REPORT ON ILLINOIS FOREIGN-BORN POPULATION
WITH A SPECIAL FOCUS ON:
LOW-INCOME LIMITED-ENGLISH PROFICIENT PERSONS
AND
LEGAL PERMANENT RESIDENTS ELIGIBLE FOR NATURALIZATION
Purpose of the Report This report is produced by IDHS Bureau of Refugee and Immigrant Services to be used as a reference guide to the Immigrant Integration Notice for Funding Opportunity (NOFO). Through this NOFO, IDHS seeks to:
1. Address language barriers that may prevent low-income, limited-English-proficient (LEP)immigrants/refugees from accessing human services; and
2. Provide assistance to legal permanent residents eligible for naturalization or Deferred Actionfor Childhood Arrival (DACA), with priority for low-income, LEP, seniors, women, youth whohave special needs.
Information provided in this report is designed to:
Highlight geographic areas of the state with high number of low-income LEPimmigrants/refugees, or legal permanent residents eligible for naturalization, who may needassistance.
Languages used by low-income LEP immigrants/refugees, or legal permanent residents eligiblefor naturalization, who need assistance.
Show availability of bilingual assistance at IDHS Family and Community Resource Centers.
Sources of data for the report:
1. Foreign-born data and maps for the report are compiled by Rob Paral & Associates, madepossible by the contribution from the Polk Bros Foundation.
•Limited-English, Low-Income Foreign Born. These data are from the 2014 AmericanCommunity Survey. “Low-income” is defined as below 138 percent of poverty (the Medicaid standard).
•Low-Income Eligible to Naturalize. These data are based on information from The Center forMigration Studies of New York (CMSNY), at http://cmsny.org/research/2013-naturalizion- eligible-by-puma/. The CMSNY data were adjusted to represent immigrants below 138 percent of poverty using statewide data for each language group found in the 2010-2014 American Community Survey.
•Maps. The data are summarized by Public Use Microdata Area (PUMA) which is a geographicunit developed by the U.S. Census Bureau for reporting survey data. See Appendix A.
2. Refugee data is from the Illinois Department of Human Services, Bureau of Refugee &Immigrant Services. See Appendix B.
3. Maps of IDHS Family and Community Resource Centers (FCRCs) are from the IllinoisDepartment of Human Services.
4. Data on IDHS bilingual staff is provided by the Illinois Department of Human Services.
