Recently American "Fortune" Magazine published the ranking of 2009 "World's Most Admired Companies", in which Baosteel is included. Baosteel is the only mainland Chinese company that gets this honor this time. This time over 1400 world renowned large companies registered for the ranking and the sponsor classifies the candidates by 64 industries, for each industry the top 15 international companies and the top 10 American companies in terms of sales are selected and evaluated item by item according to the key indicators including innovation, people management, use of corporate assets, social responsibility, quality of management, financial soundness, long-term investment, quality of product/service and global competi t iveness. Finally 363 companies are enrolled in the ranking of 2009 "World's Most Admired Companies" and get the title of "World's Most Admired Companies", among which Apple, Berkshire Hathaway and Toyota Motor take the first 3 places in the ranking. It is also the fourth time for Baosteel to get this glory since 2005.

In the ranking of global metals industry, Alcoa tops the list with the overall score of 7.05, which is followed by Baosteel with the score of 6.94, and the international well-known metal companies like ArcelorMittal, Nippon Steel, Posco, ThyssenKrupp, JFE Holdings and Nucor take the third to eighth places respectively. Baosteel only ranked at 14th in the ranking of last year and vaults into the second place this time, becoming the company that moves up the most places in the ranking. In the ranking for breakdown evaluation, Baosteel is the best in the three indicators including people management, financial soundness and long-term investment in the industry and also scores high in other indicators.

Xu Lejiang Attended Worldsteel Executive Committee Meeting

On April 26, chairman of Baosteel Group Corporation, Worldsteel director and member of Worldsteel Executive Committee Xu Lejiang attended the 33rd meeting of Worldsteel Executive Committee held in London UK, in which he introduced the general status of Chinese steel industry in last year and the first quarter this year.

Word Steel Association (Worldsteel for short) is formerly known as International Iron & Steel Institute, Baosteel joined it in October 2004 and is one of the 14 executive directors. In the meeting, Worldsteel published “Worldsteel Short Range Outlook for Apparent Steel Use 2009”. According to the forecast, the worldwide apparent steel demand will decline from last year’s 1,197 million tons to 1,018.6 million tons, among which China will witness a 5% decline in apparent steel demand. According to the statistics, as the exclusive steel supplier for the program, Baosteel has altogether supplied 87,000 ton steel products of various types. Recently, the Bureau of Shanghai World Expo Coordination has dedicatedly conferred a medal on Baosteel for its outstanding contributions.

On Dec. 25, 2007, Baosteel Group Corporation patronized the Bureau with RMB 400 million yuan and both parties signed VIK (cash or equivalent) steel supply framework agreement. Accordingly, Baosteel officially becomes the global partner and general steel supplier of Expo 2010 Shanghai. Baosteel Steel Trading Co. Ltd was designated as the exclusive trading platform for Expo.

Baosteel then established the leading and working team as well as service taskforce for World Expo program to exert group synergy and integrated resource advantage so as to innovate the supply mode for key projects, implement the packaged contractual execution for all steel demand and conduct a coordinated process service including production, batching, processing and transportation, etc. In March last year, the first lot of more than 1500 ton seamless tubing products was transported to the site, which drew apart the prelude of Baosteel's supply for World Expo.

The pavilion construction of World Expo is of huge steel consumption, various specifications and comparatively short delivery term. All production organizations and sales & trading departments, etc. from Baosteel conduct the coordination in a unified manner, doing their best to ensure the steel quality as well as the period of supply. As for the products which can not be produced by Baosteel in the contractual bill of demand, Baosteel Steel Trading Co. Ltd. selected domestic reputable manufacturers or distributor through trading & service platform for comparisons and outsource these products to fill the existing resource gap of Baosteel. From last July to last November, the average monthly supply of Baosteel was up to 14000 ton, with the product mix covering medium heavy plate, hot-rolled sheet, galvanized sheet, color coated sheet, seamless tube, high frequency welding H section steel, square tube, hot rolled H section steel, longitudinal welded tube, etc, which met the steel needs of Expo project in construction peak. As for emergent demands due to the designing change, Baosteel opened up

the green pass and formulated meticulous production plan to ensure the product supply as scheduled. Logistic distribution is the last key link. After the assessment and approval of the Bureau of Shanghai World Expo Coordination, Baosteel is designated as the exclusive logistic distributor to track the acceptance status of the steel delivery, so as to ensure the timely and precise supply. By the end of last year, Baosteel had completed the supply contract for Shanghai World Expo pavilion construction program. According to the specific construction status, the Bureau placed additional piecemeal orders to Baosteel, which had been well in place by this February.

Thanks to Baosteel Branch Silicon Steel Department’s active pursuit of breakthrough in commercial, stable and economical production, the main lines of GO silicon steel production all realized “4 reach” within one year since the startup of production, making an important progress towards the target of stable and commercial GO silicon steel production with rational cost.

Recently a good news came from Baosteel GO silicon steel production again: after a core GO silicon steel line realized “4 reach” in the 6th month since the startup of production, in March another two core lines realized “4 reach” in the 10th month since the startup of production, and the designed capacity was reached in an overall way. So far, the main lines of GO silicon steel production all realized “4 reach” within one year since the startup of production, making an important progress towards the target of stable and commercial GO silicon steel production with rational cost.

The logistics of GO silicon steel production is characterized by reciprocation and intercrossing operations. Since the startup of production, Baosteel Branch Silicon Steel Department has been strengthening the knowledge and understanding about the product ion features and continuously exploring and accumulating experience in the practice. Now they have found out “multi-process step intercrossing batch processing” logistics control model that can satisfies the requirements of each process step. According to the quality of incoming material, the production planning of each process step is adjusted dynamically, so as to reduce the difficulties for the control of production switchover cost and quality, shorten the adjusting time for operation and

ensure the material balance in GO silicon steel area. In view of the characteristics of GO silicon steel production, Silicon Steel Department also carries out silicon steel standard post construction, systematically sorts out the requirements for and targets of each process step and each post, strengthens the executive strength of 4 management tools and the capability improvement of key posts, and formulates the evaluation indicators and overall improvement plan for each post and each stage. According to the agreement, Baosteel will supply steel products for Maersk for the items including containers, ships and petroleum systems. Li Yongxiang said, in the grim economic situation at present, Baosteel needs to maintain good cooperative relationship with key internationally renowned customers. Recently, Baosteel International Steel Trading Co., Ltd. reached cooperation agreement with China South Locomotive & Rolling Stock Corporation Limited (CSR), according to which the share of rolling stock steel purchased by CSR from Baosteel will increase a lot from last year.

CSR is a large-scaled passenger coach and freight wagon manufacturer directly under the administration of central government, its output of rolling stock accounts for approximately 40% of the Ministry of Railway. In the first half of last year, CSR promoted the mode of centralized purchase in the subordinate rolling stock works through structural adjustment of organization. In that June, CSR ordered the first lot of weathering steel for railway from Baosteel, which opened the prelude of cooperation between both parties.

UN Global Compact, an initiative for global corporate citizens joined by more than 100 countries and thousands of enterprises, recently launched its Local Network China in Beijing. Last year, in view of the social and economic turbulence in Kenya, UN Office for the Coordinat ion of Humanitar ian Affairs appealed to each member state and UN organization to provide aid to Kenya. Following the aid of RMB 20 million yuan to Kenya last year, Chinese government decided in this year to aid another USD 3 million yuan to Kenya. Meanwhile, China will also provide aid to build a lot of public facilities and infrastructure including hospitals, schools, stadiums and gymnasiums in Kenya.

While the demand in European cold-rolled sheet market is declining steeply due to the impact of financial crisis, Baosteel blazed a way in the African market with active exploration, opening up new situation of cold-rolled sheet export. In the fourth quarter last year, the export of cold-rolled sheets to African area increased by link relative 20%; since this year, the orders of export to Africa continue to climb and increase by 36% in the first quarter compared with the same period last year.

Cold-rolled sheet is the most competitive product of Baosteel. Before the crisis, European market was one of the main destinations of the export of Baosteel’s cold-rolled sheet, while the share taken by African area was relatively small and the demand was unstable. Since the third quarter last year, due to the impact of global financial crisis, the price of cold-rolled sheet in European steel market sagged sharply and the demand also declined steeply, which imposed a negative impact on the balance of production and sales and export of Baosteel’s cold-rolled sheets.

Confronted with this situation, Baosteel Co., Ltd. Sales Center and Baosteel Europe GmbH organized the marketing team for cold-rolled sheet, which made in-depth analysis of the market situation and put forward, in view of the characteristics of underdeveloped economy and insensitivity to trade friction in African area, the strategy of “changing the battlefield to speed up the expansion in African area” at the first time. The marketing team for cold-rolled sheet rapidly formulated the marketing tactics for African market, gave full play to the existing channels and trade advantages, visited local customers and carried out effective communications with them. 米《フォーチュン》誌の公表によると、2009年度“グローバルで最も尊敬される企業”のランキングに、宝鋼が入選されたという。中国大陸には宝鋼一社だけが当該称号を獲得。《フォーチュン》誌はそれと同時に64業界の番付けを打ち出し、宝鋼が国際金属業界の二位にランキングされた。

宝鋼　円満に万博永久パビリオン用鋼を供給完了

三月のある日、713トン熱延H型鋼が工事現場に無事到着に連れて、宝鋼が円満に上海万博パビリオン建設に材料供給を完了。統計によると、宝鋼は上海万博工事建設への唯一の鋼材納入業者として、合計、各種鋼材8.7万トンを納めた。最近、上海万博事務協調局がわざわざ宝鋼に表彰メタルを贈呈し、このプロジェクトに素晴しい貢献をした宝鋼に感謝するという。

2007年12月25日に、宝鋼集団公司が万博局に4億人民元を賛助し、双方がVIK（現金或いは現金額相当品）の鋼材供給の枠組協議書を締結することによって、宝鋼が正式に2010年上海万博グローバルパートナー、即ち鋼材のメイン納入業者となり、宝鋼国際の鋼貿公司が万博への

材料供給に唯一の貿易サービスプラットホームと指定された。

その後、宝鋼は早めに万博工事の指導チームとワークチームを作り、万博サービスチームを組み、集団公司の協同及び資源の総合的強みを活かし、重大プロジェクトへの材料供給パターンを創出して、全ての鋼材需要に一括で運営と生産、材料配達、製作、搬送などを総請け負うワンストップサービスを施行した。去年の3月に、第一回目分の1500トンものシームレス鋼管が万博の工事現場に到着したことより、宝鋼からの鋼材供給が本格的にスタートとなった。

万博パビリオン建設工事には鋼材の使用量が大きく、品種の仕様が多く、しかも、納期が短いという特徴がある。宝鋼の各生産、販売貿易などの関連部門は統一に協調し、全力を尽くして、万博パビリオン工事用鋼材の品質や納期を確保しようとする。契約のリストに乗ってあった宝鋼が生産できないものに対しては、鋼貿公司が貿易サービスプラットホームを利用して、国内に評判のいいメーカー或いは特約店を選択し、何社かの物を見比べて、外注することによって、宝鋼既存資源の不足を補填する。去年7月から11月にかけて、宝鋼が月を平均に供給した量は1.4万トンに達した。鋼材の品種は厚中板、熱延板、溶融亜鉛めっき板、カラコーティング板、シームレス鋼管、高周波溶接H型鋼、スクエアーパイプ、熱延H型鋼、電縫管などをカバーし、万博工事建設ピーク時の鋼材需要に応えた。工事設計の変更による至急需要となった物に対して、宝鋼はグリーン通路を開設し、緻密な生産計画を作成して、節目通りに製品の供給を確保した。物流配達は最後の一環として、万博局が評義審査した後、独占物流JIT配達業者に指定された宝鋼が鋼材の出荷、検収をフォローして、材料供給の適時、的確を確保してきた。去年の年末まで、宝鋼は上海万博パビリオン建設への材料供給の契約を成し遂げた。工事の具体的な事情に応じて、万博局がまた宝鋼に追加した幾つかの小口な注文は、今年の2月末まで、全部手配が完了。

宝鋼が大型工事への材料供給にサービスパターンを創出したことは国内でブランド品を打ちたてた。上海万博事務協調局がこの度、宝鋼との合作を高く評価した。宝鋼は鋼材供給の枠組協議書に承諾した約束を果たして、万博の永久的パビリオンが宝鋼の供給レベルや一流の信用を永遠に証明してくれるであろう。

4月26日に、宝鋼集団公司董事長、世界鉄鋼協会理事、執行委員会委員徐楽江はイギリスロンドンで開催された世界鉄鋼協会理事会、執行委員会第33回会議に出席、席上で去年と今年第１四半期の中国鉄鋼業界の全体的な状況を紹介した。

世界鉄鋼協会の原名は国際鉄鋼協会だったが、宝鋼は2004年10月に当該組織に加入。当面は14執行理事中の一員である。この度の会議に世界鉄鋼協会は《2009年グローバルに鉄鋼見掛け需要量の短期的展望レポート》を公表した。

見通しによると、今年グローバルに鉄鋼見掛け需要量は去年の11.97億トンより10.186億トンまで低下、中には、中国の鉄鋼見掛け需要量は5%低減という。このほか、世界鉄鋼協会はまた経済部門が予測した《グローバル鉄鋼の生産力データの統計分析報告書》を公表、しかも、世界鉄鋼業界2050年CO2削減の目標を展望する《世界鉄鋼2050報告書》などを公表。徐楽江とその他の委員は条項を一々討議した。

討議においては、徐楽江はまず去年と今年第１四半期の中国鉄鋼業界の全体的な状況と当面する市場情勢を紹介し、しかも、世界鉄鋼協会が公表した《2009年グローバルに鉄鋼見掛け需要量の短期的展望レポート》、グローバル鉄鋼の生産力の見通しなどのレポートに賛同を示した。

当面の市況が厳しく、生産経営が困難度重なるにも拘らず、宝鋼は今まで通りに真剣に社会への責務を果たし、指定となった貧困扶助の資金を事欠かせなく、その度合いを低減させない。先日、宝鋼2009年雲南省貧困扶助指定項目が正式に始動、宝鋼は引き続き雲南省に貧困扶助の資金を1000万元投下、重点的に26の貧困扶助項目を実施することになった。

この間、宝鋼集団公司組合は引率して、宝鋼分公司、梅山公司と宝鋼国際三社の貧困扶助対応会社の責任者が雲南省に赴き、貧困扶助指定した墨江県、寧洱

宝鋼の貧困扶助活動が始動されて６年来、雲南省普洱市の四つの県に延べ4099.43万元の資金を投下、中には、項目費用が3804万元、実物贈与分を時価に換算すると54.98万元、愛心通学助成金が215.45万元、その他25万元となった。主な項目には希望小中学校、衛生院の建設、草葺小屋、枝木小屋の改築などを含む。食住心配のない村を建設し、村全体の推進、愛心通学助成などを施行して、普洱市の広範な貧困層国民に恵みを持たせる。貧困扶助指定した活動において、宝鋼は終始一貫で“実益”を先頭にして、一番直接、一番現実的な問題の解決に立脚して、困難な大衆に最優先に受益させる；重点の突出と資源の統合を固持し、村全体の推進やその相乗りの開発を展開して、貧困扶助にその効き目を倍以上に拡大させる；“輸血”と“造血”の同時遂行を固持し、産業発展を重要視して、貧困地域に経済自己蓄積と自己発展能力を増強させる。この数年間に、宝鋼の貧困扶助活動は国務院貧困扶助事務所、雲南省政府と省貧困扶助事務所から十分に是認され、普洱市、対応する四つの県政府からの好評も獲得していた。

今年は宝鋼《2008～2012年貧困扶助指定雲南省企画》発表の二年目である。宝鋼が引き続き貧困扶助資金を1000万元投入して、26の貧困扶助案件を重点的に施行することになる。中には、村全体を推進する案件は18件、他地域移転は１件、教育案件は4件、育成案件2件、その他は1件となる。宝鋼は対応する四つの県の貧困扶助の活動事情と密接に融合し、村全体の推進をカットインとして、重点的に人口の少ない民族、内陸国境と大革命時期に早期解放された地区、県、貧困村に傾き、貧困扶助相手に衣食問題を早期解決、しかも、貧困脱却から裕福への実現を貧困扶助開発に最も重要な職責とする。農村貧困人口に自己発展能力を向上させることを活動の重点に置き、産業への扶助、科学技術の育成と愛心通学助成の案件に力を入れる度合いを増強し、現地民衆の文化水準と生産科学の技術知識を身につける能力を高める。進捗に基づき、貧困扶助案件への資金到着を確保するために、宝鋼は、また、雲南省貧困扶助事務所と貧困扶助案件への資金管理の議事録に署名した。

先日、宝鋼社会的責任委は第一回目会議を開催した。会議では今年宝鋼が“社会的責任活動を日常経営管理に融合”という考えに基づき、指標体系を整理し、重点的に推進する案件を明確にする；宝鋼の社会的責任の戦略的位置づけを検討し、会社全体的な発展戦略を巡って、社会的責任を発展させる段階的な目標を提出した。宝鋼集団公司総経理、社会的責任委主任何文波が会議に出席、挨拶した。党委員会副書記、社会責任委員会常務副主任欧陽英鵬が会議を主宰。

持続可能な発展を実現するために、法律、道徳、商業倫理を順守し、生産運営に於いて、自らの意志で利益関連側と自然環境に責任を負い、経済、社会と環境に総合価値の最大化を追求するものである。社会的責任戦略は宝鋼ニューラウンド発展戦略に構成された一部分であり、“広く尊敬され”と“優秀な国際的会社”に対する具体的な解釈でもある。ここ数年来、宝鋼は熱心に社会的責任を果たし、社会各界からの注目と好評を得ていた。宝鋼は社会的責任を会社の日常運営に溶け込み方は国家資産管理委からの関心を受け、国家資産管理委はこの面で有益な探索を積極的に遂行しようと宝鋼に期待している。国連グローバル契約機関の中国推進事務所も宝鋼の社会的責任の活動に高評を与え、“当面に最も先進的な企業の実践活動である”と認めている。

この会議で会社広報部が行った宝鋼の社会的責任活動体系全般的な活動の進め状態と社会特定案件の推進状況に関する報告、財務部、人的資源部が行った経済チームと社員チームの特定案件に関する報告を聴取した。会議に出席したメンバーは宝鋼が如何に社会的責任活動を進めるか、宝鋼の社会的責任の現状と考え、視角と位置づけ、指標体系などについて討議を行った。

何文波は挨拶の中にこのように指摘、社会的責任の管理活動を進めるには、まず先に自己認識し、外部から宝鋼に対する要望と見方を心得、宝鋼の社会的責任の活動を狙いありに進めさせる。企業内部と外部の利益関係者との認識を一致に達する。利益と納税で社会に貢献する外、宝鋼が環境保護、社員配慮と社会奉献などの面に努めることを社員に分からせる。何文波はさらに強調した：宝鋼は引き続きユーザ、サプライヤーとの共同構築を強化し、競争力のあるサプライチェーンを構築する；優れた会社の経験を学び、社会から取り上げ、社会へお返しという理念に従って、企業所在の地域の公益活動を画策して、現地の民衆に宝鋼からもたらした幸せを真実に感じさせる。

欧陽英鵬は取りまとめ時に、宝鋼の皆さんに社会的責任を履行する重要な意義、含めた指標体系及び精神実質を理解して貰い、宝鋼の社会的責任体系活動を深め、共に宝鋼の社会的責任戦略の実施を推進し、発展目標の実現を確保ようと述べた。

2008年度中国企業情報化ベスト500調査、評議選出は、先日発表した。宝鋼株式は“2008年度情報化企業賞”、“企業情報化建設重大業績賞”、“ITマスターアーキテクチャベストー賞”、“サプライチェーン管理応用ベスト賞”、“電子商取引応用ベスト賞”、“政策決定の支持、応用ベスト賞”という六種目の賞を獲得。宝鋼集団公司董事長、宝鋼株式董事長徐楽江が“中国企業情報化功勲賞”を獲得した。

2003年から国の情報化測定評議センターは6年間連続で中国企業の情報化ベスト500調査を進めできて、測定評議の結果も公表した。当該調査はわが国で今までに規模最大、第三者が独自で連続的に企業情報化調査活動を行ったものである。宝

鋼株式はかつて2003、2004年度の中国企業の情報化ベスト500の評議選出に参与し、重要な賞を数個獲得したことがある。

宝鋼株式が設立してから、生産を中心に、財務管理を中心に、ユーザに面して、競争力の向上を中心にし、ソフト実力を向上させて、飛躍的な発展を実現する。毎度、管理の格上げは情報システムの支えから切り離れられない。2003年8月30日に、温家宝総理が宝鋼視察の際に、宝鋼の情報化実践は“産業化＋情報化、情報化が産業化を牽引、これこそ、新型の産業化の道である”。

2008年度中国企業情報化ベスト500評議選出活動には、それぞれ企業賞、個人賞、特定種目賞、総合賞、顧客選択賞など五大類、数10種目の賞を設置した。その中に、宝鋼株式が獲得した“2008年度情報化企業賞”は企業賞中の最高賞であり、主に情報化と産業化を完璧に融合して、世界で優れた企業の特徴を持つ優秀な会社を表彰するものである。徐楽江が獲得した“中国企業情報化功勲賞”は個人賞中の最高賞であり、、企業情報化の建設に大きく寄与し、業績が卓越し、中国企業の情報化にその影響が深く、幅広く、しかも、遠くて、中国企業の情報化発展史に記載できる企業の主なリーダを表彰するものである。

宝鋼方向性電磁鋼板コアライン　生産開始の初年に“四つの達成”実現

宝鋼分公司珪素鋼部は量産、安定、且つ、経済的な生産などに於ける突破を積極的に探し求め、方向性電磁鋼板のメイン生産ラインが生産開始後一年内に全て“四つの達成”を実現し、量産、安定、コスト合理への方向性電磁鋼板を生産する目標に重要な一歩を踏み出した。

先日、宝鋼電磁鋼板の生産から吉報が伝われ、方向性電磁鋼板の一つ核心ラインが生産開始後六ヶ月目に“四つの達成”を実現、続いて他の2ラインが生産開始後十ヶ月目に“四つの達成”の目標を実現し、設計能力を全て達成した。これでもって、方向性電磁鋼板主要生産ラインは全て生産開始後一年内に“四つの到達”の実績を創り、量産、安定、コスト合理への方向性電磁鋼板を生産する目標に重要な一歩を踏み出した。

宝鋼分公司珪素鋼部は潜在力を掘り出し、物流の管理と職場技能向上の方法を模索し、量産の突破を求めている。方向性電

磁鋼板の生産物流は往復と交差作業が多いという特徴を持つ。生産開始後、宝鋼分公司珪素鋼部は生産特徴への認識と理解を強化し、実践中に於いて経験を絶え間なく模索し、蓄積している。現在、彼らは各工程の要求に叶える“多工程交差によるロット集め”という物流管理モデルを探り出した。到着材の品質に基づき、各工程の生産計画をダイナミックに調整し、生産切り替えの原価と品質コントロールの難しさを有効的に下げ、操作調整時間を減らし、方向性電磁鋼板エリアの物流バランスを確保した。方向性電磁鋼板の生産特徴を踏まえ、珪素鋼部は電磁鋼板に標準ポストの設立を行い、生産から各工程、各ポストに対する要求と目標を系統的に整理し、4大管理のツール実施力と重要ポストの能力向上を強化し、各ポスト、各段階での評価指標と全体向上の計画を立てた。なお、珪素鋼部は色々な形の操作競技、シフト間の試合などの活動をプラットホームにして、職場技能の向上、量産に保障を提供している。３月、方向性電磁鋼板2核心ラインの生産量はそれぞれ設計能力を２０％と３０％超えた。

珪素鋼部はプロセスコントロールを着手として、設備と品質の邪魔物を除去し、安定生産に突破を求めている。核心ラインのプロセス窓口が狭く、制御精度が高く、過程変数が多く、生産が難しいという特長に対して、彼らはライン技術チームを五つ、一貫性技術チームを二つ作り、又、TPMチームを設立した。設備状態、機能精度の制御を着手として、機能不足の除去と精度の向上を強化し、十数項目の難題を逐次に解決し、ライン目標の達成のために、邪魔物を一掃した。珪素鋼部は重要品質のコントロールポイント管理及び重要性能指標トレンド管理を確立し、性能とパラメーターの的中率を高め、プロセスの細分化により、製品品質を安定させた。

珪素鋼部は原価の改善を深化し、各種の消耗を下げ、経済的生産の突破を求めている。３月、２ラインにトン鋼当り、工程でのエネルギー消耗量がそれぞれ所定目標値より25.97％と33％下がった。

3月12日に、宝鋼株式と上海電気(集団)総公司は戦略合作協議書を締結した。双方は密接な合作と交流を通して、製品の開発を加速、競争の強みを拡大、提携で市場変化に対処し、共同の発展を実現する。

徐建国は挨拶の中で、双方が締結した戦略協議書は目前の市場不況に於いて、抱き合って温かみを取り、共同で難関を乗り切る措置だけではなく、長期、且つ、安定的な合作関係を結び、産業構造の発展を促す良好の発端あり、宝鋼が材料の研究、供給に於いて、上海電気にもっと大きな支援を提供してほしいと述べた。

肖貴玉は、目前の国際金融危機の不利情勢に直面し、宝鋼株式と上海電気との合作は上海市産業調整発展企画と合致するから、必ず、新しい発展機会をもたらし、双方は機会をつかみ、新しい局面を切り開き、上海ないし全国の産業発展に新しく貢献しようと強調した。

3月25日に、宝鋼とA.P.Moller-Maersk Groupは戦略合作協議書を締結した。協議書に基づき、宝鋼はマースクにコンテナ、造船とオイルガスシステム用鋼材など鉄鋼製品を提供することになる。双方はこのベースで合作の領域と空間を引続き開拓し、共同で各々業界での競争能力を高め、市場の厳しさを防ぎとめる。宝鋼株式副総経理李永祥、マースク高級副総裁Steen karstensenは双方を代表して協議書に署名した。

宝鋼は南車集団にサービス、集中購買を促進

先日、宝鋼は我が国のアフリカ･ケニアへの援助プロジェクトを成功に受注し、延べ26万平方メートルのカラー･コーティング波形鋼板の製作と加工を引受け、宝鋼株式販売センター、宝鋼分公司、宝鋼金属軽量ハウス公司がそれを具体的に実施している。

昨年、国際連合人道問題調整事務所は社会、経済情勢が動揺しているケニアに援助を提供しようと構成メンバー国と国連各機構に呼びかけた。我が国は昨年ケニアに2000万人民元を援助した上、今年、又、3000万ドルを援助することを決めた。それと同時に、我が国はケニアで病院、学校、体育館、グラウンドなどの公共施設とインフラストラクチャーを重点的に援助、建設することになる。

先日、宝鋼国際鋼鉄貿易公司と南車集団は合作協議書を締結して、南車集団が宝鋼から購入する鉄道車両用鋼のシェアは昨年より大幅に上げられるようになる。

南車集団は中央直属の大型鉄道客車、貨車製造企業であり、鉄道車両の生産量が鉄道部に40％を占めている。昨年上半期、南車集団は組織構造の調整を通して、傘下車両工場に於いて集中購買モードを推進めた。同年6月に、南車集団は宝鋼に初ロットの鉄道用耐候性鋼を発注したことによって、南車集団集中購買のモードによる双方合作の新しいページが開かれた。。

鋼鉄貿易公司は“先物をメインに、現物をサブに、加工、物流、情報サービスによる付加価を上げ”というマーケティング･サービス方針を採用し、先物受注に細心の注意を払うと同時に、完璧な物流、ミルシート、生産進捗情報のフィードバック、及び快速な加工、物流工程を補助的なものにして、南車集団に個性化のある“ワンストップ”サービスを提供する。昨年第4四半期、国家が鉄道建設への投資度合いを強めたことは、宝鋼と南車集団との合作強化に新しい機会をもたらした。国家が鉄道への建設に投資額を増やしたから、宝鋼と南車集団との合作強化のために新しい機会をもたらした。12月の先物発注に於いては、南車集団は宝鋼の熱延、冷延、スラブなどの製品を2.1万トン発注し、月の最高記録を更新した。

今年以来、鉄道車両用鋼の需要が引続き旺盛な勢いを保っている。双方が締結した年間発注枠組協議によると、南車集団は発注の数量、発注の品種などの方面に宝鋼との合作力を強めることを約束した。

宝鋼　国連グローバルコンパクト中国メンバー企業証書を獲得

100数カ国、数千社企業が参加したグローバル企業公民行動により、提唱した―国連グローバルコンパクトは、先日北京で中国ネットワークセンターを設立した。設立大会で国連グローバルコンパクト中国ネットワークセンターは宝鋼集団公司などの企業に“国連グローバルコンパクト中国メンバー企業”証書を授与した。

国連グローバルコンパクトは2000年にスタートしてから、社会各界に幅広く認められ、中国企業と機構が200社弱相次いで参加した。国連グローバルコンパクトに参加したのは、企業が広範な公衆視野の下で、人権、労働者などに関する十項目普遍原則に対して厳かに承諾し、それを企業の管理、戦略、文化と日常運営に溶け込むだけではなく、グローバルコンパクト及びその普遍原則を支持する情況を定期的に報告することを意味している。

宝鋼集団公司は2004年6月に国連グローバルコンパクトに参加した。宝鋼集団公司の鉄鋼本業とする宝鋼株式は2005年から年毎に｢持続可能な発展レポート｣を公表し、経済、環境と社会などの分野から国連グローバルコンパクト及びその普遍原則を履行する宝鋼の理念と成果を示す。昨年11月に、宝鋼集団公司は国連グローバルコンパクト･ファンデーションに1万ドルを寄付し、当該事業に一層の発展を支持するためである。

多年来、宝鋼集団は積極的に国連グローバルコンパクト及び普遍原則を生産、経営におり込み、持続可能な発展理念を堅持し、先端、高効率、省エネ、且つ、環境的なプロセス、技術及び設備を積極的に採用し、経済利益、環境利益、社会利益という“WIN、WIN、WIN”を実現するために、たゆまない努力をしようとする。

宝鋼冷延薄板の受注量はアフリカ地区に於いて不況の中を上昇

欧州の冷延薄板市場は金融危機の影響により急激に衰退している時に、宝鋼は別のルートを辿り、アフリカ市場を積極的に開拓し、冷延薄板製品輸出に新しい局面を切り開いた。去年第4四半期、アフリカに輸出した冷延薄板が前期比20％増えた。今年以来、アフリカに輸出する受注量は引続き上昇し、第1四半期の同期比36％増えた。

冷延薄板は宝鋼の目玉製品である。今迄、欧州市場は宝鋼冷延薄板の主要輸出先であり、、アフリカ地区のシェアは低く、需要が不安定であった。昨年第3四半期から、グローバル金融危機の影響により、欧州鋼材市場の冷延薄板価格が大幅に下落し、製品の需要も急激に減少し、宝鋼冷延薄板製品の生産販売バランス及び輸出に悪影響をもたらした。

この状態に応じて、宝鋼株式販売センターと宝欧公司は冷延薄板営業チームを作って、市場の情勢を深く分析し、発展が遅れ、貿易摩擦が余り起こらないアフリカに対して、早めに“市場を移転し、アフリカ地区への開拓を加速しよう”という戦略を打ち出した。冷延薄板営業チームはアフリカ市場に適合した販売措置を速く策定し、既存のルートと貿易の強みを生かし、地元のユーザーを訪問し、彼らと有効な交流を行い、色々努力を重ねて終にユーザー2社と注文追加の契約書を締結した。

ユーザーの需要を確保するために、宝鋼はクイック･レスポンス･メカニズムと柔軟的な供給方式を速やかに確立し、生産販売のバランスを保障すると同時に、ユーザーからの注文を簡単に受けられるようになる。又、販売業務の快速ルートを作り、扁平化された手法により処理周期を早める。

アフリカ地区の冷延薄板受注量が引続き伸びていくことは、まるで市場の真冬に一縷の春風となるようである。

宝鋼が引受けた国家のケニア援助プロジェクト用26万平方メートル･カラーコーティング波形鋼板の加工任務は、納期がきつく、品質要求が高く、且つ、国家のイメージを代表するものなので、責任がとても重大である。受注後、宝鋼各部門は力を合わせて、産業チェーンの強みを十分に生かしている。販売センターは生産製造部門とプロジェクトに関わる詳細な情報を適時に交換し、品質、技術要求などを説明している。宝鋼分公司は短時間に原料の準備、カラーコーティング鋼板の製造を完了した。宝鋼金属軽量ハウス公司は要求を厳守し、カラーコーティング鋼板を波形鋼板に加工している。納期と品質を確保するために、軽量ハウス公司は既存の生産方式を変え、現在、24時間の満負荷で鋼板を仕上げ加工している。

国家のケニアへの援助プロジェクトに、初ロット･カラーコーティング鋼板は来月に製作完了見込み。

の合作は十数年前から始まり、双方はコンテナ用鋼板、造船用鋼板、ステンレススチールなどの分野に於いて、良好な合作関係を持っている。

今回、双方の提携は共同でグローバル金融危機による不利な情勢に対処し、長期的な合作関係の確立に保障を提供している。鋼材の供給範囲を開拓するほか、双方は又、知識共有、製品のイノベーション、環境保護及び生産流れの最適化などに於いて、合作を強化しようと約束した。同時に、交流と疎通を更に強化し、年毎に高官会談を行い、合作分野の一層拡大などの事を打ち合わせることになる。

Steen karstensenは、マースクに数多くの業務が鋼材という重要な原材料を必要とし、現在の不利な市場環境に於いて、宝鋼との合作強化がマースクの競争強みを引続き保持し、向上させるためになる。この協議書の締結はマースクが中国で長期の発展を求める重要な一里塚であり、双方の共同発展のためになると述べた。

李永祥は、現在の厳しい経済情勢に於いて、宝鋼は国際に知名度の高い顧客と良好な合作関係を保持する必要があり、マースクが宝鋼を選択したのは宝鋼に対する信用であり、宝鋼はマースクに最もよい製品、最も合理的な価格、最も優しいサービスを提供し、双方の市場競争力を絶え間なく高めようと示した。

An einem Tag in März hat Baosteel die Stahllieferung für Expos Pavillion vollendet,

nachdem 713 Tonnen warmgewalztes H- Profil an die Baustelle angekommen sind. Nach Statistik liefert Baosteel insgesamt 87 tausend Tonnen Stahl aller Sorten als der einzige Stahllieferer Shanghai Expos. Neulich hat Shanghai Expo Büro spezial Baosteel eine Medaille geschenkt, um sich bei Baosteel für den ausgezeichneten Beitrag zu bedanken.

Am 25. Dezember 2007 hat Baosteel Group Corporation dem EXPO Büro 400 Millionen RMB gefördert. Baosteel ist 2010 Shanghai Expos globale Partner und der einzige Stahllieferer geworden, als die beide Seiten VIK (Geld oder Geldequivalent) Stahllieferungsabkommen unterzeichnet h a b e n . D i e S t a h l h a n d e l s f i r m a v o n Baosteel International wird als die einzige Handelsservicebühne der Stahllieferung für Expo festgestellt.

Der Expo - Pavillon verlangt Stahl von großen Mengen, varianten Stahlsorten und kurzer Lieferungszeit. Verschiedene Produktions- und Absatzeinheit von Baosteel wirken s ich mit , um die Qual i tä t und Lieferungszeit des Stahls zu gewährleisten. Die in Auftrag standene Stahlsorte, die Baosteel nicht herstellen kann, wird durch Baos tee l s S t ah lhande l s f i rma mi t de r Handelsservicebühne von einheimischen zuverlässigen Stahlunternehmen oder Händler gekauft. Von Juli bis November letztes Jahres liefert Baosteel monatlich im Durchschnitt 14 Tausend Tonnen Stahl inklusiv das Grob-und Mittelblech、warmgewalzter Stahl、warm verzinktes Blech、farbbeschichtetes Blech、nahtloses Rohr、H-Profill durch Schweißung von hoher Frequenz、Vierkantenrohr、warmgewalzter H-Profill. Für die dringende Forderung wegen Designänderung steht Baos tee l e ine spezia le grüne Tür mi t dringendem Produktplan zur Verfügung. Der Logistik-Transport ist der letzte wichtige Schritt. Nach der Beurteilung von Expo Büro wird Baosteel als das einzige JIT Stahltransportunternehmen gezeichnet, damit die Verfrachtung und Abnahme des Stahlproduktes verfolgt werden, die Lieferung rechtzeitig und korrekt gesichert wird. Am Ende letztes Jahres hat Baosteel schon den Vertrag der Stahllieferung für Aufbau von Expo Pavillon vollendet. Danach werden einige kleinen Bestellungsaufräge bei Baosteel zugeschlagen, was bis Februar dieses Jahrs auch durchgeführt worden sind.

Xu Lejiang nimmt an der Kollegiumssitzung des Weltstahlvereins teil

Xu Lejiang, Vorstandschef von Baosteel Gruppe, Direktor des Weltstahlvereins, Kommissar des Kollegiums, hat am 26. April an der 33. Kollegiumssitzung des Weltstahlvereins in London UK teil. Auf der Sitzung stellte er die Stahlindustrie Chinas von letztem Jahr und dem ersten Jahreszeit dieses Jahr vor.

Baosteel hat im Oktober 2004 in den Weltstahlverein, eigentlich als internationalen Stahlverein bezeichnet, eingetreten und ist jetzt einer der 14 ausführende Mitglieder. Auf dieser Sitzung wurde „Kurzfristiger Aussichtbericht über globale oberflächliche Stahlbedarfsmenge“ bekanntgemacht. Nach der Schätzung wird der Stahlbedarfsmenge weltweit von 1.197 Milliarde Tonnen letztes Jahres auf 1.0186 Milliarde Tonnen in diesem Jahr sinken. Davon schrumpft die oberflächliche Stahlbedarfsmenge in China um 5 Prozent. Daneben wird auch „Die Analyse der Statistik für Globale Stahlproduktivität“ und „Weltstahl 2050“ usw. verkündigt, in dem Ziel der CO2 Emission der Stahlindustrie im Jahr 2050 vorhersagt wird. Xu Lejiang diskutierte mit anderen Kommissaren über diese Berichte.

In der Diskussion stellt Xu Lejiang zuerst die Übersicht von Chinas Stahlindustrie und Marktlage letztes Jahres und der ersten Jahreszeiten dieses Jahres vor. Online-Bilanzerklärungsmeeting fürs Jahr 2008 wurde von Baosteel Co., Ltd. am Nachmittag vom 30. März abgehalten. Herr Xu Lejiang, Vorstandsvorsitzender von Baosteel Group Corporation und Baosteel Co., Ltd. Die Gewerkschaft von Baosteel Group Corporation hat kürzlich die Verantwortlichen von 3 bezüglichen Uniten - Baosteel Branch, Meishan Eisen & Stah l und Baos tee l International nach Yunnan geleitet, damit sie mit Zuständigen von Kreise Mojiang，Ning’er，Zhenyuan und Jiangcheng die Vereinbarung für bestimmte Helfensprojekte unterschrieben haben. Baosteel hat dem Behinder teverein von Stadt Pu’er 1 ,5 Millionen RMB für das Projekt“Staropration mit liebenswürdigem Herz”der zweiten Phase gespendet.

Baosteel hat seit Beginn der Hilfsaktion in letzten sechs Jahren insgesamt RMB 40,9943 Mio Yuan in den 4 Kreise von Yunnan Provinz eingesetzt, darunter RMB 38,04 Mio Yuan für Projekte, die Preise der gependeten Sachen von RMB 549,8 Tausend Yuan, Stipendium von RMB 2,1545 Mio Yuan und 250 Tausend Yuan für andere Dinge sind. Bei der Hilfsarbeit im vereinbarten Ort zielt Baosteel darauf ab, die direktsten und realsten Probleme zu lösen, um die armsten Bevölkerung in den rückständigen Gebieten bevorzugt Vorteilen zu genießen. Baosteel wird weitere 10 Mio Yuan für Hilfsarbeit fortführen, 26 Hilfsprojekte zu unterstützen, davon 18 Förderungsprojekte in den ganzen Dörfer sind, 1 Umzugsprojekt, 4 Erziehungsprojekte, 2 Ausbildungsprojekte und ein anderes Projekt. Baosteel will die Hilfsarbeiten der 4 vereinbarten Kreisen verbinden und die Ausführung in den ganzen Dörfer als Einbruchspunkt gelten, die Völker mit wenigen Menschen und die armen Dörfer auf der inländischen Grenze und in den revolutionären Zonen hauptsächlich zu helfen. S e i t 2 0 0 3 h a t d a s n a t i o n a l e Überprüfungszentrum der Informaionierung (NiEC) begonnen, die IPOWER500 der chinesischen Unternehmen umzufragen und die Ergebnise zu veröffentlichen. Diese Umfrage ist die größte Untersuchung in china, die von einer unabhängigen dritten Partei durchgeführt wird, um die Informationierung ständig zu forschen. Die Stahlhandelsfirma von Baosteel International hat neulich mit CSR ein Zusammenarbeitsabkommen vereinbart, C S R w e r d e m e h r S t a h l p r o d u k t f ü r Eisenbahnwaggon von Baosteel kaufen und der Anteil steige viel in diesem Jahr gegenüber dem vergangenen Jahr.

CSR ist ein großes Herstellungsunternehmen für Personenzug und Gütewaggon unter direkte Leitung von Zentralregierung, deren Produktionsmenge von Eisenbahnwaggon ist etwa 40% von Eisenbahnministerium. In dem ersten Halbjahr letztes Jahres hat CSR durch Restrukturierung der Organisation, den zentralisierten Einkaufsmodus in seinem angehörigen Waggonwerk durchzuführen. K r e a t i v e A k t i o n v o n w e l t w e i t e n Betriebsbürgern-UN Global Compact, an der mehr als ein hundert Staaten und einige tausend Betriebe beteiligt sind, hat neulich ein chinesesches Netzwerkzentrum in Beijing geründet. Bei der Begründungsversammlung erteilte das chinesesche Netzwerkzentrum von UN Global Compact Baosteel Group Corporation und anderen Unternehmen “das Geschäftszertifikat des chinesischen Betriebspartners von UN Global Compact”.

UN Global Compact wurde im Jahr 2000 gestartet, seit dem von sozialer Schicht umfangreich anerkannt. Bis heute haben fast 200 chinesesche Betriebe und Organe hintereinander daran teilgenommen. Die chinesische Regierung hat Kenia 20 Millionen RMB im vergangenen Jahr gespendet und sich wieder in diesem Jahr entschieden, Kenia weiter 3 Millionen RMB zu unterstützen. Gleichzeitig wird China noch öffentliche Einrichtungen und Infrastrukturen wie Krankenhäuser, Schulen und Sporthallen usw. als Unterstütztungsprojekte aufbauen.

Die Materialversorgungsabteilung für Schlüsselprojekt von Baosteel Co.,Ltd.-Verkaufszentrum hat die Informationen der Stahlmaterialien von den staatlichen Unterstütztungsprojekten in Ausländer verfolgt, um Überseemarkt zu erschließen u n d d i e s o z i a l e Ve r a n t w o r t u n g z u tragen. Laut der Aufforderung von Handelungsministerium wurde die Prozedur der Überprüfung für Unternehmensqualifikation, Kredit und Produktqualität usw. fertiggestellt und dabei dem Handelsministerium geholfen, die technische Anforderungen für ausländisches Unterstütztungsprojekt von Stahlprodukt im Auftrag komplettiert zu haben.

Die Exportmenge vom kaltgewalzten Feinblech nach Afrika war im 4. Quartal letztes Jahres 20% im Vergleich mit dem vorigen Quartal aufgestiegen. Seit diesem Jahr steigt die Bestellungsmenge des Exportes nach Afrika weiter, deren Aufstieg im 1. Quartal ist 36% im Vergleich mit dem 1. Quartal letztes Jahres ereicht.

Das kaltgewalzte Feinblech ist das Primaprodukt von Baosteel. Vorhin war der europäische Markt ein hauptsächlicher Ausfuhrmarkt für das Feinblech von Baosteel, der Anteil von Exportmenge nach Afrika war geringer und der Bedarf dort auch unstabil. Seit dem 3. Quartal des Vorjahres geht der Preis des kaltgewalzten Feinbleches auf dem europäischen Stahlmarkt wegen der Beeinträchtigung der globalen Finanzkrise großmaßend herunter und der Bedarf des Produktes ist auch rasch geschrumpft, deswegen hat es einen negativen Einfluß auf die Auswuchtung von Produktion und Verkauf sowie auf die Ausfuhr mitgebracht.
