REPORT OF JOINT INSPECITON TEAM UNDER THE LEADERSHIP OF

DR. JOSE C. SAMUEL, CHIEF CONSULTANT (NHM) WHICH VISITED

BIHAR DURING 13-16 MARCH, 2012

The Joint Inspection Team (JIT) comprising of the following Members visited

Bihar during 13-16 March, 2012 to review the progress under the National Horticulture

Mission (NHM), National Mission on Micro Irrigation (NMMI) and Vegetable Initiative

for Urban Clusters (VIUC) in the State.

The JIT covered the district of Patna, Nalanda, Vaishali and Samastipur.

Activities which were visited in different districts are as follows:

NHM: Nursery, Vegetable seed production, Tissue culture lab, Area expansion of

mango, litchi, Protected cultivation, Front Line Demonstration, Vermi compost

units, Mushroom Spawn Production unit, Mushroom production, Onion Storage

and Cold Storage units

NMMI: Drip irrigation of litchi and mango.

VIUC: Area expansion, protected cultivation, organic farming, onion storage

structures, formation of FIGs

The Team interacted with Secretary Agriculture & Mission Director, Government

of Bihar on 13th

of March before proceeding to the Districts. Thereafter, the Team

appraised the Secretary Agriculture about the observations and recommendations of the

Team on 16th

March, 2012.

Summary of Observations & Recommendations:

General:

There has been significant improvement in the adoption of activities such as

protected cultivation, micro irrigation, organic farming and mushroom cultivation,

which is a welcome sign. This has been possible due to special thrust given by the

State Government along with additional financial support to the extent of 40%

over and above the normal assistance under NHM and NMMI Schemes. Now

farmers are able to get subsidy assistance to the tune of 90% for the above

mentioned activities.

There is an overwhelming response for adoption of organic farming, mushroom

production and protected cultivation in the districts visited, which needs to be

supported with additional allocation of funds.

In tune with the tempo of development, the Districts need to be equipped with

sufficient trained manpower and infrastructure facilities to provide necessary

extension support to the farmers.

The concept of formation of Farmer Interest Groups (FIG) has been well received

in Patna, Nalanda and Vaishali districts, which were visited by the JIT.

The record yield of 72.9 MT/ha obtained in potato under organic farming in

Nalanda district has been much in limelight as the current world record of 53.5

MT/ha has been broken by the farmers of Darveshpura village in the district.

The efforts being made under the Schemes need to be documented and well

publicised. Moreover, proper display boards with logos need to be displayed at

the project sites for generating awareness among the farmers.

NHM

Major focus under NHM has been on area expansion and construction of vermi

compost units.

For area expansion activities, planting material is being supplied from

Departmental nurseries in collaboration with RAU, Samastipur and BAU, Sabour

along with associated KVKs.

The nurseries visited needed better upkeep and maintenance along with display of

boards indicating the varieties being multiplied.

FLD on floriculture need to be made fully operational. The green house structures

installed were presently lying vacant for want of planting material for gerbera.

The demonstrations should include latest technologies for which scientific staff

from the SAUs need to be involved.

The Model Floriculture Centre being developed at Bagan Bigah, Nalanda should

be developed on a commercial scale to produce planting material as well as

flowers.

Efforts being made by Shri Manish Kumar, in protected cultivation of capsicum

in naturally ventilated green house at Sampatchak, Patna District is worth

appreciation.

Farmers and field staff need to be imparted training on protected cultivation,

including production technologies in GH cultivation.

The PHM infrastructure being developed include onion storage structures and

cold storage units. For onion storage, assistance available to a beneficiary is to the

tune of Rs.90,000/- per unit, which includes 50% subsidy under NHM and

another 40% by the State Government. One onion storage unit developed at

Sodhi, Nalanda district is presently storing potatoes.

The cold storage units which were visited in Vaishali and Samastipur districts

were established during the year 2008-09. However, subsidy was released only

recently and in respect of one unit in Samastipur, the subsidy was released in

March, 2012. The proprietors of these units mentioned that initially they had

applied for availing assistance from National Horticulture Board (NHB), which

was, however, returned back with the directions to avail assistance under NHM.

During the time of visit, loading of potatoes was in full swing in most of the cold

storage units.

The cold storage Proprietor at Samastipur mentioned that before setting up a cold

storage unit, they have to first seek permission form the Horticulture Department,

State Pollution Control Board, get clearance from Weights & Measures,

Machinery and State Electricity Board by paying fees ranging upto Rs.15,000/-.

After setting up the unit, license has to be obtained from the State Horticulture

Department under the Bihar State Cold Storage Business Regulations Act, 1998

on payment of a registration fee of Rs.10,000/, which is to be renewed on an

annual basis on payment of same amount of fees each year. The procedure needs

to be simplified.

The efforts made by M/s Madhu Patel in establishing a spawn production unit for

mushroom at Nalanda is worth appreciation, which has transformed the economic

condition of many, particularly women folk in the district.

The SHM has been posting the monthly progress report on NHM web site since

2005-06. There was a discrepancy to the tune of Rs.27 crore in posting the

progress for the year 2006-07, which has been got rectified on the web site. There

is need to monitor the posting of data on a regular basis.

The status of project based proposals need to be posted on the web site, which is

pending.

The work flow based Management Information System (MIS) for NHM need to

be operationalised at each of the Districts.

NMMI

The installation of drip and sprinkler irrigations systems needs to be supported

with training of field functionaries as well as farmers about running &

maintenance of the system, crop water requirement & irrigation scheduling.

It need to be ensured that the drip system is installed as per the required

specifications.

The system should have BIS marking. It was observed that the drip irrigation

system installed in a green house in Samastipur district did not have any BIS

marking. Nor did the laterals bear the markings of the manufacturer,viz Netafim

Irrigation.

VIUC

The farmers have shown keen interest in adopting organic farming for cultivation

of vegetables. In Nalanda District, some of the farmers have obtained C 2 level

certification through Eco Cert.

While Base Line Survey work has been completed, work on formation of FIG and

FPO is under progress through Indian Grameen Services along with BASICS,

Patna for undertaking the work.

A sum of Rs.100/- per farmer is being collected from each member of FIG for

registration purpose. However, so far no registration has taken place. In Nalanda,

farmer groups who were registered with ATMA have been involved.

Market tie up with aggregator is yet to take place.

The Field staff were not fully clear about the concept of formation of FIG and

FPO, which need to be sorted out by organising training programmes and

workshops.

Presently, there is no mechanism to know the details of market arrival and price

of vegetables, as none of the markets in Bihar are reporting data on the

Agmarknet. Necessary arrangements need to be made to arrange posting of data

on market arrival and price of vegetables and other horticulture commodities on

Agmarknet.

Patna District

The details of area, production and productivity of main horticultural crops in the

district is given in Table 1.

The interventions taken up under NHM in Patna district are area expansion,

protected cultivation, INM/IPM and organic farming.

Observations

JIT visited the plots of Shri Manish Kumar and Shri Manish Kumar who have

taken up protected cultivation. Shri Manish has started harvesting capsicum from his 500

sq. m naturally ventilated green house, constructed in September, 2011 at a cost of Rs.

4.68 lakh. He has made his own market tie up and is fetching a price ranging between

Rs. 18 to 26/kg depending on the season.

Shri Ajay Kumar has constructed a large size green house (2500 sq. m) for taking

up cultivation of coloured capsicum. Seed was procured from KF Bio Plants. The crop

was under germination stage.

Both the farmers have availed subsidy for micro irrigation in the green houses.

Since the State Government is providing additional 40% assistance for micro irrigation

from State budget, the farmers are getting 90% subsidy on micro irrigation.

There is significant increase in area, production and productivity of most of the

horticultural crops in the district during 2010-11 when compared to base year 2005-06.

Observations

The intervention taken up under NHM in Nalanda district are area expansion,

protected cultivation, INM/IPM, Model Floriculture Centre, FLD, organic farming,

mushroom spawn production and PHM. The district has been included under the VIUC

for sustained supply of vegetables to Patna City. JIT interacted with few Farmer Interest

Groups (FIG) who have taken up organic cultivation of vegetables in different villages.

Interaction with the farmers revealed that they were very enthusiastic in taking up organic

farming of vegetables. In fact, vegetables cultivation was initiated about the five years

ago through ATMA in Premen Bigha village. With the launched of VIUC, they have

switched over to organic cultivation, mainly tomato and brinjal. C1 Certification of the

farm was under progress for which Organic Mission, Patna were doing documentation

work.

There has been significant improvement in area, production and productivity of

vegetable in Nalanda district, which is a welcome sign.

Organic farming received further boost in the district in particular on account of

the record yield of potatoes in Darveshpura village under organic farming. The farmers

of Darveshpura village were complimented by the Chief Minister and a complimentary

resolution was also adopted in the State Assembly.

A model Floriculture Centre (MFC) has been established at Baganbigha village

with an area of about 5000 sq. m involving seven green houses and one shade net house

during 2010-11. The MFC is intended to provide necessary technical support for the

development of floriculture in the district. It was informed that the MFC is being

operated by firm from Assam. However, no responsible person of the Centre was

available during the time of the visit. It was also observed that the shadenets needed

replacement at some patches. It was also observed that cultivation of rose, gerbera and

carnation have been taken up in a routine manner whereas there was scope for further

improvement through development of planting material for flowers for the benefit of the

farmers besides functioning as a demonstration centre. Trained manpower also need to

be deployed for the purpose.

Front Line Demonstration of protected cultivation and open field cultivation of

flowers has been taken up in the plot of Shri Sanjive Kumar, Surajpur village, and

Shri Rameshwar Mahto, Nirpur village. While the green house structure has been

constructed, the planting material was yet to be received. NHM displayed board were to

be established at the demo plots.

The spawn production lab established by Ms Madhu Patel at Rajgir has proved to

be a boon, particularly for the women folk in the district. The Team could interact with a

group of ladies at Surajpur village who have registered themselves as Suryoday Mahila

Krishak Hit Samooh. They have taken up mushroom cultivation as a cottage industry as

a result of which Surajpur village has become popular as a mushroom village. Spawn

material for this purpose is being supplied by Budha Spawn Lab established by Ms Patel

at Rajgir.

JIT visited the Onion Storage established at Sohdih village at the total cost of

Rs. 6.00 lakh. It had a cpacity of 150 MT. At the time of visit potatoes was being stored

as a stop gap arrangement before shifting to a cold storage unit.

It was observed that payment for installation of drip irrigation system for

vegetables in the plots of Shri Rakesh Kumar and Shri Harivansh Prasad Singh were yet

to be made. In introduction of drip irrigation, for which the State Government is also

providing additional subsidy to the tune of Rs. 40% in the district is however, a welcome

sign.

GLIMPSES OF ACTIVITIES VISITIED IN NALANDA DISTRICT

Shri Harivansh Prasad, a Member of Adarsh Gram Premanbigha Krishak, Hit Samuh, Nagarnam village, has taken up organic farming

of vegetables (brinjal and tomato). A cluster of about 140 ha has been taken up for organic farming of vegetables by 71 farmers under

VIUC scheme during 2011-12.

GLIMPSES OF ACTIVITIES VISITIED IN NALANDA DISTRICT (CONT.)

Ms Madhu Patel has set up a mushroom spawn production lab at Rajgir by availing NHM assistance of Rs. 7.50 lakh

during 2011-12. The unit is being run in the name of Budha Mushroom Spawn Lab, which is producing about 55

Kgs of mushroom spawn for oyster mushoom per day.

With the availability of spawn, large scale mushroom production has been taken up by Suryodaya Mahila Krishak Hit

Samuh at Surjpur village, which has brought about significant improvement in the economic condition of the families

in the village.

The intervention taken up under NHM in Vaishali district are vegetable seed

production, area expansion, INM/IPM, organic farming and post harvest management.

The Team visited two cold storage units in the district and interacted with some of

the farmer groups.

Shri Ramesh Rai established a cold storage unit (Balaji Agro Exim cold storage)

with a capacity of 5200 MT at Hajipur, during 2010-11 by availing a subsidy of Rs. 50.00

lakh. At the time of visit, potatoes were being stored. Shri Rai mentioned that he had

applied for subsidy to NHB duing 2008-09. The matter was processed but in the last

moment he was directed to approach NHM for the purpose. He added that bank loan was

availed @ 14% interest. Moreover, the banks gave low priority in financing cold

storages. He requested for speedy disbursement of subsidy for such projects. He added

that he was planning to expand the unit for which NHM subsidy is proposed to be

availed.

The cold storage unit set up by Shri Ganor Saha at Jondha had a capacity of 3800

MT involving nine chambers. A subsidy assistance of Rs. 16.63 lakh was given for the

CS during 2010-11. At the time of visit, potatoes were being stored in this cold storage

unit also. The unique feature of the cold storage was that the unit was being operated on

diesel instead of conventional electricity. It was informed that about 1.1 lakh litres of

diesel was being consumed in one seasons. The owner was also running a Nursing

Home. Hence, the cold storage unit has been named as Yamuna Nursing Home Cold

Storage & Ice Factory.

The Team visited plot of Shri Vivek Malhotra who has availed assistance for

taking up area expansion of Litchi and mango and have also installed drip irrigation

system during the year 2011-12. Litchi crop was under flowering stage. However, it was

noted that there was high mortality in mango area expansion. The plot also needed

better maintenance and up keep.

The Team visited the onion storage structure under construction by Shri Siya

Ram at Katholia village, He was also an Office Bearer of the Maniyarpur Sabzi Utpadak

Sangh, comprising of about 20 farmers who have taken up organic farming of vegetables

under VIUC scheme. The total cost of the onion storage unit was estimated at Rs. 2.00

lakh.

The Team also interacted with representatives of Astha Sabzi Utpadak Sangh,

Mustafapur having 16 members and Mustafapur Subzi Utpadak Sangh having 14

members in the same area. They mentioned that the farmers have made a contribution of

Rs. 100/- each for becoming member of the FIG. Shri Ram Bali Bhagat, Chairman of

Astha Subzi Utpadak Sangh mentioned that they have taken about 10 acres of land on

lease for organic cultivation of vegetables like onion and gourds.

The Team also interacted with Shri Jai Prakash, Field Executive of BASICS,

Bidurpur who have been engaged by Indian Grameen Services for mobilizing farmers

into FPOs. He mentioned that about 25 FIGs have been formed in the districts who are

mostly involved in organic farming of vegetables. They have facilitated in farming the

groups comprising of 12-20 members who elect their Chairman, Secretary and Treasurer.

One or two meeting are held in a month. He was, however, unaware about the assistance

available under VIUC scheme for FIG/FPO formation. Nor were the farmers aware

about the concept of VIUC scheme.

JIT visited the Adarsh Nursing where vegetable seed production of peas, brinjal

and tomato has been taken up during 2011-12 by the District Horticulture Officer

covering about five ha.

There has been increase in area, production and productivity of horticultural

crops in the district, which is a welcome sign, which needs to be linked up with markets.

The intervention taken up under NHM in Samastipur district are Model Nursery,

Vegetable seed production, rehabilitation of TC Lab, area expansion, protected

cultivation, INM/IPM, drip irrigation and organic farming.

JIT visited a TC lab, small nursery at RAU, Samatipur, a model nursery and

vegetable seed production unit at Patori, protected cultivation, micro irrigation and cold

storage.

The TC lab was rehabilitated during the year 2006-07 with NHM assistance of Rs.

8.00 lakh. The lab is propagating banana (local varieties) and few medicinal plants as a

research activity. No commercial production has taken place. NHM logo was not

displayed.

The small nursery was established during the year 2006-07 which is producing

about 2 lakh plants annually for mango, litchi and guava. Monkey menace was observed

during the time of visit.

The Model Nursery was established during the year 2011-12 at Government Farm

Patori by the Horticulture Department at a cost of Rs. 6.95 lakh. The nursery was

involved in the production of planting material for mango, litchi and guava. Seed

production for peas, tomato, spinach and cow pea was also being undertaken. An

additional grant of Rs. 5.00 lakh was given for vegetable seed production during 2011-12.

Green house in the nursery needed redadding.

Shri Amit Roy, Sinhia Khurd has availed NHM assistance of Rs. 4.675 lakh

during 2011-12 for setting up normal green house (1000 sq. m) for growing green

capsicum. The green house needed better upkeep as attach of pest (Aphid) was noticed.

The structure was fabricated by Manas Agri Biotech.

Shri Amit has also availed an assistance of Rs. 1.125 lakh for setting up drip

irrigation and foggers in the green house which was installed by Netafim. It was

observed that the design of the micro irrigation system was faulty. Sourcing and

maintenance has not been adequate.

NHM assistance of Rs. 4.67 lakh. He has also availed subsidy assistance of Rs. 1.12 lakh for drip irrigation in

the green house.
