Key Events and Findings
• In the RGV Sector, DPS CID Agents seized 2,827 lbs of marijuana comingled within a load of
limes from a 2001 Kenworth tractor trailer. *A larger seizure that occurred this week is currently under
investigation and will be reported at a future date. (p. 59)
• In the RGV Sector, CBP Officers at the Pharr POE seized 22.35 lbs of methamphetamine
concealed in the trunk of a 2004 Chevrolet Impala. (p. 46)
• In the Coastal Bend Sector, San Patricio Co SO seized 130 lbs of cocaine comingled among a
load of chayotes (type of squash native to Mexico) in a semi trailer. (p. 67)
• In the Laredo Sector, Laredo PD Officers seized $150,100 USD, wrapped in black packages
concealed inside a hidden compartment of a 2008 Nissan. (p. 37)
• USBP Agents seized 23 assault rifles, five magazines, 4,294 rds of 7.62x39mm ammo, and 980
rounds of 5.56x45 ammo in seven military-style duffle bags from a 1993 Oldsmobile Cutlass
near Vega Verde Rd, west of Del Rio in Val Verde Co. (p. 30)
• The Mexican Oil Company, Pemex (Petroleos Mexicanos), claimed that more than 2.4 million
barrels of oil had been siphoned off from company facilities in the first nine months of 2011. This
amounts to a 61% increase from the same period in 2010, when less than 1.5 million barrels
were taken. (p. 87)
• Federal Police in the Mexican state of Tabasco seized $859,000 USD from a tractor trailer. Both
passengers stated they were traveling to Guatemala to purchase weapons. (p. 88)

SHOCAP stands for Serious Habitual Offender Comprehensive Action Program. The El Paso Co SHOCAP Task Force entails officers
from various law enforcement agencies and the El Paso Co Attorney‟s office. There are currently 56 juveniles in the SHOCAP
program with 46 listed as gang members attending 28 public schools. The following is a breakdown of the gang members enrolled in

ANALYST NOTE: Although, the total number of gang members has increased, the number of juveniles has
decreased. The number of female members has remained the same, while male members have grown.
Youth recruitment is loosing on two fronts: recruitment in schools has become more and more difficult,
and the once “juvenile” members are now over 18.

On 29 NOV 2011, CBP-OFO Officers at the
Columbus, NM POE Pedestrian Checkpoint seized
2.20 lbs of marijuana that was concealed
underneath a subject‟s clothing and taped to his
legs and thighs. On the same date, CBP-OFO
Officers at the Columbus, NM POE Pedestrian
Checkpoint seized 4.40 lbs of marijuana that was
concealed underneath a subject‟s clothing and
taped to his legs and thighs.
On 02 DEC 2011, CBP-OFO Officers at the Paso del Norte POE seized 13.55 lbs of marijuana
that was concealed within the firewall, air filter and undercarriage of a 2002 Nissan Sentra.
On 18 NOV 2011, CBP-OFO Officers at
the Santa Teresa, NM seized 55.99 lbs
of marijuana that was concealed within
the dashboard of a 2002 Honda Insight.

On 06 DEC 2011, CBP-OFO Officers at the Paso del Norte POE seized 6.50 lbs of marijuana that
was concealed within the quarter panels of a 1998 Isuzu Rodeo.
On 05 DEC 2011, CBP-OFO Officers at the Paso del Norte POE seized 93.47
lbs of marijuana that was concealed inside the dashboard, firewall and rear
bumper of a 2001 Dodge Stratus.

In comparison to last week, the El Paso Sector experienced an increase in the seizure of marijuana and
heroin, and a decrease in the seizure of cocaine and methamphetamine. There was one reported currency
seizure by El Paso PD of $1,701 USD. There was a reported decrease in the number of stolen vehicles (15
compared to last week‟s 23), and an increase in recovered stolen vehicles (28 compared to last week‟s one),
as reported by El Paso PD and TX DPS.
Of the total 1,923 lbs of marijuana seized at the POEs: 1,422 lbs was seized at the Ysleta POE, 98 lbs at the
Bridge of the Americas (BOTA), 323 lbs at the Paso Del Norte (PDN), 56 lbs at Santa Teresa and 24 lbs in the
Lordsburg area. There were no reported seizures at the Fabens POE. There were a total of 14 reported
marijuana seizures across the POE‟s with no reported cocaine seizures.
The predominate concealment methods for marijuana during this reporting period were: three body carriers,
two each of the following; firewall, bumper, engine compartment, and one each of the following; dash board,
gas tank, seat, floor, undercarriage, tire and quarter panel.
During this reporting period, 131 IAs were apprehended. IA apprehensions decreased by 18 from the
previous week‟s 149. Total reported IA apprehensions within the El Paso Sector from 5 JAN 2011 through 06
DEC 2011 were 9,568 with 689 being Other Than Mexican (OTM).

El Paso City Wide index crime continues to
show a decreased rate of 6% as compared to the
same time frame last year. There is a 300%
increase (12) in murders, a 31% increase (51) in
sexual assaults, a 3% decrease (11) in robberies,
a 7% decrease (718) in assaults, a 3% decrease
(57) in burglary, a 7% decrease (913) in larceny, a
9% decrease (124) in vehicle theft, and a 3%
increase (72) in vehicle burglary.

Four Hudspeth Co SO Deputies worked Southbound Operations.
Additional information
Sierra Blanca USBP Agents seized 88 lbs of marijuana concealed in a duffle
bag and apprehended one Lawfully Admitted Permanent Resident (LAPR) at
the IH-10 Checkpoint. The subject and marijuana were referred to DEA.

On 30 NOV 11, DPS 119 assisted USBP on a manhunt near Taylor Pass on the 96 Ranch, 15
miles northwest of Valentine, TX, in Jeff Davis Co. This area is a known route for smuggling
narcotics into the US. After an extended search, the Aircrew was able to locate one person
believed to have entered the US illegally, and three bundles containing
145.6 lbs of marijuana. The marijuana was released to DEA.

in Hudspeth Co. The subjects, currency, and marijuana were referred to Hudspeth Co
SO for state prosecution.

Marfa Unified Command Sector Assessment
Totals for narcotics seized decreased this week. IA apprehensions increased to 32 compared to
last week‟s 25. Criminal arrests increased with 44 arrests compared to last week‟s 32.
Criminal activity was spread across the sector, with backpacking continuing to be the most
prevalent method of smuggling. After market compartments and metal containers inside tires were
also seen in the area. The use of metal containers inside of tires has been previously observed, but
this was the first time it was noted this year. This container bears a striking resemblance to other
tire containers seen in other sectors in the past.
The area along US-90W of Marfa continues to report backpacking apprehensions, east and west of
Valentine along the US-90 corridor. Backpacking activity was also noted in Hudspeth Co, southeast
of Sierra Blanca near Eagle Peak.
The IH-10 Checkpoint at Sierra Blanca continues to report seizures of high quality hydroponic
marijuana in the 1-6 lb size range, moving from west to east. One small cash seizure was made at
the IH-10 Checkpoint.
Extreme weather conditions may have impacted the backpacking loads moving north.
Temperatures have been as low as 9 degrees, with snow flurries, freezing moisture, and
accumulations in the mountain passes along the rim. Wind chill factors have dipped to near zero.
If this trend is sustained, it is likely narcotics loads will also continue to drop.

On 02 DEC 2011, a Dimmit Co Deputy Constable stopped a silver 2010 Chevrolet Silverado on TX-85,
two mi east of the Nueces River in Dimmit Co. Both subjects from Devine, TX, stated they were seeking
employment within the oilfield industry and displayed multiple tattoos. When asked if they were members
of a gang, the driver stated he had previously been associated with THE FELLAS, a gang from San
Antonio. The passenger's tattoos resembled known gang styles but stated that he was not a member of a
gang. The driver was cited for a traffic violation, and both subjects along with the vehicle were released.
ANALYST NOTE: The listed tattoos of the driver include an ―evil clown‖ on right leg, ―Mary Jane‖ with ―cholo‖ clown face
on neck, a large ―oil field‖ across his stomach, ―Sin Amor‖ on right side of stomach (possible meaning ―With Love,‖ and
Martinez across his back). The running hatchet man tattoo is normally associated with the ―party crew,‖ JUGGALOS. This
group is not recognized as a true gang, but have been known to abuse drugs and conduct violent acts. Images below are

On 01 DEC 2011, USBP Agents, assisted by DPS Air 116, searched for a group of suspected
IAs on the Faith Ranch. While flying near a dry creek, the Aircrew directed ground units to the
area where they spotted a blanket wadded up under a bush. While approaching the creek
bed, an Agent located a group of six IAs hiding under the creek bank.
On 30 NOV 2011, DPS Air 116 responded to USBP Agents on the Nixon Ranch, west of Del
Rio, TX. An extensive search led to the apprehension of four IAs.
On 30 NOV 2011, DPS Air 116 responded to USBP Agents who had arrested three IAs with
three bundles of marijuana. While searching a thick brushy area, the Aircrew located four
bundles of marijuana which were not part of the original call. The bundles were wrapped in
black plastic and were under some canvas duffel bags and dead vegetation. The bundles
weighed approximately 224.5 lbs.
. On 01 DEC 2011, USBP Agents near a ranch gate in Maverick Co observed a silver
2000 Chevrolet Silverado enter through the main gate and a short time later, exit at a
high rate of speed. The Agents stopped the vehicle on US-277 near Cemetery Rd. As
the Agents spoke to the two occupants of the vehicle, they observed white double
bundles in the rear cab area covered by a sweatshirt and a jacket. Both subjects were
placed under arrest and the vehicle was searched, revealing 198 bricks of marijuana
with a total weight of 415.7 lbs. A second vehicle, a black Chevrolet Silverado, in the
area was determined to be working with the load vehicle. Four subjects were in that
vehicle. The marijuana, load vehicle, and the two subjects in it were turned over to the
DEA. No disposition is available on the remaining four subjects.

On 30 NOV 2011, USBP Agents, assisted by DPS Air 116,
received information from a USDA Tick Rider, who had
observed three subjects running to a red 2001 Dodge
Ram 1500 that was parked on the side of US-277 in
Maverick, throwing large bundles in the bed and running
back into the brush. The red truck had been parked near
the hydro-electric plant. DPS Air 116 and USBP units
located the truck headed south on US-277, just north of
Eagle Pass, TX. A traffic stop was conducted on the
pickup. A search of the military-style duffel bags revealed
84 bricks of marijuana weighing 170.8 lbs. The driver
was arrested. A records check of the subject revealed an
active warrant out of Maverick Co; the subject, marijuana,
and vehicle were turned over to the Maverick Co SO. A
registration check of the LP revealed it to be fraudulent;
the actual LP was out of North Dakota and was located in
the back seat.

conduct surveillance in South Texas, from Del Rio to
Brownsville, to prevent the spread of cattle fever by
quarantining any cattle that stray from Mexico, where cattle
fever is well-established.

Additional information (cont)On 30 NOV 2011, a USBP Agent on FM-2644,
observed a tan 2001 Chevrolet Silverado traveling
in tandem with a white utility vehicle. A records
check on the tan Silverado revealed that it was
stolen out of Austin. Dimmit Co SO Deputies and
Deputy Constables responded at FM-2644 and
US-277 and attempted to pull the vehicle over. The
vehicle refused to stop and a pursuit began. The
vehicle turned onto Tocquiny Ln where the
subjects bailed out and fled into the brush. Agents
apprehended 10 Illegal Aliens. The vehicle was
impounded by the Dimmit Co SO.
Stolen
truck
On 01 DEC 2011, USBP Agents near Vega Verde
Rd, west of Del Rio in Val Verde Co, observed six
subjects cross into the US. A short time later, a light
blue 1993 Oldsmobile Cutlass approached. The
Agents observed the six subjects from MX approach
the driver and then move to the trunk. Agents
approached the vehicle and identified themselves.
The six subjects absconded back to MX; the driver
was detained and the vehicle was impounded. A
consent search of the vehicle revealed seven
military-style duffle bags. Inside the bags were a
total of 23 assault rifles, five magazines, 4,294 rds
of 7.62x39mm ammo, and 980 rds of 5.56x45
ammo. The subject and contraband were turned
over to the FBI.

On 01 DEC 2011, USBP Agents inspected a gray
2005 Chrysler Pacifica at the Eagle Pass
Checkpoint on US-57 in Maverick Co. A K-9
alerted to the driver side rear wheel well; an
inspection of the area revealed a trap door. The
passenger side wheel well was inspected and
another trap door was located. Ten bundles of
cocaine were found inside both compartments
weighing 25.16 lbs. The driver, vehicle, and
narcotics were turned over to the DEA.
On 30 NOV 2011, a Maverick Co SO Deputy assisted ICE, USBP, and CBP
with a knock and talk at a residence in Eagle Pass. A consent was given for a
search; one AK-47, four AK-47 magazines, and two IAs were found in the
attic. ICE Agents took the weapon, magazines, and subjects into custody.
On 02 DEC 2011, CBP-OFO Officers at
Eagle Pass POE Bridge #1, Maverick
Co referred a blue and silver 2000
Chevrolet Silverado bearing LA plates
to secondary inspection. A K-9 alerted
to the vehicle‟s door area. Officers
found 65 packages hidden within the
door panels, and in both back seat
rests. The packages tested positive for
marijuana, and weighed a total of
47.78 lbs. The subject was turned over
to ICE/HSI.

Additional information
On 05 DEC 2011, Maverick Co SO Deputies received an anonymous call
regarding possible narcotics smuggling. The Deputies located a vehicle that
matched the description given, a white 2003 Dodge Stratus. The Deputies
followed the vehicle to apartments on Del Rio Blvd in Eagle Pass, and spoke
to the two females that exited. Two male subjects exited and were not located.
A K-9 alerted on the vehicle; a search of the vehicle led to the discovery of ten
bricks of cocaine weighing 24 lbs. The two female subjects were arrested,
the cocaine was seized, and the vehicle was impounded.
On 05 DEC 2011, while working Operation MAVERICK, Maverick
Co SO Deputies responded to a call regarding two suspicious
vehicles, a white 2004 GMC Denali and a gray 2002 Mazda MPV,
near Deer Run Blvd in Eagle Pass, Maverick Co. As the Deputies
arrived at the location, two subjects absconded from the location.
The Deputies inspected the residence and found six duffel bags
with 354 lbs of marijuana inside. Disposition of the vehicles is
unknown.
Del Rio Sector Unified Command Sector Assessment
This reporting period, marijuana and cocaine were on normal levels with the past few reporting
periods, with marijuana being 300 lbs above last week. There were two significant seizures of
marijuana, one of 415.7 lbs and one of 354 lbs, both seizures subsequent to a traffic stop. Two
cocaine seizures were made, one of 24 lbs following an anonymous call and one of 25.16 at the
Eagle Pass Checkpoint. The year-to-date cocaine seizure is 1,789 lbs, which is 51 lbs less than
double of all seizures for 2010.

USBP Agents stopped a weapons smuggling group out of Del Rio. USBP Agents seized 23 rifles, 5
magazines, and 5,274 rds of ammo from a vehicle. There were indications that these weapons and
ammo, seen previously in Eagle Pass, were going to be crossed via the river and not through the
POE. Additionally, one AK-47 was recovered when a Maverick Co SO Deputy completed a “knock
and talk” search of a local residence (on behalf of ICE).
Stolen vehicles recovered decreased to four this reporting period, three of them being Ford F-250s.
Two Fords were recovered in Eagle Pass, one at the POE and one near the POE.
Illegal Alien apprehensions remained steady over the last three weeks, with Honduras being the
dominate country of OTMs.

On 18 NOV 2011, Webb Co SO Deputies conducted a traffic stop on a grey 1995 Toyota Camry at the
Laredo Land Fill on TX-359. The vehicle containing four male subjects wearing City of Laredo Uniforms
(Land Fill Employees) was searched, revealing 0.007 lbs of cocaine and 0.005 lbs of marijuana. The
male subjects were arrested; one of the four male subjects was identified as being a member of LOS
ZETAS; the vehicle was seized.

Additional informationOn 02 DEC 2011, Laredo PD Officers serving a warrant for Possession of Controlled
Substance at a residence in Laredo, TX, recovered two handguns, several magazines for
both handguns, two bullet-proof vests and $1,455 USD. The subject was arrested and
remanded to the Webb Co Jail.
On 02 DEC 2011, Laredo PD Officers working in the Colinas Dr area recovered four bundles of heroin
with a total weight of 19.2 lbs. The subject who is a Mexican National was charged with Possession of
Controlled Substance and was remanded to the Webb Co Jail.
On 02 DEC 2011, Laredo PD Narcotics Investigators working along Santa Clara St and South Texas Ave
recovered 0.024 lbs of heroin. The subject was arrested, charged with Possession of Controlled
Substance and was remanded to the Webb Co Jail.
On 03 DEC 2011, Laredo PD Officers conducted a traffic stop on a 2008 Nissan with TX LPs on IH-35 in
Laredo, TX. Officers gained consent to search the vehicle and recovered a total of $150,100 USD,
wrapped in black packages in a hidden compartment. The case was turned over to ICE for further
investigation.
On 30 NOV 2011, THP Troopers & DPS CID Investigators executed a warrant in the 1600
blk of Market St in Laredo, TX, that resulted in the seizure of 1.35 lbs of marijuana, 0.01 lbs
of cocaine and $601.06 USD. Two male subjects were arrested at the scene, and the
narcotics were seized.

On 30 NOV 2011, USBP Laredo South Agents observed several
subjects carrying bundles near a local residence in Laredo, TX. The
subjects abandoned the bundles and absconded back to Mexico. The
agents discovered 226.2 lbs of marijuana that was turned over to
DEA.
On 01 DEC 2011, USBP Laredo West Agents near the Booth Ranch located two
military-style backpacks each containing one bundle of abandoned marijuana
weighing a total 66.1 lbs. The contraband was turned over to DEA.
On 30 NOV 2011, Webb Co SO Deputies patrolling Father McNabo Park in Laredo, TX,
apprehended four illegal aliens. All four subjects stated that they were from Mexico
and were turned over to USBP.

On 04 DEC 2011, USBP Hebbronville Agents working at the FM-1017 Checkpoint arrested two
subjects, and seized two vehicles with a total of 206.7 lbs of marijuana. Both vehicles were
traveling in tandem and were sent to secondary inspection after a K-9 alert. The first vehicle
driven by a male subject was a white 2007 GMC Sierra with TX LP‟s contained 63 bundles
concealed in the gas tank. The second vehicle driven by a female subject was a gold 2007
Chevrolet Avalanche with TX LPs contained 65 bundles concealed in the gas tank. The subjects,
vehicles, and contraband were turned over to Jim Hogg Co SO.

ANALYST NOTE: In recent months, Texas law enforcement agencies have apprehended other vehicles traveling
in tandum. Generally, the tandum vehicles include a load vehicle and a follow vehicle. The follow vehicle is meant
to deter law enforcement from catching the load vehicle. In past incidents, the ―follow‖ vehicle has attempted to
cause a LE vehicle to crash or impede the pursuit by LEOs.
On 01 DEC 2011, CBP/OFO Officers seized 12 liters of liquid
methamphetamine from inside twelve Corona beer bottles
(1 liter each) at Lincoln Juarez Bridge 2, Laredo, TX. The
narcotics were seized and the subject was arrested.
ANALYST NOTE: This is the fifth seizure of narcotics in liquid form concealed in Corona beer bottles
in the Laredo Sector. The last seizure occurred on 13 OCT 2011, at the Gateway to the Americas
Bridge in Laredo, TX, where liquid methamphetamine was concealed in two 32 oz Corona Beer

On 05 DEC 2011, USBP Hebbronville agents at the Eshleman Vogt
Property three miles east of Hebbronville, TX, encountered six duffel
bags containing 26 bundles of abandoned marijuana weighing 355.8 lbs.

On 06 DEC 2011,USBP Zapata agents conducted a stop on a white 2011 Dodge pickup.
Subsequent search of the vehicle revealed 11 bundles of marijuana with a total weight of 213.3
lbs. The subjects, vehicle and marijuana were turned over to HSI/ICE.

On 01 DEC 2011, CBP/OFO Officers seized 1.23 lbs of methamphetamine at
the Gateway to Americas Bridge (in-bound) in Laredo, TX. The contraband was
concealed within the boots of a male pedestrian. The male subject was
arrested.
Laredo Unified Command Sector Assessment
The Laredo Unified Command experienced a decrease in marijuana seizures this
reporting period. Cocaine seizures increased slightly. Heroin increased significantly
and methamphetamine increased, as well. Another liquid methamphetamine seizure
was reported, concealed within Corona beer bottles. Currency decreased, but
marked the ninth consecutive week for currency seized in our AOR.

Overall IA apprehensions decreased from 422 to 330. OTM apprehensions decreased from 190 to
108. Referrals from the Unified Command increased from 17 to 20.

The largest single marijuana seizure this week was 355.8 lbs by USBP Hebbronville Agents. Laredo
PD seized 19.2 lbs of heroin. CBP/OFO Officers seized 12 liters of liquid meth at the Lincoln-
Juarez Bridge. Laredo PD seized two handguns, several magazines and two bullet resistant vests.
Laredo PD also had the largest currency seizure with $150,100 USD.

Gang activity
The Hidalgo Co SO Gang Intelligence Unit reported 44 gang member arrests this period. These arrests
were made by eight different agencies in the RGV sector. The gang members were arrested for offenses
such as: aggravated assault with a deadly weapon, assault causing bodily injury, parole violation,
possession of marijuana, driving while intoxicated, burglary of habitation, aggravated robbery, theft of
property, burglary of a vehicle, resisting arrest, engaging in organized criminal activity, and criminal

Southbound OperationsHidalgo PD Officer working bridge duty at the Hidalgo POE, conducted a traffic stop on a 2009
Chevrolet Tahoe traveling southbound. The Officer made contact with the driver who gave
conflicting stories in reference to ownership of the vehicle. The Officer determined that the
vehicle was stolen out of Pharr and took the driver into custody. A passenger in the vehicle
exited and absconded into Mexico. A search of the vehicle revealed $43,722.59 USD hidden
throughout the interior.
Additional Information
Rio Grande City PD Officer responded to a residence on US-83W in reference to dogs barking.
Upon arrival, the officer conducted a search of the area and found 251 lbs of marijuana in 45
bundles in the backyard area.
Rio Grande City PD Officer responded to a residence on W. Canal St. in reference to domestic
disturbance. Upon arrival, officer observed several bundles of what appeared to be marijuana inside a
black Chevrolet Impala. A total of 310 lbs of marijuana was seized.

Edinburg PD arrested three adult males (all
IAs) for burglary of vehicle. During the arrest,
the subjects were found to be in possession of
property taken from a 2002 black Dodge
Durango. A Dodge Durango (stolen from and
recovered in Edinburg, TX), parts of a Ford F-
250 vehicle (stolen out from McAllen, TX), and
a third vehicle (recovered in Hidalgo, TX) were
recovered during the investigation. All suspects
confessed to being involved in an auto theft
ring. Subjects in the photo were involved in the

DPS Air 108 responded to assist Penitas PD in a pursuit and bailout of
approximately 15 suspects near Circle 6 St and Tom Gill Rd. A total of seven
suspects were located in three different groups by the Aircrew and taken into
custody by ground officers.
USBP Agents requested assistance from DPS Air 108 in a search in the Anzalduas area,
in reference to a group of suspects transporting contraband into the US illegally. The
Aircrew arrived on scene and located several suspects traveling southward. The
suspects returned to Mexico abandoning fellow traffickers and their cargo. The Aircrew
located two suspects and guided ground agents to their location. Agents also recovered
1,113 lbs of marijuana. Several of the remaining suspects fled back to Mexico before
the search was concluded.
Mission PD requested assistance from DPS Air
108 with the search of an armed suspect who fled
the area on foot. The Aircrew was released from
scene to assist Edinburg PD with a pursuit which
they intercepted on US-281N approaching
Canton Rd. The vehicle exited Canton Rd and
continued west into a neighborhood. The suspect
fled down an alley before bailing out and fleeing
on foot. The Aircrew observed the suspect flee to
a residence. Edinburg PD was advised and is
conducting an investigation.

DPS Air 108 assisted Hidalgo Co SO in a pursuit of a red Ford F-150 on TX-107. The vehicle almost
struck a Hidalgo County SO vehicle. The aircrew was able to see bundles of suspected illegal drugs in
the bed of the vehicle. The vehicle then drove into some heavy brush before striking a tree and becoming
disabled. The driver fled from the vehicle and attempted to hide in the brush. The Aircrew maintained sight
of the suspect with the thermal camera. Officers were guided towards the suspect‟s location. The subject
fled into an open field and was apprehended by officers with the assistance of the aircrew. Officers took
the suspect, a 16 year old USC into custody. A total of 569 lbs of marijuana was seized from the
pickup.

Rio Grande City USBP Agents seized 1,324 lbs of marijuana near
Escobares, TX. Agents seized a total of 60 bundles of marijuana in a
Chevrolet Trailblazer and a Jeep Grand Cherokee. No subjects were arrested.
HIDTA assumed custody of the narcotics and the two vehicles.
Rio Grande City USBP Agents seized 697 lbs of marijuana near La Grulla,
TX. Agents seized a total of ten bundles of marijuana abandoned in the brush.
No subjects were arrested. DEA assumed custody of the narcotics.
Rio Grande City USBP Agents seized 652 lbs of marijuana near Fronton, TX. Agents seized a
total of 40 bundles of marijuana in a GMC Sierra. No subjects were arrested. ICE assumed custody
of the narcotics.
Rio Grande City USBP Agents seized 683 lbs of marijuana near Escobares, TX. Agents seized a
total of 30 bundles of marijuana. No subjects were arrested. DEA assumed custody of the
narcotics.
McAllen USBP Agents seized 832.24 lbs of marijuana near Havana, TX. Agents seized 47 bundles
of marijuana hidden in the brush. No subjects were arrested. DEA assumed custody of the
narcotics.

Kingsville USBP Agents seized 13.8 lbs of cocaine near Sarita, TX. During a secondary inspection
of a Ford Explorer, agents seized six bundles of cocaine. Three subjects were arrested. ICE/HSI
assumed custody of the narcotics, vehicle, and the subjects.
Kingsville USBP Agents seized 17.9 lbs of cocaine near Sarita, TX. During a secondary inspection
of a Ford Expedition, agents seized seven bundles of cocaine. Two subjects were arrested. DEA
assumed custody of the narcotics, vehicle, and the subjects.
Falfurrias USBP Agents seized 2,172.75 lbs of marijuana at the Falfurrias Border Patrol
Checkpoint. During a secondary inspection of a 1997 Freightliner tractor trailer, Agents seized 137
bundles of marijuana. One adult male USC was arrested. DEA assumed custody of the narcotics
and the subject. The vehicle was seized.
Kingsville Agents seized 106.4 lbs of cocaine at the Sarita Border Patrol Checkpoint. During a
secondary inspection of a 2008 Kenworth tractor trailer, agents seized 41 bundles of cocaine. One
adult male USC was arrested. DEA assumed custody of the narcotics, the subject, and the vehicle.
USBP Agents requested assistance from DPS Air 108 in reference to searching for a
large group of suspects in the Falfurrias area. The Aircrew arrived on scene and
located the large group walking in a northeasterly direction. Aircrew guided ground
agents to their location. Agents apprehended a total of 19 suspects before the search
was concluded.

Manuel, TX. The Trooper made contact with the driver and received an implausible story
for trip and the vehicle's owner. A verbal consent to search the vehicle was requested and
granted. The vehicle was escorted to the Falfurrias Checkpoint and a free air search was
conducted utilizing a USBP K-9, which resulted in a positive alert. A search of the vehicle
revealed a total of 23 lbs of marijuana concealed behind the driver and passenger seats.

Additional information (cont) A THP Trooper conducted a traffic stop on a 2000 Chevrolet Impala on US-281 near San
Manuel, TX. The Trooper made contact with the driver and observed signs of extreme
nervousness. The Trooper also received conflicting stories regarding the destination.
Verbal consent to search vehicle was requested and consent was refused. A non-intrusive
free air search was conducted by a Edinburg PD K-9,which resulted in a positive alert. A
total of 62 lbs of marijuana in nine bundles was located concealed in a false front wall in
the trunk area.

CBP Officers at the Hidalgo POE inspected an inbound 2006 Chevrolet Equinox with TX
LPs driven by a male Mexican Citizen. A secondary inspection of the vehicle revealed
26.1 lbs of cocaine concealed in a floor compartment underneath the rear seat. The
subject was arrested and the vehicle was seized.

A Starr Co SO Deputy was advised that there were five male subjects in front of a local
lumber yard on US-83. The Deputy made contact with the subjects, but was unable to
communicate with them because they did not speak English. The Deputy requested
assistance from USBP Agents in reference to the five subjects that appeared to be of
Asian origin. Agents arrived on scene and assumed custody of the subjects.
Starr Co SO Investigators executed a search warrant at a residence on Garceno Loop in
Escobares, TX. The search revealed a total of 79.8 lbs of marijuana inside a tire and seized
$8,945 USD. Investigators arrested two male subjects for possession of marijuana and seized two
vehicles.

USBP Agents requested assistance from DPS Air 108 near the Penitas inlet at the Rio Grande.
Agents advised that several suspects carrying bundles had crossed into the US and were in the
process of fleeing back to Mexico. The Aircrew arrived on scene and observed one boat and one
raft on the Mexican side with approximately 30 suspects. The suspects were carrying bundles from
the river at two separate locations approximately 200 yards between each location on the Mexican
side. Suspects loaded the boat in one vehicle, and large number of bundles, and the raft and large
number of bundles in the other vehicle. Suspects then fled to the interior of Mexico.
DPS Air 108 was called to assist USBP Agents and the Mexican Military in a criminal search in the Rio
Grande City area, upriver of the port of entry, to locate contraband on the Mexico-side. The Aircrew arrived
on scene and located three bundles on the riverbank in an area advised by US Law Enforcement. As the
Mexican Military arrived, the Aircrew was able to lead them to the contraband. The Mexican Military
located three large bundles, and advised it was marijuana approximately 300 lbs. The Aircrew was also
requested by Mexican Military to look for an underground bunker in the area used by traffickers. The
suspected location was several hundred yards in Mexican Airspace. Aircrew utilized FLIR and NVG‟s
(Night Vision Goggles) but was unable to locate the bunker or disturbed earth.
Palmview PD K-9 Officer responded to the intersection of La Homa Rd and Expressway 83 in
reference to a motor vehicle accident. Upon arrival officer observed two vehicles, which
appeared to have been involved in a motor vehicle accident. The first vehicle, a 2003
Chevrolet Tahoe, the second a 2000 Ford Expedition. Both vehicles were unoccupied and
abandoned. Upon checking the vehicles, the officer found 88 lbs of marijuana in eight
bundles on the passenger-side floorboard area of one of the vehicles.
DPS CID Agents along with Harlingen PD Narcotics Unit initiated a joint
investigation. As a result 226 lbs of marijuana was seized co-mingled within a
load of frozen chicken. A search warrant was executed in Mercedes, TX, which
resulted in eight arrests and two seized vehicles. Agents also seized two
handguns. The marijuana was destined for Dallas.

Hidalgo Co Const. Pct. 3 Deputy attempted to conduct a traffic stop on a 2001 Dodge Ram
1500 pickup after observing rope-bound bundles inside the truck‟s cab. Deputy also noticed a
section of carpet covering something in the bed of the truck. The driver refused to stop and a
pursuit ensued. The driver bailed out, but was apprehended a short time later. A few minutes
later, a passenger car that was trailing the pickup passed by and a traffic stop was conducted
on the vehicle by La Joya PD. The female driver admitted that her husband was the driver of the pickup.
She was also taken into custody. A search of the pickup revealed a total of 734.5 lbs of marijuana inside
the cab and bed areas. Both vehicles were seized and the drivers of both were charged with Possession
of Marijuana. They were both found to be citizens of Mexico and were illegally in the US.ANALYST NOTE: See Laredo JOIC note on tandem-travelling vehicles.
A THP Trooper conducted a traffic stop on a 2003 Ford Focus on FM-755 near La
Gloria, TX. The Trooper made contact with the driver and observed several criminal
indicators. A verbal consent to search the vehicle was requested and granted. The
search revealed 164 lbs of marijuana in 64 bundles concealed in a false floor area.
The driver was arrested.
A THP Trooper conducted a traffic stop on a 2003 Dodge van on US-77 near
Raymondville, TX. The Trooper made contact with the driver and observed several
criminal indicators and extreme nervousness. A verbal consent to search the vehicle
was requested and granted. The search revealed 12.125 lbs of cocaine in five bundles
concealed in the engine‟s intake. The driver was arrested.
DPS CID Agents obtained information regarding the transportation of marijuana in a
commercial motor vehicle. Agents identified the possible load location for the commercial
motor vehicle and conducted surveillance. Agents also discovered that McAllen ICE also
had similar information. A DPS Trooper conducted a traffic stop on 2001 Kenworth truck.
As a result of the joint investigation, 2,827 lbs of marijuana was seized. The marijuana
was commingled within a load of limes inside the commercial motor vehicle.

Additional information (cont) Texas Parks and Wildlife Game Warden was patrolling in the vicinity of 14 Mile Rd and Jarachinas
Rd in western Hidalgo Co and observed a spot light to the east of his location. The Warden
investigated the suspicious activity. The vehicle was a white Ford F-250 with Texas exempt license
plates. The Warden attempted to make contact with the driver of the vehicle and a pursuit ensued.
The vehicle came to an abrupt stop and four male subjects bailed out and fled northwest. The two
subjects exiting the rear doors were both armed with rifles. The Warden received assistance
from Hidalgo Co SO and DPS Air 108. A rifle w/ scope was located near the vehicle. A freshly killed
deer was found in the bed of the vehicle. A second rifle w/ scope was found by the HCSO K-9 in an
orchard, north of the vehicle. No subjects were located. The truck was reported stolen from the
“City of Mission” in October 2011. The back seat had been completely removed indicating a
strong probability that the truck had been or was going to be used as a load vehicle. A camo
hunting vest in the back seat was found with the letters CDG (Cartel del Golfo) spray-painted on the
front and back.

attempted to conduct a traffic stop.
When the suspects refused to stop,
Palmview PD Officers engaged in a
pursuit, and during the pursuit the
suspect vehicle rammed a Palmview
PD unit, disabling it. A Palmview PD
Officer fired several rounds at the
suspect vehicle, but did not disable
the suspect vehicle. The suspect
vehicle then sped off and attempted
to jump an irrigation canal. Two
suspects bailed out of the vehicle and
ran in a northeast direction where a
Dodge Charger picked up the driver.
A total of 699 lbs of marijuana was
recovered from inside the vehicle.
The interior of the vehicle had been
gutted out, the windows were spray
painted and the letters “CDG” written
on one side. CDG is a common
acronym for “Cártel del Golfo.”

The RGV Unified Command agencies were responsible for the seizure of over 25,000 lbs of
marijuana for this week. This is a 25% increase from last week. Cocaine seizures increased from
32.45 lbs reported last week to 208.97 lbs this week. A total of 74.98 lbs of Methamphetamine was
seized in the last week. There were no Heroin seizures for the week. Currency increased to a total
of $57,207 USD.
The USBP, CBP OFO, DPS Aviation, DPS THP, Texas Rangers and CID, Starr Co SO, Hidalgo Co
SO, Hidalgo Co Constable Pct 3, Rio Grande City PD, Edinburg PD, Hidalgo PD, and Palmview PD
contributed significantly to the narcotic and currency seizures.
Illegal Alien apprehensions increased for the reporting period up from 1,004 last week to 1,139 this
week. The OTM count decreased from last week to a total of 436.
The Mexican Military engaged in several gun battles with the drug cartels in the cities of Matamoros
and Reynosa. The Mexican authorities continued its crackdown on cartels through increased
patrols in the western corridor to target Zeta factions in the cities of Nuevo Guerrero, Ciudad Mier,
and Camargo. On 6 DEC 2011, The military reported a major shootout a few miles south of the
Veterans Bridge in which three cartel members were confirmed dead and several other DTO
injuries.
The USBP International Liaison Unit and the Mexican Military collaboration has resulted in the
arrest of DTO members and seizure of numerous tons of marijuana near the international border.
Mexican Army Aviation and ground units have responded to locations near the Rio Grande River
after intelligence and information was disseminated. This exchange has proven invaluable to
operations.

San Patricio Co SO recovered the body of a female in the trunk of a car at an apartment
complex in Sinton. The boyfriend of the victim was a confirmed leader in the MEXICAN
MAFIA street gang and is the suspect in the murder. The female victim was reportedly killed
at a different location and later brought to the apartment where she was found. The gang
leader was arrested and charged in her murder.
DPS CID working in Nueces Co, assisted by Nueces Co Constables and Corpus
Christi PD, seized 1.781 lbs of cocaine concealed under the passenger seat of a 2008
Dodge Charger during an interdiction operation. The operation resulted in the search
of two residences and an additional vehicle. The male driver of the Dodge was a
confirmed TANGO BLAST gang member.

CBP Marine assisted by US Border Patrol and Aransas Pass PD
seized 0.12 lbs of marijuana and 0.38 lbs of heroin concealed in a
boat in Aransas Pass. Three male subjects were traveling outbound in
the Aransas Pass Channel towards the Harbor Island intersection.
Seguin PD seized 12.1 lbs of marijuana and $881 USD concealed in a plastic trash bag
in the seat of a 2004 Chevrolet Trailblazer during a traffic stop on IH-10W. The male
driver was from Luling, TX.
Seguin PD seized 3.88 lbs of marijuana concealed in a plastic bag in the pocket of a
sweater in a 2000 Chevrolet Blazer during a traffic stop on SH-123 Bypass.

On 08 DEC 2011, CBP OFO Officers-Corpus Christi, TX, CBP Marine
Agents, CBP Border Patrol, and HSI Agents boarded the sea-going oil
tanker, SANKO VENTURE to conduct an inspection of the crew and
vessel. Found aboard were two Colombian national stowaways and
about 100 lbs of illegal narcotic contraband (cocaine, heroin and personal use marijuana). Prior
vessel arrivals from Venezuela to Corpus Christi, TX and Lake Charles, LA had been found with
Colombian stowaways and illegal narcotic contraband (cocaine). The contraband and stowaways were

found in the stern/rudder compartment (trunk) of the vessel, which has direct
access to the water. The stowaways were wearing wet suits and the narcotic

Texas DPS unveiled the first boat in a fleet of six 34-ft shallow
water interceptors that will begin patrolling the Rio Grande
River and international lakes in early 2012. DPS will name
each of the six vessels in honor of a fallen Trooper. The newly
formed Highway Patrol Tactical Marine Unit will eventually
number 40 DPS officers. The team will work in coordination
with local and federal law enforcement agencies and provide
assistance as needed. Four machine gun turrets and night
vision cameras mounted on the vessels will assist with
interdicting drugs.

Coastal Bend JOIC’s Sector Assessment
Marijuana seizures showed an increase in the Coastal Bend Sector over the last reporting period
from 27.941 lbs to 1,091.83 lbs. There was also an increase in cocaine seizures from 44.136 lbs to
171.5 lbs. Three currency seizures totaling $1,511 USD was a decrease from $2,291 USD reported
in the Coastal Bend Sector last week. Criminal, fugitive, and gang-related arrests showed
decreases. IA referrals and absconds increased during this period.
A review of the Falfurrias Checkpoint on US-281N indicated that between December 1 and
December 7, 2011 there were 3,299.45 lbs of marijuana and no cocaine reported seized. This is an
increase from last week‟s total of 126.6 lbs of marijuana, but a decrease form 32.45 lbs of cocaine
reported seized. Three tractor trailers were found with marijuana loads totaling 29.50 lbs,
attempting to pass through the Falfurrias Checkpoint. No commercial buses were found with
contraband at the Falfurrias Checkpoint during this period.
A review of the Sarita Checkpoint on US-77N indicated that 93.8 lbs of marijuana and 138.11 lbs of
cocaine was reported seized. This was an increase from last week‟s total of 61.8 lbs of marijuana
and no cocaine reported seized. One tractor trailer was found with a load of cocaine totaling 106.4
lbs attempting to pass through the Sarita Checkpoint. No commercial buses were found with
contraband at the Sarita Checkpoint during this period.
US-59N, US-281N, US-77N, IH-10W, and SH-123 Bypass were locations of major narcotics and
currency trafficking events during the previous two reporting periods.

29 NOV 2011 - While conducting surveillance on a separate and unrelated investigation, CID
Agents in Texas City observed a suspect enter a public post and parcel store with a package that
appeared to be consistent with those used to conceal and ship narcotics. The package was
secured and Houston PD Officer and K-9 gave a positive alert. A search warrant was obtained and
as a result, 15.35 lbs of marijuana was seized. The package was destined for Peoria, IL.
03 DEC 2011: THP Centerville conducted a routine traffic stop on a 1999 Lincoln Navigator, bearing AR
registration. A consent to search revealed 8 lbs of marijuana concealed inside the spare tire. The marijuana
was traveling from Houston, TX to Little Rock, AR.

03 DEC 2011: THP Sealy conducted a routine traffic stop on a 1994 Ford pickup, towing
a homemade tar trailer and boiler, both bearing TX registration. Criminal indicators were
observed and the vehicle was moved to a city yard in order to perform a probable cause
search. With the assistance of Sealy PD, Austin Co SO and CID-Houston, there was an
extensive examination of the trailer, and the discovery of five bundles of marijuana,
totaling 188 lbs in a void beneath two inches of tar in the trailer. The vehicle was
traveling from Corpus Christi to Houston, TX.

A rancher in Jim Hogg Co has provided
images from his own wildlife camera of
illegal traffic on his property, and has also
documented and provided images of
multiple locations where his fence has
been cut and of multiple dead bodies. In
early AUG 2011, his cameras recorded
three individuals walking on the property,
with one of the men obviously struggling,
most likely due to the heat. On 24 NOV

The weapon of choice among the Mexican cartels has increasingly become the
fragmentation grenade which has a blast radius of up to 200 meters. The first
registered grenade attack occurred in Tonala, Jalisco in AUG 2005. Since then,
there have been 159 attacks using grenades which resulted in 118 deaths and
588 wounded. Between JAN and SEPT 2011, there have been 88 grenade
attacks; a 2,000% increase from 2005 and doubled the total numbers in 2010.
Over the last five years, Mexican authorities have seized over 10,000
grenades. Reports have indicated that the increase in grenade usage may be
due to accessibility and ease of use. Grenades also have greater
psychological impact resulting in mass confusion, fear, and also providing
more time for escapes. On 28 AUG 2011, one day prior to the arson at Casino
Royale in Monterrey which killed 52 people, there were grenade attacks on two
casinos in Reynosa and Saltillo. On 27 SEPT 2011 in Tamaulipas, there were
seven grenade attacks in a 24-hr period. Almost all occurred in public locations
such as: bars, night clubs, salons, pedestrian pathways, shopping centers,
parking garages, highways, and town squares, as well as Police Stations,
State Attorney General‟s Office, and the Federal Electric Commission
headquarters. According to a security specialist, the geographic distribution of
grenade attacks correlates to the worsening clashes between Los Zetas and
rival groups in the northwest region of Mexico.

tortured before he was shot to death was discovered in colonia Lomas
de Poleo. A plastic bag was taped over his head and his hands and feet
were bound with the same tape.
CD. JUÁREZ – On 02 DEC 2011, the nude body of a man
was dumped on the side of the road in colonia Kilómetro 20.
The body displayed signs of torture and gunshot wounds. The
victims hands and feet were bound and tape was wrapped
around his head.

wounded after gunmen ignited a tear gas grenade inside
the “Simpsons” billiard hall and bar located in colonia La
Cuesta. The victims were shot as they ran out of the bar,
and the gunmen fled in several vehicles.

killed and his mother and sister wounded after gunmen
entered their home located in colonia México 68. Another
male victim was kidnapped from the location.

CD. JUÁREZ – On 04 DEC 2011, the body of a woman was
discovered in colonia revolución Mexicana. The victim was
gagged and her hands and feet bound. She had at least one
gunshot wound in the head.
CD. JUÁREZ – On 05 DEC 2011, the mutilated upper body of a
man was discovered inside a barrel in front of a car wash
located in the Del Real sub-division. The victim‟s head, upper
torso, and arms were located inside the barrel.
CD. JUÁREZ – On 06 DEC 2011, a woman was shot and killed on
the sidewalk in colonia Campesina. The victim had four bullet
wounds to the head. Six shell casings were recovered from the
scene.
CD. JUÁREZ – On 06 DEC 2011, three males were shot and
killed after gunmen entered a residence in colonia Manuel Valdez.
Two of the victims were minors. One victim was shot while trying
to run away. At least twenty shell casings in several cals were
recovered from the scene. Witnesses stated the gunmen escaped
in several vehicles, including a black Chevrolet Blazer.

CD. JUÁREZ – On 02 DEC 2011, a clash between suspected
members of opposing groups left one person seriously injured in a
residential area located west of the city. The incident ended near
the intersection of Delicias and Jiménez streets in colonia 9 de
Septiembre, where witnesses said a grenade was tossed into a
vehicle and exploded after a number of gun shots were exchanged
between occupants of several vehicles. State police investigators
in the area witnessed a pursuit during the incident and radioed for
backup. One injured man was located inside a car riddled with
bullets that had crashed into a house. Municipal police identified
the man as an ex-commandante of the defunct State Judicial
Police. An abandoned Toyota SUV without license plates, an AK-
47 rifle, and over fifty shell casings were located at the scene. No
other suspects were located.

NUEVO LAREDO – On 01 DEC 2011,
Mexican soldiers have confiscated more
than a ton of marijuana hidden in a tractor
trailer at one of the international bridges at
Nuevo Laredo, across the border from
Laredo, TX. The Mexican military says the
army arrested the driver. Also on 01 DEC,
the US government delivered inspection
technology and a surveillance plane to
help Mexico's navy fight drug cartels.
The equipment is part of the Merida
Initiative, a program for which the US
government has spent $1.4 billion since
2008 in helping Mexico and Central
American nations counter drug trafficking.
MICHOACÁN - Mexican authorities say they have seized 226 tons (205 metric
tons) of a chemical used in synthetic drugs in a Pacific coast port. On 08 DEC
2011, Mexico's Navy stated that the methylamine was found over several days
this month in the port of Lázaro Cárdenas. It says authorities found the chemical
in 11 containers shipped from China. The final destination was Puerto Quetzal,
Guatemala. Mexico has banned imports of several chemicals to thwart
methamphetamine production. The US government says Mexican traffickers are
the main suppliers of synthetic drugs to the US. ANALYST NOTE: In AUG 2011,
Mexican authorities intercepted a shipment of 17,760 kg of the meth precursor chemical
2-ethyl phenyl acetate at the Port of Lázaro Cárdenas, which originated in Jawaharlal
Nehru, India and was also destined for Puerto Quetzal, Guatemala.

Petroleos Mexicanos (Pemex) claimed that more than 2.4 million barrels of
oil had been siphoned off from company facilities in the first nine months of
2010. This amounts to a 61% increase from the same period in 2010, when
less than 1.5 million barrels were taken. Meanwhile, the oil company reportedly
caught 100 individuals in the act of stealing fuel, 96 of whom were arrested.
The upsurge is likely due to Mexican criminal groups broadening their criminal
portfolios to include oil theft. According to Pemex„s press release, the company's pipelines have been
"practically taken over by bands of organized criminals linked to heavily armed groups." The Mexican
government has raised the alarm over oil theft over the past several years, claiming that it costs the
country some $1 billion per year in lost revenue. but while the phenomenon has largely been blamed on
the criminal elements involved in the country's "drug war," much of the problem comes from internal
corruption. As a MAR 2011 report on the issue published in the Journal of Energy Security notes, "on
some levels Pemex is not just a victim of oil-thieving DTOs; sometimes, it„s directly involved." This was
illustrated in FEB 2010, when the army seized 4 tons of marijuana at a Pemex facility in the northern state
of Tamaulipas.
On 04 DEC 2011, Mexican marines discovered seven bound and gagged
unidentified males, who were executed and their bodies abandoned in
the colonia Adolfo Lopez Mateos of Veracruz. According to authorities no
message was left with the bodies, some of which showed evidence of
torture. Unconfirmed reports posted on at least one social media website
stated that according to witnesses state police officers were responsible
for the execution of the seven men.

MONTERREY – On 05 DEC 2011, Emmanuel Almaguer Perez, the police
chief of Saltillo, the capital of the state of Coahuila, and his 11-yr-old son
were killed by gunmen with assault rifles. The shooting occurred hours after
three people were gunned down at a bar in Torreon, another city in
Coahuila. The Gulf cartel and Los Zetas are the main drug trafficking
organizations operating in Coahuila. Los Zetas, considered Mexico„s most
violent drug cartel, mainly operates in Tamaulipas, Nuevo Leon, Coahuila
and San Luis Potosi states. The two cartels have been fighting for control
of smuggling routes from northern Mexico into the US.

According to data from Mexico‟s National Human Rights
Commission (CNDH), bodies have been discovered in 310 mass
graves across the country. In general, the states where these
clandestine graves are found, have the most drug-related
violence, leading to the sites being referred to as "narco-graves."
The largest burial sites have been found in Tamaulipas,
Chihuahua, Nuevo Leon, Durango, Guerrero, Morelos, Coahuila,
Veracruz, Michoacán and Oaxaca. Perhaps the most famous
narco-grave discovery took place in AUG 2010, when officials
found the bodies of 72 Central American migrants buried in a
series of graves in San Fernando, Tamaulipas.
On 05 DEC 2011, federal and state authorities
announced the capture of ten Gulf Cartel gunmen
responsible for the murders earlier this year of
patrons in two bars linked to retail drug sales by
Los Zetas. Three patrons were killed in the Cafe
Iguana in MAY 2011 and twenty patrons were
murdered in the Sabino Gordo nightclub in JUL.
Both bars allegedly served as "narcotienditas,"
where drugs were on sale to the public. Also
seized during the arrests were 10 rifles, 64
magazines, 3 grenades and 5 vehicles.

Total Marijuana seizures were 32,449.63 lbs this week, an increase from
27,522.7 lbs last week. The largest single seizure occurred in the RGV Sector
where DPS CID Agents seized 2,827 lbs of marijuana comingled within a load of
limes from a 2001 Kenworth tractor trailer. There was a second comingled load in
the RGV Sector where CBP Officers at the Pharr POE seized 2,482.4 lbs of
marijuana comingled with a load of broccoli from a 2001 Kenworth tractor trailer
with Mexican license plates. Also in the RGV Sector at the Pharr POE Import lot,
CBP Officers seized 2,331.8 lbs of marijuana discovered in the floor area of a
1993 International tractor trailer. This is the first occurrence reported in the BOSA

Concealment in Wood Furniture
During this reporting period in the El Paso Sector, CBP-OFO
Officers at the Ysleta POE Cargo Facility seized 1,421.84 lbs
of marijuana that was concealed within a shipment of furniture
inside a trailer pulled by a 2000 Freightliner tractor. On 23
SEPT 2011 in Mexico, Mexican soldiers arrested an individual
in possession of 104.7 kg of marijuana at a checkpoint located
in Samalayuca, Chihuahua. The marijuana was distributed
within 220 packages, and hidden in the interior of wood
furniture the individual was transporting. To date, four similar
incidents have occurred in the Laredo sector.
SamalayucaIn JAN 2011, the BOSA reported on four seizures of marijuana
concealed in wood furniture in the Laredo Sector. On 28 NOV
2011 in the Laredo Sector, CBP/OFO Officers at the World
Trade Bridge seized 2,495.45 lbs of marijuana located within a
wooden ottoman and a loveseat from a 1996 Tractor Trailer.
On 05 APR 2011, CBP-OFO at the World Trade Bridge seized
2,341.3 lbs of marijuana concealed inside wooden ottomans
from a 2000 International tractor/trailer. On 13 JAN 2011 CBP-
OFO Officers seized 2,467 lbs of marijuana at the Colombia
Solidarity Bridge in Laredo. The marijuana was comingled with
wooden furniture inside of a tractor/trailer rig. On 07 JAN 2011,
CBP-OFO Officers at the World Trade Bridge in Laredo seized
2,832.94 lbs of marijuana and 87.78 lbs of cocaine concealedwithin wooden dressers.

Cocaine seizures were 429.69 lbs this week, an increase from 136.11 lbs last week. The largest single
seizure occurred in the Coastal Bend Sector where San Patricio Co SO seized 130 lbs of cocaine
comingled with a load of chayotes (type of squash native to Mexico) in a semi trailer, towed by a 2001
Peterbuilt tractor truck, driven by a confirmed member of the VALLUCOS gang traveling on US-77N from
Mission, TX, to Houston, TX. Smugglers commonly comingle marijuana with produce. The total estimated
street value for reported cocaine seizures totaled $12.7 million.
Heroin and methamphetamine seizures for this week‟s reporting period totaled 19.94 lbs and 76.22 lbs
(valued at $2.9 million), respectively. In the Laredo Sector, Laredo PD Officers in the Colinas Dr area
recovered 4 bundles of heroin with a total weight of 19.2 lbs. In the RGV Sector, CBP Officers at the Pharr
POE seized 22.35 lbs of methamphetamine concealed in the trunk area from a 2004 Chevrolet Impala.

Bulk currency seizures totaled $213,594 USD this week, a decrease from $757,513 USD last week. The
largest single seizure occurred in the Laredo Sector where Laredo PD Officers seized $150,100.00 USD,
wrapped in black packages concealed inside a hidden compartment of a 2008 Nissan traveling on IH-35.
The street value of all contraband seized this week represents a loss to Mexican DTOs
and the criminal networks that support them of approximately $34.5 million.
Illegal Alien apprehensions increased from 1,843 last week to 1,864 this week. OTM apprehensions
decreased from 938 last week to 649 this week. There was four ASIC apprehensions: three from
Bangladesh in the Laredo Sector and 1 from Sudan in the El Paso Sector.
