Highlights of 25th session of WP.6

• Revision of Recommendation L

• Conference on "Safer products and workplaces, safer communities" on

25 November: discussion on proliferation of non-compliant, dangerous

and counterfeit goods and equipment input to MARS group

• Discussion and adoption of a solid plan of work for the MARS Group

• Endorsed the proposal by the World Standards Cooperation(WSC) for a Conformity Assessment Workshop to be held back to back to the next WP.6

MARS meeting in September 2016, Geneva

Practical tasks decided on last MARS meeting: Adoption of work plan: • to continue the development and coordination of the General Market Surveillance Procedure; • to update the market surveillance contact database; • to collect national practices of market surveillance authorities for cross-border cooperation in one or more specific sectors and regions; • to work more closely with other groups under the umbrella of the WP.6, especially the sectoral initiatives and the Group of Experts on Risk Management in Regulatory Systems (GRM); • to develop cooperation between market surveillance authorities (MSAs) and conformity assessment bodies; • to continue establishing contacts between global and regional Market Surveillance Networks, encouraging them to participate in the WP.6 activities; • and to explore the possibility for training of MSAs on issues related to counterfeit goods, product marks, online market surveillance and proactive market surveillance.

• Continue to participate as observers and give updates to the WTO TBT Committee • Follow up to the 2 recent events on «Reference to standards» and «Conformity assessment»

• Further develop the sectoral initiatives

• Participation in the OECD initiative on «Fostering the contribution of International Organization to better rules of globalization»

Plans for next year: MARS Group

Adopted its plan of work on 14th meeting as follows:

• To continue the development and coordination of the General Market Surveillance Procedure;

• To update the market surveillance contact database;

• To collect national practices of market surveillance authorities for cross-border cooperation

in one or more specific sectors and regions;

• To work more closely with other groups under the umbrella of the WP.6, especially

the sectoral initiatives and the Group of Experts on Risk Management in Regulatory

Systems (GRM);

• To develop cooperation between market surveillance authorities (MSAs) and conformity

assessment bodies;

• To continue establishing contacts between global and regional Market Surveillance Networks,

encouraging them to participate in the WP.6 activities;

• and to explore the possibility for training of MSAs on issues

related to counterfeit goods, product marks, online market surveillance and

proactive market surveillance.


Plans for next year: GRM Group

• Organization of a meeting: venue and timing confirmed

Given additional resources, the Working Party will: (a) Develop a wiki-based online tool in regulatory cooperation and technical cooperation area (alike the Trade Facilitation Implementation Guide at http://tfig.unece.org/index.html) enabling information sharing and educating public in main principles, work areas and achievements behind WP.6 work. (b) Develop capacity-building for governments and in mainstreaming the use of standards in the management of disaster risks. (c) Respond to requests for capacity-building by member states. (d) Organize a physical meeting of the GRM Group with the participation of regulatory authorities from various sectors. (e) Implement UNECE WP. 6 Recommendations by Member States, in particular those adopted and revised at the 2016 Session. (f) Initiate consultations on developing a roadmap and a recommendation on mainstreaming gender into standards and regulatory policies at national and international levels.
