relative to the concerns of Balay Silangan in Cabanatuan City

September 27, 2018 - conducted initial Drug Dependency Screening to the twenty (20) voluntary surrenderers who are possible candidates for Balay Silangan Reformation Center in Cabanatuan City

PREVENTIVE EDUCATION AND COMMUNITY

INVOLVEMENT (PECI) ACTIVITIES

(SEPTEMBER 2018)

The increasing use of illegal drugs has significantly contributed to the incidence of

heinous crimes in the community. Further, the proliferation of illegal drugs hampers the efforts

aimed at promoting community peace and harmony and meaningful local development.

Addressing the illegal drug problem is a shared responsibility between the national and

local government in collaboration with the various sectors of society. Toward this end, the

participation of the community plays an important role to address this social menace.

The government, particularly the Department of Interior and Local Government

(DILG) and the Dangerous Drugs Board (DDB), has come up with a program on the

organization of Anti-Drug Abuse Council (ADAC) and the conduct of Barangay Drug

Clearing Operation. Amidst the existence of such guidelines, the implementation and

functionality of ADACs had been challenged. Perhaps due to lack of proper orientation of various involved stakeholders diminishing the said project to be of less priority, making them

activated but less performing.

Consequently, Board Regulation No. 3 series of 2017 was issued by the Board which

creates the Oversight Committee headed by PDEA Regional Director. The primordial

objective of such creation is to monitor drug-cleared barangays and ensure that the guidelines

set forth by the board are properly and faithfully complied with.

It is for this reason that this Regional Office, conducted series of Capability

Enhancement Seminars for Barangay Anti-Drug Abuse Councils (BADACs) in order to equip

the latter with sufficient knowledge, skill, information and update them on the various

programs of the government in the campaign against illegal drugs.

STRENGTHENING THE BARANGAY ANTI-DRUG ABUSE COUNCILS OF THE PROVINCE OF PAMPANGA

PDEA3 Public Information Officer Glenn M. Guillermo lectured the new guidelines in

Barangay Drug Clearing Program for the 505 BADACs of the Province of Pampanga held in

Heroes Hall, City of San Fernando, Pampanga on September 11-12, 2018.
