    uni/ue vulnerability of children, including the ris1 of torture or ill-treatment in

    detention and $tates obligation of due diligence to afford children heightened

    measures of protection against torture and other forms of ill-treatment, children must

    be sub?ect to sentences that promote rehabilitation and re-entry into society'
