The recent years have brought incredible challenges to our community.

The amplifying effects of climate change struck home as excessive heat, fire, rain, and

debris flow shaped a new normal. At the same time, environmental threats increased with

Federal rollbacks of EPA funding and standards, and with attempts to reopen California

public lands and waters to oil leasing.

Nevertheless, in 2018 our community rallied to support those in need, knitting a tighter

social fabric than perhaps we’ve ever had. CEC led the way in calling for immediate,

urgent action on climate change and building a future that is more resilient to its impacts.

This includes ensuring that those who are most impacted by the fossil fuel industry—often

people of color and low income communities—are at the center of the response.

Our public action campaigns continue to provide tangible ways for people to “think

globally, act locally,” by drawing down carbon, creating secure food systems, shifting to

clean transportation, reducing waste, and moving toward 100% renewable energy.

CEC’s efforts are more critical than ever. We remain committed to pursuing positive

solutions that ensure future generations inherit a livable world.

RESULTS We secured a City of Santa Barbara ban on plastic

straws and stirrers, the first of its kind in the

region. This law goes into effect on July 1, 2019.

We also secured a Santa Barbara ban on Styrofoam

(expanded polystyrene) take-out food containers

and a more far-reaching law in Carpinteria.

SKIP THE STRAW In 2018, we urged local

governments to reduce

distribution of plastic straws,

stirrers, cutlery and other small,

single-use items.

counties to ban polystyrene

foam (Styrofoam) food

containers.

RESULTS We added 12 water bottle refill stations

to schools throughout the Central Coast,

bringing the program total to 90 stations.

They have provided 4 million+ refills in

Santa Barbara County schools, with over

20,000 students who have learned about

the importance of plastic reduction.

RETHINK THE DRINK We provided hydration stations

and spoke at school assemblies

about how students and staff

can ditch single-use plastic

water bottles and reduce other

plastic waste.

RESULTSThe Ellwood gas-fired power plant closed on

January 1, 2019. CEC is now advocating for

cleaner alternatives — renewable energy and

energy storage — instead of carbon fuel.

Ventura County and the Cities of Ojai, Oxnard,

Ventura, and Thousand Oaks committed to

a 100% renewable energy default choice for

customers of their Community Choice program,

Clean Power Alliance. Ventura is the first

county in the U.S. to commit to this goal.

policy makers to reject natural

gas peaker plants and build

renewable energy, storage,

and other distributed energy

resources in Santa Barbara and

Ventura Counties, providing

healthier energy alternatives to

neighborhoods most impacted

by fossil fuels.

implement their goal of going 100% renewable by 2030.

a group purchasing model that

offers a streamlined, hassle-free

KWH COUNTDOWNWe provided businesses with

free energy auditing and

benchmarking services so they

can invest in energy efficiency

projects that lower their bills

and footprint.

7 energy audits in Ventura County

RESULTSWe helped 79 homes in Santa Barbara add rooftop solar,

bringing the program’s lifetime total to 736 homes. Participating

homeowners saved an average of 85% on monthly utility bills.

Girls Inc of Carpinteria, the Boys and Girls Club of Santa Maria,

SBBike, and several other organizations went solar at no cost,

saving them hundreds of thousands of dollars in energy bills.

Rethink Food.

HEALTHY SOILS In 2018, we worked to increase

the use of carbon farming by

demonstrating clear economic

and environmental benefits of

regenerative agriculture.

RESULTSOur hands-on education events helped

130 ranchers and policymakers learn

the powerful benefits of increasing

carbon levels in soil while reducing

excess carbon in the atmosphere.

RESULTSOur Food Action team helped 565 individuals

and 43 community groups support the

development of a healthy, vibrant and

resilient food system through projects that

directly impact thousands of residents.

We also prevented over 5 tons of high-

quality prepared food from going to the

landfill, instead feeding those in need.

Drive Clean.

ELECTRIC VEHICLE COMMUNITIES In 2018, we sought to rapidly

transition the Central Coast to

electric vehicles, with a particular

emphasis on low-income drivers

and disadvantaged communities.

GO ELECTRIC BUSES & FLEETSWe urged transit districts and

government fleets to go

100% electric.

RESULTSCEC built a coalition of more than 23 organizations to develop an EV Ready Blueprint for

Ventura County, particularly geared toward lower income and disadvantaged communities.

The effort aims to be a replicable model for statewide transportation electrification.

We also successfully advocated for Santa Barbara MTD to commit to 100% zero emissions

for its 112 bus fleet by 2030 , well ahead of California targets.

RESULTSCEC hosted 3 electric vehicle showcases in 2018,

giving 268 test drives and engaging with over

23,000 people. This type of work has led our

region to have more than 12,000 plug-in electric

vehicles on the road with 360 charging stations.

DRIVE LESS CITIES In 2018, we urged local

governments to develop policies

and targets in their Bicycle

Master Plans and other planning

tools to measurably increase

biking and walking.

RESULTSThe Goleta Bicycle and Pedestrian Master Plan set

strong targets to more than double the amount of

biking and walking in the Goodland by 2030.

Act on Climate.

RESULTSCEC made pro-environment comments on 54 policy items to local

and state governments in 2018. Issues ranged from protecting a

community’s right to choose its own energy sources, to helping

ranchers and farmers adapt to climate change.

launched a network of social

justice and environmental

organizations committed

to a climate movement that

advances social, economic,

and environmental justice for

Ventura and Santa Barbara

counties.

CLIMATE RESILIENCEIn the aftermath of the Thomas

Fire and Montecito Debris Flow,

CEC co-organized public town

halls and private roundtables

to relate the link between

climate change and the increase

in extreme weather-related

disasters, reaching more

than 1,500 first- and second-

responders, community leaders,

elected officials and agency

professionals.

RESULTSOur annual festival attracted 37,000+ attendees

and 200+ exhibitors for two days of music,

sustainable food, and eco-friendly education.
