Overview

Fifty-eight home health agencies responded to the 2010 survey; 40 free-standing, 10 hospital-based, and 8 health department home health agencies.

Northeast Home Health Agency Region B closed December 31, 2010.

Sunflower Home Health changed from hospital based to free-standing during 2010.

Three Gilberts Home Health Agencies located in Calhoun, Lee and Lowndes Counties changed to Gentiva Health Services during 2010.

Table I shows that 36% of home health agencies reported non-profit status. Approximately 53% of the agencies were controlled by corporations, 15.5% were controlled by local government, 13.8% were controlled by state government, the remaining 32.7% were controlled by local government and other.

Referrals by type of home health agency are shown in Table II. Of the 87,955 total referrals, 74,195 or 84% were accepted. Reasons for denied service are shown in Table II. Besides the category 'other', not meeting home health service eligibility was the main reason patients were denied service. Most referrals, 87%, were from physicians and hospitals.

For this report, data from hospital-based home health agencies are shown in tables ending in an A, health department home health agencies are shown in tables ending in a B, free-standing home health agencies are shown in tables ending in a C, and tables ending in a D represent state totals.

Patients Served

There were 85,241 patients served during 2010. This is a non-duplicate count of people. Total number of patients served during 2009 was 80,697.

Table III shows type of services provided by home health agencies. Skilled nursing and home health aides are provided by all home health agencies. Fifty-seven agencies provided social services, fifty-five physical therapy services, fifty-one agencies provided speech/audio services, forty-nine agencies provided occupational therapy services, twenty-eight agencies provided nutrition and two agencies provided respiratory therapy. Appliance/equipment data is no longer being captured.

Table IV shows home health patients served by source of payment. The majority of patients, 79,938 or 76.5% were covered by Medicare, followed by 13,288 or 12.7% by private insurance. Nine thousand eight

hundred fourteen were covered by Medicaid. The remaining 1,415 patients were covered by self pay or charity.

Table V displays number of patients served by agency during calendar year 2010 by source of payment.

Patients served during calendar year 2010 by type of services provided by county may be found in Table VIII.

Table IX shows home health patients served by Region. Region V served the most patients, 22,699 or 21.7%, followed by Region IX with 14,613 or 14% and Region VIII with 12,282 or 11.8%.

Home health patients served during calendar years 1994-2010 by type of service are shown in Table X. Patients served decreased from 89,113 in 1995 to 74,937 in 2000 and decreased to 104,455 in 2010. Home health patients served during calendar years 1985 - 2009 may be found in Appendix Table I.

Visits

Table XI displays home health agency visits by source of payment. The majority of visits, 2,551,022 or 73.4%, were paid by Medicare, followed by Medicaid which paid for 623,135 or 17.9%. Private insurance, self pay and charity made up the other 8.7%.

Home health agency visits by agency during calendar year 2010 by source of payment may be found in Table XII.

Home Health Agency visits by agency may be found in Table XIII.

Table XIV shows number of patient visits by type of service. County data is shown in Table XV. Skilled nursing visits accounted for 44.6% of the 3,474,368 visits. Home health aide visits comprised 28.5% and physical therapy 19.8%. Social services, speech/audio, occupational therapy, nutrition and respiratory therapy services made up the other 233,839 visits.

Table XVI shows home health visits by home health regions. Region V reported the most visits with 737,008, followed by Region IV with 422,065, and Region VIII with 397,861.

Total home health agency visits during calendar years 1995-2010 are shown in Table XVII. Home health agency visits decreased from 7,877,635 in 1995 to 2,436,992 in 2005 and increased to 3,474,371 visits in 2010.

Total home health agency patient census increased slightly in 2010. Table XIX shows that the beginning census was 33,285 and ending census was 33,298.

Employee data are shown in Table XX. Nurses and aides constitute the largest group of employees, 2,513 or 62.2% of the total. Home health employees decreased from 3,778 in 2009 to 4,043 in 2010.

There is a list of home health agencies by classification by county in Appendix B. Counties served by each agency are indicated. A copy of the survey instrument and instructions may be found in Appendix C.

Definitions

Branch Office shall mean a location or site from which a home health agency provides services within a portion of the total geographic area served by the parent agency. The branch office is part of the home health agency and is located sufficiently close (within a fifty (50) mile radius) to share administration, supervision and services in a manner that renders it unnecessary to obtain a separate license as a home health agency. A branch office shall be staffed with at least one (1) registered nurse on a full-time basis.

Directly shall mean providing home health services through salaried employees of the home health agency or through personnel under hourly or per visit contracts or the equivalent. Where an hourly or per visit contract is made, Part V Section H must be followed to ensure adequate control and supervision by the home health agency.

Geographic Area shall mean the land area, for which the agency shall be licensed, consisting of not more than a fifty (50) mile radius surrounding the home health agency's office location. The geographic area shall be expressed in Mississippi counties.

Home Health Agency shall mean a public or privately owned agency or organization, or a subdivision of such an agency or organization, properly authorized to conduct business in Mississippi, which is primarily engaged in providing to individuals at the written direction of a licensed physician, in the individual's place of residence, skilled nursing services provided by or under the supervision of a Registered Nurse licensed to practice in Mississippi, and one or more of the following part-time or intermittent services or items: a. physical, occupational or speech therapy b. medical social services c. home health aide services d. other services as approved by the licensing agency e. medical supplies, other than drugs and biologicals, and the use of medical appliances f. medical services provided by a resident in training at a hospital under a teaching program of such hospital.

Parent Home Health Agency shall mean the agency that develops and maintains administrative control of sub-units and/or branches.

Patient's Residence shall mean the place where the patient makes his home, such as his own apartment or house, a relative's home but shall not include a hospital, nursing home or other extended care facility with the exception of services provided through outpatient therapy in a nursing home.

Skilled Nursing Services shall mean patient care services pertaining to the curative, restorative, and preventive aspects of nursing performed by or under the supervision of a registered nurse pursuant to the plan of treatment established in consultation with appropriate members of the care team. Skilled nursing service is nursing care emphasizing a high level of nursing direction, observation and skill.

Sub-Unit shall mean a semi-autonomous organization which serves patients in a geographic area different from that of the parent agency. A sub-unit shall be licensed separately from the parent agency and shall not have a branch office.
