Abstract 

How many Seattle drivers use their cell phone while driving?  What times of the day and days of 

the week have the highest rate of cell phone use by drivers?  How do these things vary by gender 

and age?  To answer these questions, an audit study of actual  behavior was completed over a 

two week period in February 2010.  One driver in 16, or about 6 percent, was found to be actively 

using a cell phone while driving on Seattle streets.  During rush hour the ratio changed to 1 driver 

in 13.  In total 90 student researchers stood at 47 randomly selected major and minor 

intersections around the city, noting phone use, gender and whether the driver appeared to be 25 

or under. Almost 3 thousand drivers were observed using their cell phone during the study period.  

Fifty‐five percent of drivers using cell phones were male, 45 percent female. Some 30 percent of 

drivers using phones appeared to be under 25, and in that group, the percentages reversed: 

females outnumbered males, 57 percent versus 43 percent. 

 

 

Introduction.  New communication technologies often diffuse so quickly that social norms about their 

use cannot evolve in sensible ways.  Cell phones are just one example of a communication tool that now 

appears ubiquitous but is not the subject of agreed social norms of use.  Is it acceptable behavior to use 

cell phones on airplanes, when other passengers are a captive audience to half a conversation?  Is it 

acceptable use to communicate using a cell phone in crowded buses, in class, or while also carrying out 

a face‐to‐face conversation?   There is significant evidence that it is unsafe to drive while using a cell 

phone, but such unsafe behavior may not be consistently stigmatized.   

 

Washington state's cell phone/texting law was passed in 2007, but recent media reports suggest that 

laws like these are being ignored or are generally ineffective (KOMO; Seattle Times; Christian Science

Monitor). How many Seattle drivers use their cell phone while driving?  What times of the day and days 

of the week have the highest rate of cell phone use by drivers?  How do these things vary by gender and 

age?   

 

Study Design.  To answer these questions, a scientific audit study was organized through a major lab 

exercise for 90 students enrolled in “Basic Concepts of New Media” in the Department of 

Communication at the University of Washington.  The course is taught by Dr. Phil Howard.  Mr. Colin 

Lingle, who served as the teaching assistant for the class, managed the lab exercise.  All students served 

as researchers in a city‐wide traffic study of the use of cell phones by Seattle drivers.  

 

A Seattle city map of major and minor arterial routes from the Seattle Department of Transportation 

was used to generate a list of intersections, and an online random number generator was used to select 

routes. Some adjustments were made to compensate for unwanted clustering from the randomization 

process, and remove intersections known to be dangerous, inconvenient or inappropriate. The Master 

list included 298 intersections and 47 were selected with this process. The study is bounded by 85th 

Street to the North and Jackson Street to the South. This sample selection process resulted in a total of 

298 intersections in 13 major Seattle neighborhoods: Ballard, Phinney/Greenwood, Fremont, Queen 

Anne, South Lake Union, Belltown, Downtown, Wallingford, Green Lake, University District, Capitol Hill, 

Central District, and Area 4 (including such NE neighborhoods as View Ridge, Wedgewood, Ravenna, 

Bryant Park, and Sand Point), but excluding Magnolia. 

 

A list of one‐hour timeslots between 8am and 9pm for the two week period of fieldwork, and again a 

random number generator was used to produce a distribution of sampling periods. In some cases when 

the randomization process resulted in unwanted clustering some adjustments were made. Also, evening 

timeslots on Valentine's Day were removed from the sample. Initially, 48 one‐hour periods over two 

weeks were selected. 

 

Each student made observations during two different one‐hour assignments at major intersections 

around Seattle. One hour of observation occurred between February 12‐18 and one hour of observation 

between February 19‐25.  Teams of 2‐4 researchers were dispatched to each intersection.  To improve 

coverage, additional timeslots on the 26th, 27th, and 28th, were created.

Training. The Lab sections on February 5th were used as training sessions to go over the procedures for 

visiting field sites and making observations.   A team of two to four researchers monitored the flow of 

traffic at different corners of an intersection. When traffic was slow, they studied every car.  When 

traffic was moving quickly, they studied every one in three or four cars. Researchers noted whether the 

driver was holding a cell phone, the gender of the driver, and estimated whether the driver was under 

25. Researchers made additional notes as appropriate.  The powerpoint slides from researcher training 

appear in Appendix A, and the code sheet used by researchers appears in Appendix B.  Researchers 

observed the flow of traffic in one direction for 30 minutes, then switched corners with one of your 

team mates. Researchers were instructed to stand back from the crosswalk so that drivers would not be 

distracted.   

 

Findings. Table 1 provides summary statistics on the data collected.  In total, 39,787 drivers were 

observed during the study period, and 2,461 of these drivers were holding a cell phone while behind the 

wheel.  For the duration of the study period, 6.2 percent of drivers were observed holding a cell phone 

while behind the wheel.  A majority of the drivers observed using a cell phone were male, but a majority 

of the drivers where observed using a cell phone and judged to be under 25 were female.

Figures 1 and 2 chart the changing rhythms of cell phone use during the period of study.  The highest 

points of cell phone use by Seattle drivers are on Wednesdays, Thursdays and Fridays, with a noticeable 

drop off during the weekends.  On an average day, cell phone use by city drivers rises to a peak during 

the late afternoon rush hours.  Researchers were on the ground from 8:00 AM to 9:00 PM, so no late 

night behavior patterns were observed.

Additional Field Observations.  The one consistent qualitative observation made by research team 

members was that the drivers who used a cell phone while driving were almost always alone in the car.  

During the period of study, 23 taxi drivers, 3 cyclists, 2 police officers, 2 truck drivers, 1 airport shuttle 

driver, and 1 metro bus driver, were observed riding and talking on their cell phones.  Ten drivers were 

smoking and talking on their cell phones. 

 

Some behaviors did not easily fit into the coding scheme designed for this study.  Drivers who were 

observed texting and were clearly distracted from the road were coded as using a cell phone.  Drivers 

that were observed using hands free cell phone devices, such as Bluetooth headsets, were not coded as 

using a cell phone even though there were dozens of these drivers observed each day.  Some drivers 

would initiate a call or conduct a short information task with their cell phone while stopped at a stop 

light, and then end the task when the light turned green.   

 

Some impressive multitasking was also observed, with combinations of eating, smoking, putting on 

make‐up, driving with pets in laps, and using a cell phone.  The few drivers who interacted with 

members of the research team were pleasant and curious about the results.    At the conclusion of the 

study, the 90 students working as researchers were canvassed about their own use of cell phones while

driving.  Over two thirds of the research team reported using the cell phone while driving “on a regular 

basis.”  This may not be surprising given that the undergraduates in the class would be among the most 

tech‐savvy of their cohort.
