1 A move away from democracy - not acceptable 2 Very subjective as to the 'value' and quality ofappointees - not acceptable 3 The changes effectively confirm that the Community Boards are a waste oftime/costly and meaningless - not acceptable 4 If a community shows that there is little/no use for them thensimply get rid of them and be done with it. 5 The failure of cummunity boards is a lot like the LTP/Councilattempts at consultation. The answers are: - mostly predetermined, Councilllors just dont listen and oftendont understand so steam on regardless. Result is the public obviously become disinterested due to the factof not being "Listened" to and lastly - on many an important issue the views and opinions of Councillorsprevail over common-sence. public/committe views. The best recent example is the poll on tribal-based(race based discrimination) preferenial seats. Messing with democracy is indeed not a good idea!

    Subject: community boards

I say no to the proposed change fromcommunity boards to community committees.

Not happy with WBOP Council approach, nor the expenditure, nor the perpetual rates rises, not the Waihi to Waihi Beach bicycle tracks, Katikati libraries andso on...

Stick to core infrastructure and services.

    Re the change from community boards to community commitees. I protest and disagree because;

1 Waihi Beach residents will effectively be dis-enfranchised2 Appointees will out-number elected members on Committees3 It is not democratic to have members appointed by Council4 Community Board Members live in the ward; their knowledge and experience of local issues can be utilized5 Community Board Members will be farmore approachable than Committee members, most if not all of whom will come from outside Waihi Beach6 The Katikati Library Community Reference Group is a good example of how aCommunity Committee will be set up. They have completely ignored the concerns of the community and encouraged unnecessary spending of $4.5 million(and counting)7 It is better to have the devil we know than the devil we don't

8 There is good local support for our Community Board9 Community Boards' meetings are generally open to the public but those of Committees probably won't be.10 Community Committees will cost more to run than Boards.11 Community Boards should be bolstered by giving them budgets taken from targetedrates, and more power to do the "nice to have" stuff. Council can still do the "need tohave" stuff like roads, water and sewerage.

Why do you agree or disagree with the above question? Please comment.

I am concerned that the proposal will reduced the "local" effectiveness ofour representation. 1 am alsoconcerned at how people will be appointed to the community committee when there is no formal electionprocess. This could reduce the efficacy of a demographic process. 1 am unconvinced of the need to changein such a significant way. If there are issues with the current model then make it work rather than havingsuch a major and expensive change

I disagree because Waihi Beach willlack representation as a separate and unique community under thisproposal. I also disagree because I no longer trust our mayor and his councillors to fairly represent ourcommunity's wishes and best interests...as evidenced by the ridiculous and extremely biased Maori Ward(s)proposal. when he and the majority of councillors completely misread or ignored the wishes of ratepayers.

I don't know where we at 581 Esdaile Road would be! (See map.) Also I don't know where else is coveredby Kaimai ward as the map does not show it. Living on Esdaile Road, we rarely go into Katikati and haveno connections there. I f this area were ever to develop any sense o f community, then being split down themiddle of the road between 2 wards would be no help. For us it is NOT a MINOR change.

My "yes" is conditional upon some improvement in representation. So far it has not been good for us in asemi-rural area. Also I am concerned about moves towards non-elected representation I would like to seesome proposals to deal with the disadvantages you list, especially "Appointed community memberspotentially only interested in their own 'backyard' "

It will further remove the ability to influence the government from local people, particularly because therepresentatives will not be elected. Maketu is a unique community whose engagement with the Council willbe seriously diluted in a community committee configuration.

I disagree with the proposed ward boundary adjustment bewteen the Katikati- wahi Beach andKaimaiwards. We need our own coummunity board to remain. This board speaks/acts for our community. There is no representive member of council living within our local community. I fear our voices will not be

heard and will be lost if the adjustment proposal is approved. We are not part of Katikati. We have differentneeds. I want the coummunity boards to remain. Our current board serve this community well. They areeasily approached, as they are based here at the beach. 1 feel the current structure gives our community avoice to the council. I wish this to continue.

The current community board system doesn't work, we hear nothing of what has been done or proposed bythe board from 1 year to the next. When you see the calibre of applicates it is not surprising. If councilselects the right people to represent us and not "lap dogs" we should be better Off.

This is outside of any form of democracy. A committee would not have elected members in it and could behand picked for any preferred outcome that the Council wishes. This is to open to corruption.

I don't agree with some o f the reasoning provided. If the Council appoints the members then they'll appointthose who agree with what Council thinks is best. By leaving it as it is the community votes on who getsappointed, thereby the ratepayers get a chance to vote for a person who represents their views. Better still, the ratepayers get a chance to be on the community board and to speak out for what they believe in.Changing the status quo reduces the communities voice, it reduces democracy. Council doesn't listen now,to the need to reduce debt and rates. This change is NOT supported!

    - It is not going to do much change by shifting boundaries a few km - it may be better balanced in terms ofpopulation number but that is about it - I would agree to a change i f you had the Kaimai ward as a Te-Puna/Omokoroa ward from Wairoa bridge to Esdaile road and a separate ward for the Kaimais(SH29/Oropi/Tauriko extension etc but not if these areas are included as the issues are likely to becompletely different. But i f you had an Omokoroa/Te Puna ward 1 would suggest it to go as fur as

Aongatete (Wright road). So if you have the ability to add a ward and considering the population increasealong SH2, I would propose and additional ward and the current Kaimai ward to concentrate on the Kaimaisas such. At this stage I do not see any need for a boundary change as believe there is not going to be muchbenefits.

it is a refreshing idea. I do not believe that the disadvantages listed are necessarily going to be true if wellgoverned. Those representatives will need to have a past track record within the community involvementand understand the bigger picture in terms of central/regional government and of course how TLAs operate.Surely there will be a level of particular backyard interest or focus but to make things work, theseappointees should be able to liaise professionally with all stakeholder groups, included Iwi representation ina collegial way. I would expect some level of remuneration as otherwise you cannot expect KPI's from onlyvoluntary work. I would see these ward specialists feeding information to councillors and be invited tocouncil meetings/functions in order to be fully aware of the situation. I imagine these 'advisors' to act partlyas groups as a select committee of the council as an entity, meeting on a bi-monthly basis physically or byskype/zoom and once a month physically in a central location like Barkes corner offices. On the other handthey would be feeding information to the councillors in their specific ward. Considering that hey areappointed, they should have an (bi) annual performance review with annual appointments, able to berenewed, like board directors. I would expect some training to be given through the Institute of Directors tothem (may be using Glen Snelgrove as a consultant for this role). I strongly support such a change as it willincrease the efficiencies across decision-making process.

This would give the Mayor too much power, and even less reason to listen to the community than he and thecommunity board does now. The people should be listened to. Not over-ridden by a group/ groups of peoplethat don't want to, and wont, listen.
