improvements. Revitalizing the Civic Center area will provide major opportunities for Scottsdale Arts and the city to bring extensive live performing arts in an outdoor setting as well as special events and festivals. Safety Providing an updated attractive and safe environment, is one of the most important factors that can help in the city’s success of attracting residents and visitors to the Civic Center and Old Town Scottsdale. Several structural deficiencies have been identified, and portions of the Civic Center area were subject to an emergency closure in order to repair them. The entry area in and out of Civic Center from Historic Old Town at Brown Ave. and Main St. requires better accessibility for ADA and pedestrians. What is the customer experience? The current customer experience is very mixed depending on the reason for the visit to the Civic Center area. While there is a great deal of lush landscaping, public art and open space in the Civic Center area, it is showing its age in many ways including outdated restrooms, oversized fountains, and other structural and electrical deficiencies. Holding a special event at the Civic Center requires an event producer to invest more prep time and money than at another comparable venues due to deficiencies. Recent Staff Action This project is included in the Tourism Strategic Plan, Downtown Scottsdale 2.0 and Downtown Public Space Master as well as the City of Scottsdale General Plan 2001 and the Old Town Scottsdale Character Area Plan. Community Outreach The Civic Center Mall Master Plan went through an extensive public process in 2015. During the public process the city received hundreds of comments from the community, learned a lot about what people like in the Civic Center area and what areas need improvements. Strategic Goal The implementation of this project supports the Strategic Goals: Preserve Meaningful Open Space, Support Economic Vitality and Value Scottsdale’s Unique Lifestyle and Character.

RESOURCE IMPACTS Operating Cost & Staffing, Workload Impact No additional operating costs, staffing or workload is anticipated other than ongoing maintenance that already takes place within Civic Center. Maintenance Requirements Ongoing maintenance requirements include standard services for landscape, pedestrian lights, upkeep of seating elements, and waste receptacles.

Impact if this project is not implemented Events that have historically happened at Civic Center are beginning to go elsewhere as new “event ready” venues become available. The additional cost incurred by event producers to invest more prep time and money in the Civic Center area for events is becoming a decision-making factor.

If this project is delayed further, the city will jeopardize our opportunity to complete the project in time to host Super Bowl 2023 events, if selected by the NFL and Host Committee. While other cities in the Phoenix Metro area have reinvested in cultural and civic assets, Scottsdale has been relatively dormant. This iconic project is needed to reinvigorate the Civic Center Mall at this time.
