Enclosed please find the Report summarizing results Of the test pit exploration program Conducted at the Queen Street site by the New Hampshire Department of Environmental Services (Department) with the assistance of the US Environmental Protection Agency (EP A). The intent of the exploration program Was to define the lateral and vertical extent of buried leather wastes at the site in order to refine preliminary cost estimates of leather wastes removal and relocation. The test pit program was conducted on January 14, and 15, 1998. Attached to the Report are Test Pit Logs summarizing field observations, analytical results of samples collected during field work, a site map showing test pit locations and photographs of field activities.
As agreed in Our meeting of February 4, 1998, we have also included a Section in the Report titled "Requirements for Site Restoration." In this section we have given the Department's guidelines for depths of restoration cover material and groundwater monitoring at the Site.

SUMMARY OF RESULTS TEST PIT EXPLORATION, SAMPLING, AND SURVEY PROGRAM
QUEEN STREET LANDFILL SITE, BOSCAWEN, NH JANUARY 1998 (DES #198400061)
BACKGROUND
The US Environmental Protection Agency (EPA) New England Region I in conjunction with the Town of Boscawen and the New Hampshire Department of Environmental Services (Department) are planning a removal action to excavate leather wastes from the Queen Street Landfill (SITE). The excavated wastes would be disposed of in the Corn Hill Road Landfill, also in Boscawen. The Corn Hill Road landfill will be permanently closed after receipt of the leather wastes. The removal is planned for the Spring of 1998.
SCOPE OF WORK COMPLETED
The Department completed a test pit exploration, sampling, and survey program at the SITE in January 1998. The intent of the program was to define the lateral and vertical extent of buried leather wastes (leather shavings, trimmings, and buffing dust) that were placed at the SITE by the former Allied Leather Company. Allied placed leather wastes at the SITE as early as 1953 and the practice continued into the late 1970s. The Town of Boscawen municipal burn dump abuts the Site to the southeast. Information from the test pit program is necessary to refine preliminary cost estimates of leather wastes removal and relocation. Preliminary estimates of the waste volume requiring removal vary because good historical information on the lateral and vertical extent of wastes at the SITE did not exist. Preliminary estimates of the quantity of leather wastes requiring removal range from approximately 36,000 to more than 50,000 cubic yards.
The test pit program consisted of the following tasks:
• The advancement of 23 test pits throughout the SITE to visually observe the vertical and horizontal extent of leather wastes.
• Field screening of soil within each test pit for total volatile organic compounds (VOC).
• Collection of twenty-five (25) soil samples in test pits and depths selected by the EPA and the NHDES, Samples were taken of soils or soil-like materials beneath the leather wastes observed.
• Laboratory analysis of twenty-three (23) soil samples for Chromium VI via EPA Method 3500 Cr-D, and twenty- three (23) soil samples for Total Chromium analysis via EPA Method 6010.
• Laboratory analysis of two (2) soil samples for Total Petroleum Hydrocarbon (TPH) via EPA Method 8100 Modified, and two (2) samples for VOC analysis via EPA Method 8260B and two(2) samples for SVOC's (semi volatile organic compounds) for ABN's (acicLbase/neutrals) via EPA Method 8270.

• A stadia survey of the test pits to establish the location and elevation of each test pit.
• Preparation of a SITE map showing test pit locations and corresponding analytical results of soil samples.
• Preparation of test pit logs showing depth of leather waste encountered in each test pit .
SUBSURFACE INVESTIGATION
Test Pit Investigation
On January 14, and 15, 1998, the Department's contractor, Clean Harbors, Inc. advanced a total of 23 test pits (TP-1 through TP-23) at the SITE. The rationale for placement of the test pits was to determine the areal and vertical extent of buried leather waste throughout the SITE, Department and US EPA personnel observed the test pit program. The depth from existing ground surface to the bottom of each test pit was measured. If encountered, the depth to soil not containing leather wastes and the depth to groundwater was also measured. FIGURE 1 (Appendix A) shows the locations of test pits.
Test pits were advanced to depths between 2 feet and 13 feet below ground surface (BGS). Observations of soil samples collected from the test pits indicate the subsurface materials in the study area consist of a varying amount of sand and gravel fill overlying the leather wastes. In the southeastern area of the SITE, a black soil/sludge-like material was observed underlying the leather-waste. This material, which had a septage odor, was observed in test pits TP-1, TP-2, TP-3, TP-4, TP-5, TP-14, TP-17, TP-19, and TP-20. The black soil/sludge-like material was observed to be saturated in test pits TP-1 through TP-5. In test pit 18, a layer of "greenish"colored soil was observed at approximately 7 feet BGS. Trash and debris were observed in test pits TP-16, TP-17, and TP-18, which were advanced in the southeastern area of the site (vicinity of the burn dump).
Test pits 17,18, and 19 were excavated along an approximately 150' trench beginning at the expected bum dump interface with the leather waste dump and ending in the southern interior of the SITE. Scrap metal and bottles were noted in TP-15 in proximity to the bum dump. No refusal was encountered in any of the test pits except what appeared to be shattered bedrock, which was encountered in TP-5. The vertical extent of leather wastes observed in the test pits ranged from approximately six (6) inches BGS (TP-9, TP-11, & TP-12) to greater than ten (10) feet in TP-10. TP-10 was excavated to a depth of thirteen (13) feet BGS in the western portion of the SITE. The test pit logs are included in Appendix B. Photographs of the test pit investigation are also enclosed.

Soil Sampling
Clean Harbors personnel screened soil within each test pit for VOC vapors using an HNU Organic Vapor Meter (OVM), equipped with a 10.2 eV source. Prior to screening, the OVM was "zeroed" and calibrated. No VOC vapors were detected in any of the test pits. Clean Harbors personnel collected soil samples from each test pit for subsequent laboratory analysis. As indicated above, twenty- three (23) samples were collected for analysis of Chromium VI, and Total Chromium. In addition, samples were collected from TP-2, and TP-4 for TPH, VOC and SVOC analysis following EPA Methods 8100 Modified, 8260B and 8270 respectively. The analytical results did not identify the presence of Chromium VI above the laboratory method detection limit of 0.0504 mg/Kg. Total Chromium was reported at concentrations between 9.6 in TP-12, to 76,900 mg/Kg in TP-18 No TPH was detected above the reporting limit. Acetone and toluene were identified in test pits TP-2, and TP-4 at concentrations of 580 ug/Kg and 1,500 ug/Kg, and 190 ug/Kg and 2,100 ug/Kg respectively. The Total Chromium analytical results are presented in Table 1 "Soil Samples-Total Chromium Results." These, analytical results are also shown on FIGURE 1 next to the test pits where the soil sample was taken. The laboratory analytical test reports are included in Appendix D

concentrations since Chromium VI was not detected in the samples.

Stadia Survey
Each test pit was subsequently backfilled to approximately existing grade with the material excavated. After backfilling, a grade stake was placed at the approximate center of each test pit and the elevation and distance were surveyed from a bench mark identified by the Department. The results of the stadia survey are presented on Figure 1, which shows the location and elevation of the backfilled test pit at the grade stake.
Summary of Test Pit Program Results
The following summarizes the general observations of the test pit and analytical program.
• In most test pits the leather wastes were observed to be between two (2) and six (6) feet in
thickness.
• In some test pits leather wastes were observed in groundwater
• Several test pits were observed to contain a black sludge-like material with a septic odor In some cases this sludge-like material was saturated with groundwater. A "greenish soil layer was observed in TP-18
• Odors (not septic) were noticed in a few of the test pits containing leather wastes and are • assumed to be attributable to the waste decomposition process which is occurring beneath the SITE'S surface.
• No buried drums or other indication of buried hazardous wastes were observed in the test
pits.
• With two exceptions (test pit 18-A and test pit 5) total chromium results in most soil samples were below "action levels" set in the New Hampshire Risk Characterization and Management Policy (RCMP) for soil cleanup.
• High total chromium in two soil samples will require these soils to be removed with the
leather wastes.
• Hexavalent chromium was below laboratory detection limits in all soil samples.
• Volatile organic compounds were not detected at levels of concern in the two test pit samples which appeared to have the potential for organic contamination.

Conclusions from Test Pit Program
a The results from the test pit investigation confirm that relocation of the wastes to the Corn Hill Road Landfill is a viable option for resolution of the Queen Street Dump Site. The results validate initial remedial cost estimates and leather waste removal plans. Based on test results, significant amounts of soil excavation will not be necessary to meet cleanup standards for Chromium III. In many areas, the Chromium III levels in soils immediately beneath the leather wastes are below cleanup levels and can remain. The test pitting also confirmed that. 1) the lateral extent of the leather waste disposal area is slightly smaller than shown on existing maps and 2) the material that is likely to be encountered during site work will be primarily leather wastes with the exception of some solid waste near the former burn dump.
o Based on visual observations of the waste thickness observed at Queen Street, the EPA and the Department believe that 40,000 cubic yards is a reasonably conservative number to use as a basis for estimating the funds needed to relocate wastes from Queen Street to the Corn
Hill Road Landfill,
REQUIREMENTS FOR SITE RESTORATION
General Requirements
The Department has recently issued a Revision to the RCMP, dated January 1998 This the should be used to determine the management approach to soils which are to remain at the Queen Street site after removal of leather wastes. The following summarizes the criteria which will app y from the RCMP document and the Departments' requirements specific to Queen Street restoration.
Accessible or surficial soils ( 0 to 2 feet below surface). Chromium III level must be no greater than 1,000 mg/kg (ppm). In addition to this, the Department will require at least a one foot depth of clean soil cover placed on remaining SITE soil as part of the restoration process This clean soil cover should have appropriate Characteristics to prevent erosion and support a vegetative cover at the SITE after restoration. It should be noted that at 16 of the test pit locations, Chromium III levels detected were well below 1,000 ppm in the SITE soil
beneath the leather Wastes to be removed.
Potentially accessible soils (2 to 15 feet below surface). Chromium ID level must be no greater than 2,500 mg/kg (ppm). In these areas a minimum of a two foot thick cover of clean soil over remaining SITE soil will be required with the top one foot having similar characteristics to the one foot clean soil cover described earlier.
, Isolated subsurface soils (more than 15 feet below surface). Chromium III level is greater than 2500 mg/kg and no greater than 5,000 mg/kg (ppm). At these areas, the clean soil cover must be greater than 15 feet. We expect the EPA will remove SITE soil with these elevated Chromium IB levels along with the leather wastes rather than cover them in place with clean soil. This would include soils with highly elevated Chromium III near TP 18A.

Landfill Reclamation Work Plan
In addition, to the General Requirements discussed in the preceding Section, Boscawen will be required to submit information required in Section Env-Wm 2508.03 of the New Hampshire Solid Waste Rules. Specifically, the information in Item (8) calls for submittal to the Department of the procedures for site clean-up and grading after the reclamation with detailed drawings depicting
original and final grades.
The reclamation plan for the Site should specify grades that will promote positive drainage and minimize the potential for erosion. Also, the clean soil cover described earlier must be placed above seasonal high groundwater levels. In areas where groundwater is exposed .after Site excavation, clean common backfill must be placed such that the clean cover soil which supports vegetation will be placed above seasonal high groundwater.
Groundwater Monitoring Requirements
The Final Site Inspection Report issued by the EPA Superfund Support Section on November 12, 1991, for the Queen Street Dump Site indicated that a groundwater sample collected from Piezometer No. 6 exceeded Groundwater Standards (GW-1) for Total Chromium as shown in Table 2 of the RCMP (Section 7.4(5)). For this reason the Department requests that groundwater monitoring be implemented at the site after completion of site restoration activities.
As a minimum we recommend one groundwater monitoring well be installed upgradient of the SITE and two groundwater monitoring wells at downgradient locations to the SITE. Based on the groundwater contour map prepared by UnderwOod Engineers, suggested locations would be in the general vicinity of Piezometer Nos. 1 and 9 for the upgradient well. The downgradient locations would be in the general vicinity of Piezometers Nos. 6 and 7. Precise locations would be determined by Underwood Engineers after completion of site restoration activities.
Monitoring for Total Chromium should be conducted on a triannual basis for the first year after site reclamation is completed. Depending on the results from the first year of sampling, the frequency could be reduced in the second year with the Department's prior approval. After the second year of sampling, and depending on the analytical results, the Department may waive the need
for any further sampling.
It should be noted that since the majority of the source (leather wastes) for the chromium detected in groundwater will be removed, the Department does not expect long term groundwater
monitoring to be needed at the Site.
