On 6 October 2015, Council approved the proposal for Councillor Oke to travel to Paris, France to participate in COP21. Key issues 3. Councillor Oke represented the City of Melbourne at COP21 through her role as Chair of ICLEI - International Council for Local Environmental Initiatives (ICLEI) Regional Executive Committee, member of the Global Executive Committee and President of the World Secretariat Board. 4. ICLEI played a central role at COP21 in raising the profile of local and subnational governments. This included numerous high-level events with partners from China, the European Union, the United States, United Nations agencies and the UNFCCC. ICLEI also held daily briefings on the negotiations for the Local Governments and Municipal Authorities (LGMA) Constituency and led the drafting and delivery of interventions to national negotiators. 5. Whilst in Paris, Councillor Oke acted as a Local Government Ambassador, assisting with advocacy activities, a role she performed at COP15 in 2009 and COP16 in 2010. 6. Councillor Oke, in her capacity as Chair of the ICLEI Executive Committee and President, ICLEI eV Bonn also participated in meetings of the Global Executive Committee, ICLEI Council and Board. 7. Councillor Oke made presentations at a number of key events and held meetings with a range of international delegates. These provided further opportunities to promote the initiatives and programs being advanced by the City of Melbourne. Further detailed information is contained in Attachment 2. 8. Attendance at COP21 allowed the City of Melbourne to participate in an international forum which achieved an international accord aimed at limiting global warming to well below 2 degrees Celsius, with the intent to pursue a 1.5 degree target. Through this agreement, local and subnational governments were recognized as essential players in fast tracking transformative action in the urban world. Recommendation 9. Purpose and background

1. To report to the Future Melbourne Committee on the travel undertaken by Councillor Cathy Oke to Paris, France associated with the 2015 Conference of the Parties to the United Nations Framework Convention on Climate Change (COP21) for the period 30 November to 11 December 2015.

2. On 6 October 2015, Council approved the proposal for Councillor Oke to travel to Paris, France to participate in COP21.

Key issues

3. Councillor Oke represented the City of Melbourne at COP21 through her role as Chair of ICLEI - International Council for Local Environmental Initiatives (ICLEI) Regional Executive Committee, member of the Global Executive Committee and President of the World Secretariat Board.

4. ICLEI played a central role at COP21 in raising the profile of local and subnational governments. This included numerous high-level events with partners from China, the European Union, the United States, United Nations agencies and the UNFCCC. ICLEI also held daily briefings on the negotiations for the Local Governments and Municipal Authorities (LGMA) Constituency and led the drafting and delivery of interventions to national negotiators.

Finance

1. The cost associated with participation by Councillor Oke was $7862.09. This includes airfare ($4381.82) accommodation ($2667) and incidental costs ($813.27).

Conflict of Interest

2. No member of Council staff, or other person engaged under a contract, involved in advising on or preparing this report has declared a direct or indirect interest in relation to the matter of the report.

Relation to Council policy

3. The Manager Governance and Legal has confirmed that the travel costs accord with the requirements of the travel guidelines outlined in the Councillor Expenses and Resources Guidelines.

4. Councillor Oke’s participation at COP21 supported Council advancing the delivery of Eco-City, Knowledge, Connected and Prosperous City goals.

Environmental sustainability

5. City of Melbourne involvement in COP21 allowed Councillor Oke to participate in discussions that further Council’s sustainability objectives and promotes Melbourne’s reputation as a global leader, supporting the Future Melbourne goal of an Eco City.

6. The purchase of carbon offsets reduced the carbon emissions impact of the flights.

KEY ACTIVITIES, BENEFITS AND OUTCOMES

21ST Conference of Parties (COP21), Paris, France, November - December 2015

Whilst attending COP21, Councillor Oke participated in a number of meetings, presentations and facilitated sessions which provided an opportunity to exchange ideas and promote City of Melbourne initiatives and programs. These included the following key engagements:

Tuesday 1 December

10am – 11am International conference hosted by UNESCO: Water, Mega Cities and Global Change – Welcome Session

As the first conference devoted to the theme of water in megacities, this event brought together researchers, water service providers for large cities, politicians and representatives of leading civil society organisations, to take stock of current knowledge, share innovative experiences and discuss the variety of approaches for the management and the role of water in existing and emerging megacities. The goal of the conference was to create a new cooperation network between these megacities in the field of water.

During the Welcome Session, Councillor Oke spoke on the key role of local government in dealing with a changing environment and the importance of a strategic approach.

Other speakers included:

Jean-Claude Deutsch, President of the Association of the Water Researchers, Operators and Local Governments from the Paris Region (ARCEAU)

Celia Blauel, Deputy Mayor of Paris Naoko Ishii, CEO & Chairperson, Global Environment Facility Anthony Cox, Deputy Director, Environment Directorate of the OECD Daniel Marcovitch, President of the Territorial Commission Rivers of Ile-de-France Outcomes: Councillor Oke participated in a UNEP video with other keynote speakers on the importance of water management in megacities; met with Cynthia Rosenzweig Co-Director of Urban Climate Change Research Network (UCCRN) Columbia University about their Climate Change and Cities Second Assessment Report; discussed ICLEI’s women leaders’ network with Deputy Mayor Blauel.

2pm – 3pm Water, Mega Cities and Global Change – Roundtable ‘Financing the Climate Change Adaption’

Roundtable discussion with: Water Division of World Bank Green Fund French Agency Development Global Environment Fund

Outcomes: discussed a way forward for Cities via C40 and ICLEI to apply for Global Environment Facility (GEF) funds.

Wednesday 2 December

4pm – 6pm COP21 UNFCCC Blue Zone – Korean Pavilion Session ‘Taking actions for low carbon lifestyles to achieve 2°C target’

This COP21 session, hosted by the Republic of Korea, brought together policy makers at national and local levels, experts, IGOs, NGOs and business people in order to explore greenhouse gas emission reduction impacts and potentials of low carbon lifestyles. The event included identification and discussion of effective policy tools and a panel discussion on how best to scale up low carbon lifestyles through increased collaboration.

Councillor Oke presented the City of Melbourne’s policies and initiatives that promote low carbon lifestyles.

Thursday 3 December 11am – 1pm COP21 UNFCCC Blue Zone – French Pavilion Session ‘Paris Saved from the

Waters: Flood Prevention’

This urban resilience session, hosted by France, focused on the measures that Paris is adopting to protect the city against the risk of a major flood, similar to the flood of the Seine River in 1910.

Frederic Molossi, President of the Seine Grand Lacs Laurent Montador, Executive Vice-President of Caisse Centrale de Reassurance Councillor Oke provided comment on the actions and approach for managing extreme weather, as outlined by Paris, from the perspective of the City of Melbourne.

Outcomes: gained understanding of extreme weather event effects on a mega city such as Paris, met with police department who co-ordinate community education campaigns about what to do in an extreme flooding event, via their PLOUF program www.plouf75.fr

Friday 4 December 8.45am – 9.45am Paris Climate Summit for Local Leaders – Opening Ceremony

The summit, co-hosted by Anne Hidalgo, Mayor of the City of Paris and Michael R. Bloomberg, the UN Secretary-General’s Special Envoy for Cities and Climate Change, was the largest global convening of mayors, governors and local leaders focused on climate change. The aim of the summit was to help ensure that the voices of local leaders are heard and city efforts recognised during the international negotiation process, in order to reach a legally binding agreement that enables all to combat climate change effectively.

Ambitions’ Councillor Oke, as facilitator, participated in this session that aimed to recap climate advocacy achievements since 2007 and to initiate dialogue on next steps for climate advocacy of local and subnational governments. Outcome: visited Palais de Tokyo to see EXIT http://www.artcop21.com/events/exit/ Connection to City of Melbourne open data policy and sustainability in the Arts programs. Uses statistical information to represent migration and economic and contemporary politics through changing climate.
