(1) NUMBER OF ESTATES .UNDiiR MANAGEMENT.

Northern Division.-At the beginning of the year under report, there were 21 estates (2 large and ,19 small) unda; management. One small estate in Ahmedabad was taken under management, while four small estates (1 in Ahmedabad, 1 in Kaira and 2 in Broach) were released from management. The year thus closed with 18 estates under management (2 large and 16 small).

Central Division.-At the beginning of the yeat· there were 17 estates {1 large and 16 small) under mana~ement. One small estate was added during the year while 4 small esta.tes-1 in Nasik and 3 in West Khandesh-were released from management on account of the minors having attained majority. Thus the year

' closed with 14 estates under management (1 large and 13 small). Out of the 14 estates statistics regarding the Vani Deshpande estate in. the Nasik District, which was taken under management during the . year of report, are not yet available. Statistical information in regard to the remaining 13 estates (1 large .11nd 12 small) is given in the accompanying three statements.

Southern Division.-The year began with 30 and closed with 33 estates under management (1 big and 32 small), the three new estates having been taken in Belgaum.

(2) INOO~Ii. · Northern Division.-The total gross income of the estates during the year amounted to Rs. 95,223 against Rs. 64,354 during the preceding year. The increase is chiefly due to the fact that in the last return receipts of the Jhanor estate (Broach District) for only four months of the year were included as the estate was taken under management at the end of March 1924. Tp!'fe was no appreciable difference in any other estate under management.

Central Division.-The gross income of the estate's amounted to Rs. 2,10,285 a~ainst Rs. 3,78,102 in the preceding year. The decrease is mamly due to the foot that in the case of the Sholapur Bhaiyya estate .loans to the extent of Rs. 94,337 were recovered during the year against the recoveries under the same head of Rs. 2,65,857 in the preceding year. .

Southern Division.-The total gross income rose from Rs. 65,B93 to Rs. 99,262. The increase was partly due to the addition o~·~ew

(3) EXPENDITURE.

Nm·them Division.-The total gross expenditure of the estates under management was Rs. 78,7 55 against Rs. 46,736 during the last year. The increase is due to the inclusion in the last year's statement of the expenditure of the Jhanor estate for four months only. In the statement for 1924-25 the expenditure for the whole year has been included.

Central Division.-The gross expenditure amounted to. l!s.l,ll,227 against Rs. 70,397 in the previous year. The increase is mainly due to the fact that debts amounting toRs. 53,805 were paid from the Bhaiyya estate during the year against Rs. 18,869 repaid during 1923-24. ·

Soutll.em Division.-'rhe total expenditure amounted toRs. 54,769 against Rs. 47,509 in the previous year. Tbe increase was mainly shared by Belgaum (Rs. 4,442) and Dharwar (Rs. ll,ll7). In Belgaum the rise was due tcr-

(t) payment of maintenance allowances wlrich were in arrears ; ·

(ii) payment of maintenance allowances to the proprietors of new estates; and ·

(ii~) litigation expenses.

In Dharwar the foJiowing unusual items of expenditure account · for the increase of Rs. 3,117- ·

Rs. 1,617 liquidation of debt, , 950 payment of suspended revenue, , 550 marriage and thread ceremony expenses.

Slight changes in expenditure in other districts call for no remarks.

(4) COLLECTION OF ESTATE DUES.

Northern Division.-Out of t.he total demand of Rs. 68,597, Rs. 49,406° were collected, Rs. 4,199 were written off, leaving a balance of Rs. 15,002 (Rs. 2,302 ont of the current demand and RB. 12,700 out of the arrears of former years). Of these Rs. 135 have been converted into decrees and Rs. 538 represent authorized and Rs. 14,3~9 t!DIIUthorized arrears. ·

Central Divis~.-The total demand including arrears was Rs. 33,949 of wh.1ch Rs; 25,296 .were collected in the year of report and Rs. 902 wrttten off as Irrecoverable leaving a balance of

Rs. 7,751. Detailed reasons for arrears of Rs. 7,191 which are confined to three est~tes are given below:- Shanhr s.

account of house rent which is generally due at Diwali, i.e., in the month of October. ·

2,115 Of these arrears Rs. 4 76 have been converted into bonds. Of the balance of Rs. 1,639 Rs. I ,124 have been suspended under the Land Revenue Code rules a!ld applications for assistance under section 86, Land Revenue Code, have been made for the remaining sum.

1,815 Assistance decrees have been obtained for Rs. 1,238 and applications have been made for assistance for the recovery of the remaining dues.

Southern Divisum.-Out of the total rental demand of Rs. 68,911, Rs. 60,758 werA collected and Rs. 1,703 were written oft leaving a balance of Rs. 6,257 after taking into accJunt' Rs. 254 collected in advance during the preceding year and Rs. 61 on account of over­collections. In Ka.nara a balance of Rs. ·780 is due as per Civil Court decrees, the execution of which is in progress. Steps for recovery of arrears in Belgaum, Bijapur, Dharwar and Kolaba are being taken. In Ratnagiri the rental demand was collected in full. The collection work was satisfactory. -

(5) GOVERNMENT REVENUE, CESSES AND RENTS.

Northern Division.-All Government dues ordered to be paid were paid in full during the year under report.

Central Division.-AII Government dues were paid by the estates. Southern Divisio11.-AIJ Government dues were paid.

(6) CosT OF MANAGEMENT.

Northern Division.-The total cost ol management amounted to Rs. 5,588 or 5·86 per cent. of the total gross income against Rs. 4,5Hl or 7·0 11er cent. in the previous year.

Central Division.-The total cost of management amounted to Rs. 10,130 or 4·8 per cent. of the total gross income against Rs. 11,076 or 2·9 per cent. in the previous year. Out of Rs. 10,130 the large estate of the minor Bhaiyya of Sholapur is alo:me

responsible for Rs. 8,827 which is, however, 4·8 p"r cent. of its gross income.

Southern Divisi011.-The total cost of management amounted to Rs. 8,049 or S·ll per cent. of the total gross income against Rs. 5,293 or 8·03 per cent. in ~he previous year. The incidence of cost exceeded 10 per cent. only In Kolaba. (14'3).

(7) ADVANCES TO CULTIVATORS,

Northm~, Central and Southern Divisions.-No advances were granted to cultivators during this year.

(8) SPECIAL ScHEMES FOR MANAGEMENT,

Northern Divisian.-All the estates, except one in Apmedabad which WlloS leased, were managed departmentally.

Central and Southern Divisicns.-No special scheme was framed or undertaken.

(9) MAINTENANCE AND EDUCATION OF MINORS.

Northern Division.-Tbe total gross expenditure under this head amounted to Rs. 10,668 ·against Rs. 10,291 in the preceding year.

There were 16'male (3 in Ahmedabad, 8 in Broach, 4 in Ka.ira and 1 in Sure.t) and 2 female minors ( 1 in Ka.ira and 1 in Broach).

Of the sixteen male waros :-(1)' 1 is below school-going age. (2) 6 are receiving education as under :-

3 in vernacular schools. 2 in Anglo-vernacular schools. 1 in Wilson College at Bombay.

6 (3) 5 are learning agricultural work. (<!} 3 have completed their education11ol course. (5) ~ has joined Government Service.

16 Of the two female wards, the one at Broach is receiving verna­

cular education at home ; a female teacher has been employed for this purpose. ·

Central Division.-Out of the 14 estates the minors of the two estates in Ahmednagar are under the care of their near relatives and no expenditure is incurred from the estate funds on their account. All reasonable demands for the maintenance and .up· bringing of the remaining minors continued to be satisfied.

There were in al119 wards-18 boys and 1 girl. Of the former 10 are reported to be receiving education-S in English schools and the rest in local vernacul¥ schools.

Southern Division,-All reasonable demands for the maintenance of the minors and their relations dependent upon them continued to be satisfied.

Of the 42 minors, 38 are males and 4 females. Of the 38 males 5 are above school-going age. 2 have left school.

15 are attending English schools. 12 are attending primary schools.

2 are receiving Collegiate education. 2 are below school-going age.

(10) REPAYMENT OF DEBTS AND EXISTING LIABILITIES.

Northern Division.-The debts due by the estates on the assump­tion of management amounted to Rs. 79,013 which were reduced to Rs. 53,797 at the beginning of the year. Additional debts to the extent of Rs. 5,565 were incurred during the year. The total liabilities thus rose to Rs. 59,362 against Rs. 73,014 in the previous year.

Claims amounting to Rs. 1,513 were remitted by creditors, while those for Rs. 4,088 were rejected. Rs. 17,48J were paid towards repayment of debts from the current income. The total liabilities were thus reduced toRs. 36,279 by the end of the year.

Centra! Division.-The total balance of debt at the beginqing of the year was Rs. ·66,250 of which Rs. 55,205 were paid from the current income leaving a balance of Rs. 11,045 at the end of the year. This debt of Rs. 11,045 is confined to two estates, viz., the large estate of the Bhaiyya of Sholapur and the smllll estate of Indolikar in Satara. The outstandin& debts of the Bhaiyya estate amount to Rs. 10,145'. These are mamly the deposits in the estate funds in the names of the minor, his mother and sister. They do not want the money at present and hence they are not paid and the amount cannot be considered to be a debt properly so called. The fourth item is that of a local mill which cannot be returned to it unless the amount of the estate with the mill which shows a credit balance of Rs. 13,000 is cleared.

The debt of Rs. 900 due by the Indolikar estate is to be paid by an annual instalment of Rs. 200. ·

Sauthern Division.-The total repayment of debts amounted to Rs. 21,545 against Rs. 4,875 in the previous year:

Only 10 estates in Belgaum are encumbered. In Ilharwar the outstanding debt of Rs. 1,617 of one estate was paid off and the debt (Rs. 599) of another estate is yet to btl, paid.

The estates in the other districts are free from debt.

(11) LITIGATIOI!·

Northem Division.-The suit which was pending in the Ahmed­abad District Court at the close of the last yea.r was decided against the estate. One snit was filed during the year which was pend· ing at the close of the year.

Centra! Division. -The two suits filed on behalf of the Bhaiyyli estate which were referred to in the last year's report a.s pending have not been decided yet.

The appeal pending in the High Court in connection with the estate of the minor Deshmukh-of Akluj (Sholapur) has not yet been fixed for hearing.

Southern Divisiot~.-The Collector of Belgaum was concerned as plaintiff or defendant in 12 suits, of which 2 were decided in favour of the wards and 2 against, leaving 8 pending at the end of th,e year.

In Bijapur a civil suit has been filed against the minors for restoration of some lands. The Government Pleader has been engaged for defending the case which is pending decision.

(12) GENERAL REMARKS.

Northern Divisio11.-The financial conditi()n of the estates was generally satisfactory and the administration by Government agency of the minors' estates continued to be beneficial to the minors concerned.

Central Divisio n.-The administration of the estates through local officers continued to be satisfactory.

Southern Division.-A piece of land belonging to Jainabi's son's estate in Bijapur with an annual rental value of Rs. 100 was acquired by Government under the Land Acquisition Act for the Special Cr1minal Tribes Settlement in Bijapur and the amount or compensation (Rs. 2,789-14-0) has been deposited in the Bijapur Central Co-ope~ative Bank with 11 view to utilise it for purchasing new laud.

The Local Audit Department detected an ~embezzlement of Hs. 61·7-0·by an estate karkun in Kolaba.. The amount has been recovered from the surety of the karkun who is no longer in service. Enquiries are in progress and the Collector has already been asked · to submit a report in the matter.

The administration of the e&tates through local officers continued to be satisfactory and beneficial to the minors concerned.

Assumption and Relinquishment o.f Estates.-The year opened with fourteen estates under. management. As two estates, one in the Larkana District aud the other in the Nawabshah District, were discharged owing to the warda having attained majority, tho number of estates under management at the close of the year was 12.

In no case did the guardianship of the person of a minor vest in the Collector.

Income.-The total gross income of the estates w~s Rs. 11,461, against Rs. 7,087 in the previous year. The increase is chiefly due to an increase in the cultivated area..

,Expenditure.-The oexpenditure during the year amounted, as under, to Bs. ~.150 against Rs. 2,115 in the prece-ding year:-

Management of Immoveable Property.-Of the 12 estates under management, seven were leased, one continued to be in charge of the 11'inors' uncle who pays the Government assessment and maintains the minors out of the income, and two consist of residential houses which were leased on rent. The remaining two estates could not be leased, as there was no proper arrangement for irrigating the. land which is on a. high level.

' Management of Moveable Property.-The moveable property of all

the wards, excepting one in the Thar Pa.rkar District, continued in charge of their relatives. That of the ward in the Thar Parka.r District was, as reported last year, in charge of the Sub-divisional Officer.

Liabilities.-The liabilities of the estates under management at the beginning of the year amounted toRs. 2,118, which were d11e on one estate in the Larkana District and two estates in the Sukkur District. Of this amount, a sum of Bs. 1,642 was paid during the year.

Education.-There were in all sixteen wards, nine boys and seven girls. Of the former, four are reported, to be receiving ed ncation.

Litigatwn.-No new suit was filed during the year. The suit and the appeal referred to in the previous year's repol't are still pending.
