    FACT SHEET- TANZANIA Background:-

    Shortly after achieving independence from Britain in the early 1960s, Tanganyika and Zanzibar merged to form the United Republic of Tanzania in 1964. In 1995, the country held its first democratic elections since the 1970s. Zanzibar maintains semi-autonomy and participates in national elections; popular political opposition on the isles led to four contentious elections since 1995, in which the ruling party claimed victory despite international observers' claims of voting irregularities.

    National Flag:- The flag of Tanzania (Swahili: bendera ya Tanzania) consists of a yellow-edged black diagonal band, divided diagonally from the lower hoist-side corner, with a green upper triangle and blue lower triangle. Adopted in 1964 to replace the individual flags of Tanganyika and Zanzibar, it has been the flag of the United Republic of Tanzania since the two states merged that year. The design of the present flag incorporates the elements from the two former flags.

    Emblem of Tanzania:-

    Coat of Arms: The central feature of the Coat of Arms is a Warrior’s Shield which bears a Golden portion on the upper part followed underneath by the United Republic of Tanzania flag and a red portion under which are wavy bands of blue and white. The Golden portion represents minerals available in the country; the red portion underneath the flag symbolizes the red soil of Africa; while the wavy bands represent the land, sea, lakes and coastal lines of Tanzania.

    Superimposed features on the Shield are flames of a burning torch which signifies freedom, enlightenment and knowledge; a spear signifying defence of freedom and crossed axe and hoe being tools that the people of the United Republic of Tanzania use in developing the country.

    The Shield is set upon a representation of Mount Kilimanjaro. On each side of the Shield there is an elephant tusk supported by a man on the left and a woman on the right. At the feet of the man is a clove bush and at the feet of the woman is a cotton bush, thus indicating the theme of co-operation.

    The United Republic of Tanzania motto “Uhuru na Umoja” is written in Kiswahili and it means “Freedom and Unity

    Constitution of Tanzania:-

    The Constitution of Tanzania, formally Constitution of the United Republic of Tanzania and also known as Permanent Constitution or Fourth Constitution of Tanzania, was ratified in 1977. Before the current establishment, Tanzania has had three constitutions: the Independence Constitution (1961), the Republican Constitution (1962), and the Interim Constitution of the United Republic of Tanganyika and Zanzibar (1964). The 1977 Constitution provides for a strong presidential system and a two-tier government: a Zanzibar government and a Union government. ... Judicial powers are exercised by the Judiciary of the United Republic and the Judiciary of Tanzania Zanzibar.

    Changes in 1965

    The Interim Constitution was modified several times after its first layout. A major change was made in 1965 to formalize the one-party nature of the Tanzanian government. Coherent to the double government structure defined in 1964, the 1965 Constitution identified two government parties, TANU for the Union and ASP for Zanzibar.

    In the following years, several amendments were added. Those reduced the autonomy of Zanzibar and further strengthened the one-party state. For example, an amendment in 1975 established that all the government institutions, including the Parliament, were subordinate to the party's executive committee. At that time, TANU and ASP were about to merge into the Chama Cha Mapinduzi (CCM), something that happened in 1977.

    The Constitution of the United Republic of Tanzania as further Amended (Fourth) Constitution (1977-today One month after CCM was founded, the Permanent Constitution was approved. This Constitution essentially confirmed the main principles of the Republic and Interim Constitutions, i.e., strong presidency, dual government structure, one-party state.

    Since 1977, several amendments have been applied to the original Constitution. Many of these are related to the relationship between the united government and the Zanzibar government. In the early 1990s, President of the Union Ali Hassan Mwinyi launched a program of liberal reforms. He nominated a commission (named Nyalali Commission after its president Francis Nyalali) dedicated to preparing the transition to a multi-party political system. Based on the commission's works, several amendments were promulgated. The Eighth Amendment (1992) established that a member of any registered political party could run for any political seat; coherently, new rules were defined governing the parties' registration. The Ninth Amendment reorganized presidential elections and introduced the possibility of impeachment by the Parliament; further, it separated the functions of President and Prime Minister.

    The relationships between Zanzibar and the Union were also modified over time. For example, the Eleventh Amendment established the President of Zanzibar and the Union vice president as two different, independent roles.

    April 2000: The Thirteenth Constitutional Amendment

    It introduced the following changes:

    - Prior, a candidate needed 50% of votes in presidential elections to be declared president of the United Republic; only a simple majority is now required to be declared president.

    - Before, the President had no power to nominate any-body to parliament all members of parliament except the Attorney General, women in special seats and representatives of the Zanzibar House, were elected form constituencies. The Constitutional amendment allowed the President to nominate up to 10 members of parliament. - Increased the number of special seats from women from 15%- 20%, depending on the declaration of the National Electoral Commission from time to time, with the consent of the president.

    ECONOMY - OVERVIEW

    Tanzania has achieved high growth rates based on its vast natural resource wealth and tourism with GDP growth in 2009-17 averaging 6%-7% per year. Dar es Salaam used fiscal stimulus measures and easier monetary policies to lessen the impact of the global recession and in general, benefited from low oi l prices. Tanzania has largely completed its transition to a market economy, though the government retains a presence in sectors such as telecommunications, banking, energy, and mining.

    The economy depends on agriculture, which accounts for slightly less t han one-quarter of GDP and employs about 65% of the work force, although gold production in recent years has increased to about 35% of exports. All land in Tanzania is owned by the government, which can lease land for up to 99 years. Proposed reforms to allow for land ownership, particularly foreign land ownership, remain unpopular.

    The financial sector in Tanzania has expanded in recent years and foreign -owned banks account for about 48% of the banking industry's total assets. Competition among foreign commercial banks has resulted in significant improvements in the efficiency and quality of financial services, though interest rates are still relatively high, reflecting high fraud risk. Banking reforms have helped increase private -sector growth and investment.

    The World Bank, the IMF, and bilateral donors have provided funds to rehabilitate Tanzania's aging infrastructure, including rail and port, which provide important trade links for inland countries. In 2013, Tanzania completed the world's largest Millennium Challenge Compact (MCC) grant, worth $698 million, but in late 2015, the MCC Board of Directors deferred a decision to renew Tanzania’s eligibility because of irregularities in voting in Zanzibar and concerns over the government's use of a controversial cybercrime bill.

    The new government elected in 2015 has developed an ambitious development agenda focused on creating a better business environment through improved infrastructure, access to financing, and education progress, but implementing budgets remains challenging for the government.     BILATERAL RELATIONS BETWEEN INDIA AND TANZANIA

    Tanzania and India have enjoyed traditionally close, friendly and co-operative relations. From the 1960s to the 1980s, the political relationship involved shared commitments to anticolonialism, non-alignment as well as South-South Cooperation and close cooperation in international fora. In recent years, India-Tanzania ties have evolved into a modern and pragmatic relationship with sound political understanding, diversified economic engagement, people to people contacts in the field of education & healthcare, and development partnership in capacity building training, concessional credit lines and grant projects. The High Commission of India in Dar es Salaam has been operating since November 19, 1961 and the Consulate General of India in Zanzibar was set up on October 23, 1974. Political Relations Recent high-level visits Prime Minister Mr. Narendra Modi paid a State Visit to Tanzania from 9-10 July 2016. He met the President of Tanzania, Dr. John Pombe Joseph Magufuli for bilateral talks after a ceremonial welcome and interacted with Solar Mamas and the Indian community. During the visit, the following MOU/agreements were signed: MOU on Cooperation in the field of water resource management and development; Agreement on Joint Action Plan between National Small Industries Corporation of India and Small Industries Development Organization of Tanzania; Visa waiver agreement for Diplomatic/Official passport holders (entered into force in December 2016); MOU for the Establishment of Vocational Training Centre at Zanzibar; Line of Credit of USD 92 million for rehabilitation and improvement of water supply system in Zanzibar. 9th Session of the India-Tanzania Joint Commission on Economic, Technical and Scientific Cooperation was co-chaired by the two Foreign Ministers in New Delhi from 15-16 October 2018. Other visits Zanzibar’s Second Vice President Ambassador Seif Ali lddi visited New Delhi and Kerala in March 2017 for various working level and business interactions. Hon. Charles Mwijage, Minister of Trade, Industry & Investment visited New Delhi for the 4th Joint Trade Committee meeting co-chaired with his counterpart in August 2017. Indian Chief of Army Staff, General Bipin Rawat visited Tanzania from 16-19 December 2018 where he met the Minister of Defence and Chief of Defence Forces of Tanzania. Hon. Medard Kalemani, Minister of Energy attended the Founding Conference of the International Solar Alliance on 19-20 March 2018, and Hon. Ummy Ally Mwalimu, Minister for Health, Community Development, Gender, Elderly and Children attended the Delhi End TB Summit in March 2018 and Partners PMNCH Forum in New Delhi in December 2018. A delegation from the Centre for Foreign Relations of Tanzania visited Foreign Service Institute in New Delhi in Aug 2018. The first meeting of the bilateral Joint Working Group (JWG) on Water was held on 17 May 2019 in Dar es Salaam. The Indian side was led by the Additional Secretary, Ministry of Water Resources, River Development & Ganga Rejuvenation and the Tanzanian side was led by their Permanent Secretary, Ministry of Water. The JWG identified areas of bilateral cooperation in the area of water.

    Bilateral Treaties & Agreements In addition to the MOUs/agreements signed during the Prime Minister’s visit to Tanzania (July 2016) and the 9th Joint Commission Meeting (October 2018), India and Tanzania have signed a number of bilateral Treaties/MOUs/Agreements. Some of the major ones are: Agreement on the establishment of a Joint Trade Committee (2000) MOU for Co-operation in the field of Agriculture and Allied Sectors (2002) MoU on Exchange of Programme on Co-operation in the field of Education (2003) MOU on Defence Cooperation (2003) Agreement on Double Taxation and Prevention of Fiscal Evasion (2011). Earlier DTAA was signed in 1979. MOU for Cooperation in the field of Hydrography between Tanzania and India & Protocol on exchange of Hydrographic Data (2015) Loan Agreement between Exim Bank and Government of Tanzania on line of credit for US$ 500 million for water supply projects in 17 towns across Tanzania (May 2018). Commercial and Economic Relations India and Tanzania share a vibrant economic, commercial and business ties. India is the largest trading partner of Tanzania comprising 16% of Tanzania’s foreign trade. India is also among the top five investment sources in Tanzania. Major Indian companies and brands present or operating in Tanzania include Bank of Baroda, Bank of India, Canara Bank, Tata International Limited, Bharti Airtel, National Mineral Development Corporation, Tanzindia as joint venture of insurance companies (LIC, NIC, United India, etc), Kamal Group of Industries, Larsen & Toubro, Godrej, Afcons, Kalpatru and several automobile companies.     India’s major exports to Tanzania include petroleum products, pharmaceuticals & chemicals, motor vehicles, electrical goods, articles of iron & steel, sugar, machinery, etc. Tanzania’s major exports to India include gold dore, cashew nuts, pulses, timber, spices (mainly cloves), ores and metal scrap, gemstones, etc. Development Partnership Tanzania is a major beneficiary of training courses allocated under India’s ITEC/SCAAP programmes, and under IAFS capacity building cooperation. Starting with 24 trainees annually in 1972, it has gradually increased to about 500 trainees under ITEC/IAFS programmes to Tanzania in 2018-19.

    BILATERAL RELATIONS BETWEEN INDIA AND TANZANIA India has executed a number of projects under government grants and soft loans in Tanzania. Three IT/Communication projects have been completed: A Centre of Excellence in ICT at the Dar es Salaam Institute of Technology in 2011; ICT Centre at the Nelson Mandela African Institute for Science & Technology in 2016 and the Pan African e-Network Project at University of Dar es Salaam in 2010. India provided essential medicines and vaccines totaling about USD 1 million as grant support to the Ministry of Health of Tanzania in September 2018 and set up a radiation therapy machine ‘Bhabhatron-II’ for cancer patients at Bugando Medical Centre, Mwanza under Government of India grant support in July 2016. Under a Credit Line of USD 178.125 million for the development of water supply projects in Dar-es-Salaam and coastal Chalinze region, the water supply project packages from Upper Ruvu River to Dar es Salaam were completed and inaugurated by the Tanzanian President Dr. John Pombe J. Magufuli on 21 June 2017. India has also extended a Credit Line of USD 268.35 million for water supply projects in Tabora, Igunga and Nzega in western Tanzania. Line of Credit Agreement of USD 500 million for water infrastructure projects in over 28 towns in Tanzania was signed on 10 May 2018.

    BUYER SELLER MEET TANZANIA: 2019-20

    As an export promotion measure, CHEMEXCIL in co-ordination with High Commission of India in Dar-es-salaam, Tanzania had organized a Buyer Seller Meet at DAR-ES-SALAAM SERENA HOTEL, Ohio Street, P.O BOX 791, Dar es Salaam, Tanzania on 7th of February, 2020. This project was sanctioned under MAI scheme of Ministry of Commerce & Industry, Government of India. Total 31 member-exporters from CHEMEXCIL and around 164 importers / buyers of Chemicals / Agro Chemicals / Dyes and Cosmetic sectors were attending the above event. The BSM was inaugurated by Hon’ble H. E. Shri Sanjiv Kohli, High Commissioner of India in Tanzania. The event was also attended by Mr. Godfrey Simbeye, Executive Director of Tanzania Private Sector Foundation, Mr. Paul Koyi – President of Tanzania Chamber of Commerce, Industry and Agriculture, Mr. Subhash Patel, Chairman of Confederation of Tanzania Industries all of whom had urged the Tanzanian companies to look at a new and fast growing India. In the above event, the welcome address was given by Mr. Soumen Guha, Regional Director-CHEMEXCIL. In his address, he introduced CHEMEXCIL and briefed its export performance and promotional activities and presented film about Chemexcil. The BSM was inaugurated by H.E. Shri Sanjiv Kohli, Hon’ble High Commissioner of India to Tanzania. In his inaugural address Shri Sanjiv Kohli said the objective of this BSM is to promote India’s capabilities as a supplier to steady and sustainable, low cost international quality product to Tanzania. This is an ideal platform for meeting potential buyers, dealers and end users of chemicals. This event will provide the unique opportunity to major buyers of Tanzania to interact with Indian manufacturer for sourcing their product requirements from India as well as establishing joint ventures.

    Mr. R. Chandramouli – Deputy High Commissioner and Mr. Raj K Ganger - Second Secretary had also attended and co-ordinated CHEMEXCIL to organise the event. Moreover, High Commissioner of India in Tanzania had provided tremendous support regarding mobilization of Buyers / importers of this event. For wide publicity of the event, High Commissioner of India in Tanzania has given an advertisement in local news paper. All Print and TV Medias were invited by the High Commission of India in Tanzania to cover and vast exposure of this event.

    Moreover, High Commission of India in Tanzania took initiative to communicate directly to Shri Gagan Gupta - President of Indian Business Forum, Shri Subhash Patel - Chairman - Confederation of Tanzania Industries, Shri Zaveri – Vice Chairman and Mr. Godfrey Simbeye -Executive Director – Tanzania Private Sector Foundation, Mr. Paul Koyi – President of Tanzania Chamber of Commerce, Industry and Agriculture, Ms. Noreen L. Mawalla, Executive Director, Tanzania Business Women Association (TABWA), and other various trade bodies in Tanzania and requested them to disseminate this Buyer Seller Meet information among their members for mobilizing more buyers in this event.

    We are extremely thankful and grateful to H.E. Shri Sanjiv Kohli, Hon’ble High Commissioner of India to Tanzania and his team for proactively taking all the required measures to ensure that, this BS Meet turns out to be a grand success.
