Executive Summary

The Regional Planning and Development Office (RPDO-ARMM) being the technicalsecretariat of the Regional Economic and Development Planning Board (REDPB) hadfacilitated the conduct of two (2) Board meetings held on January 23, 2010 in CagayanDe Oro City and March 15, 2010 in Manila respectively. The Board had approved ninesignificant resolutions.

On development planning, the Office conducted four (4) major activities including theconduct of ARMM Strategic Planning and Management Conference in Cagayan De OroCity on January 19-22, 2010. The activity leads to the formulation of the ARMMStrategic Action Plan (ASAP) 2010-2011

In relation to the formulation of the said plan, the Office conducted four (4) REDPBsectoral committees meetings namely: Regional Social Development Committee(RSDC), Regional Economic Development Committee (REDC), Regional InfrastructureDevelopment Committee (RIDC), Regional Development Administration Committee(RDAC). The activities had been designed to enhance the ARMM Strategic Action Plansectoral outputs in Cagayan de Oro City.

As to Coordination and extension of technical assistance, the Office coordinated six (6)national related activities, thirteen (13) Mindanao-wide activities, twenty four (24)regional activities, two (2) activities related to ASFP, three (3) activities related to JICA,two (2) activities for GAD and two activities for the formulation of ARMM AdministrativeCode, and three other activities.

In report preparation, the office had undertaken seven (7) activities related to thepreparation of ARMM Performance report, office report and other presentation materialsrelated to the development status of the region.

On monitoring activities, the Office had fifteen monitoring activities which includes fieldvisit to validate progress billing for the construction of sixty three (63) school buildingunder Regional Led School Building Program 2008 and 2009, On-going Construction ofLumbatan National High School Building Project under ASFP-SRI funded by JBIC onFebruary, Final Inspection of the Construction of Local Government Center in theMunicipalities of Datu Saudi, Datu Sangki and Shariff Aguak all in the province ofMaguindanao, Final Inspection of the Rehabilitation of Dr. Serapio B. MontañerMemorial Hospital in the Municipality of Malabang Lanao del Sur under ASFP-SRI Sub-Projects and other projects being implemented in ARMMM.

I. REDPB Operation

The Regional Planning and Development Office (RPDO) being the technical secretariatof the Regional Economic and Development Planning Board (REDPB) had facilitatedthe conduct of two (2) Board meetings on January 23, 2010 in Cagayan De Oro Cityand March 15, 2010 in Manila respectively wherein the Board had approved ninesignificant resolutions to wit:

The Office, being the coordinating and agency of ARMM Regional Government,conducted different follow through activities on the resolutions approved, passed andendorsed by the REDPB;

II. Development Planning

1. In cooperation with theOffice of the RegionalGovernor, the RPDOfacilitated the conductof ARMM StrategicPlanning andManagementConference inCagayan De Oro Cityon January 19-22,2010. The activityleads to theformulation of the ARMMStrategic Action Plan (ASAP) 2010-2011.

2. In relation to the formulation of the said plan, the RPDO conducted four (4)REDPB sectoral committees meetings namely: Regional Social DevelopmentCommittee (RSDC), Regional Economic Development Committee (REDC),Regional Infrastructure Development Committee (RIDC), Regional DevelopmentAdministration Committee (RDAC). These activities were designed to enhancethe ARMM Strategic Action Plan sectoral outputs.

3. Facilitated the conduct ofseries of activities relatedto the formulation ofARMM Medium-TermRegional DevelopmentPlan (MTRDP) andARMM Medium-TermRegional DevelopmentInvestment Program(MTRDIP) 2011-2016.These include the conduct of three (3) workshops held on December 9, 15, and29, 2010 at Cotabato City.

The whole activities were undertaken in cooperation and collaboration of the Actfor Peace Programme, National Economic and Development Authority and theOffice Regional Governor. This is pursuant to Memorandum Circular No. 03issued by the Office of the President directing the formulation of new Medium-

Term Philippine Development Plan and the new medium-term regionaldevelopment plans as well as the new investment programs for 2011-2016.

4. Finalized seven (7) request for review and seven (7) subprojects brief andfacilitated their endorsement to JICA and ORG for appropriate action;

5. Provided technical assistance through Presentation of the ARMM StrategicAction Plan (ASAP) during the DepEd- ARMM Action Plan FormulationWorkshop and attended to the Education Congress on June 1-6, 2010 inCagayan de Oro City;

6. With the assistance ofUNICEF, the Office hadconducted InternalPlanning on December 22, 2010 inDavao City to assess andevaluate the officeperformance for the year 2010that leads to theformulation of its work andfinancial program for 2011.

III. Coordination/ Provision of Technical Assistance

1. Attended the program on the signing of Memorandum of Agreement (MOA)between the ARMM Regional Government and the United Nation Children Fund(UNICEF) for the Two Years Extension of the implementation of UNICEFprogram in ARMM;

2. Prepared and submitted the proposed 2010 Annual Work Plan of the RPDO toUNICEF for the coordination and monitoring activities of the CPC 6implementation in ARMM;
