If two (2) agencies conspire and collude to engage in “REPRO” as REPROCESSEE and REPROCESSOR, both agencies may be held jointly and solidarily liable with their foreign principals / employers for money claims arising out of employer-employee relationship or by virtue of any law or contract involving Filipino workers for overseas deployment, including claims for actual, moral, exemplary and other forms of damages.
