Guidelines for the preparation of NatComs by Annex I Parties

• Annex II Parties to provide details of measures taken to give effect to their

commitments;

• What “new and additional” financial resources;

• Assistance provided in meeting the costs of adaptation;

• Bilateral, regional and other multilateral channels;

• Activities undertaken by the public sector and those undertaken by the private sector;

• Indicate, in what way they have encouraged private sector activities, and how these

activities help meet the commitments;

• Activities related to technology transfer;

• Steps to promote, facilitate and finance transfer of technology, and to support

development and enhancement of endogenous capacities and technologies.

UNFCCC BR guidelines for developed country Parties

• Provision of financial, technological and capacity-building support consistent with

requirements for NatComs;

• How this support is new and additional;

• Support for mitigation and adaptation activities, noting the capacity-building elements.

• Multiple objectives: funding could be reported as a contribution allocated partially to

the other relevant objectives;

• National approach for tracking of the provision of support (indicators and delivery

mechanisms used and allocation channels tracked);

• Description of the methodology used;

• Underlying assumptions and methodologies used to produce information on finance.

• How Party seeks to effectively address the mitigation and adaptation needs;

• Financial support provided, committed and/or pledged (mitigation, adaption, response

measures, capacity-building and technology transfer);

• Summary information on allocation channels and annual contributions;

• Summary information on the annual financial support that it has provided for the

purpose of assisting non-Annex I Parties, including: (a) amount; (b) type of support

(for mitigation and adaptation activities); (c) source of funding; (d) financial instrument;

(e) sector; (f) indication of new and additional financial resources, clarify

determination of new and additional;

• Private financial flows leveraged by bilateral climate finance, and report on policies

and measures that promote the scaling up of private investment;

• Specify the types of instruments used in the provision of assistance.

Status of submissions

• Sixth NatComs (due 1 January 2014): 41 submissions received so far, 3

submissions outstanding;

• First BRs (due 1 January 2014 ): 40 submissions received so far, 4 submissions

outstanding;

• The first round of International Assessment and Reviews has commenced two

months after the submission of the first BRs by developed country Parties;

• The compilation and synthesis report covering the sixth NatComs and the first BRs

will be made available in the second half of 2014;

• The finance portal will be updated to also include the information from the sixth

NatComs and the first BRs (www.unfccc.int/financeportal).

Comparison NatComs - BRs

The reporting requirements have been further defined in the BRs to increase the

overall comparability and transparency of the information provided; some of the

refinements in comparison with the reporting guidelines for the NatComs now request

Parties to include the following information which was not covered in NatComs as

such:

• Clear distinction in terms of: finance, technology development and transfer, and

capacity-building; core/general contribution versus climate-specific contribution to

multilateral institutions; mitigation/adaptation/cross-cutting/other; status (provided,

committed and/or pledged); funding source; financial instruments;

• Definitional issues: Determination of what is new and additional; explanation of

how Party defines funds as being climate-specific;

• Mitigation and adaptation needs: how Party seeks to effectively address;

• Methodological issues: underlying assumptions and methodologies used to

produce information on finance; explain methodologies used to specify the

status of funds; approach for tracking of the provision of support;

• Reporting format: e.g. CTF provides for domestic currency and USD;

calendar or financial year distinction; annual basis of information without

overlapping with the previous reporting periods; funding with multiple

objectives; project/programme/country/region based information;

• Additional information: project details and the implementing entity; sectoral

distribution;

• Private financial flows: leveraged by bilateral climate finance, including

policies and measures that promote the scaling up of private investment in

mitigation and adaptation activities in developing country Parties.

Gaps and Limitations

• The International Review and Assessment (IAR) reports will look into the question

of potential gaps and limitations in the reporting, the results of the first IAR reports

will become available in the second half of this year;

• Basis for technical reviews: guidelines for the technical review of information

reported under the Convention related to greenhouse gas inventories, BRs and

NatComs (decision 23/CP.19);

• Technical examination of Party’s provision of financial, technological and capacity-

building support;

• Issues identified during the review will be identified as relating to: transparency,

completeness, timeliness, and adherence to the BR/NatCom guidelines.
