PRESIDENT’S MESSAGE
2018 has been a year of many changes for LBKM as it charts its cause to stay relevant within the bursary and scholarship sector. In our fifty-four year history, we have gone through many milestones. Today, LBKM has become an icon that is synonymous with the provision of financial assistance to our students in their pursuit of academic excellence.
As we continue this noble effort, we must be mindful of the many challenges that require us to embark on a consistent change process. Our internal operations are being constantly reviewed and positive changes are being introduced to ensure we stay abreast with the ever-changing environment of the charity landscape. We are at a crossroad of transiting from a more structured work environment to a more robust and flexible way of doing work. Transition between changes is currently being observed in many sectors and for LBKM to stay connected, we must constantly explore new initiatives and innovations.
As we chart the future, we expanded our scope of assistance beyond bursaries and scholarship. For example, at the initiative of our youth team, we have recently embarked on a new programme - “School Top-up Fund” - to ensure that our students will always have enough in their Ezlink cards to go to school. This is an excellent initiative to widen our spirit of ihsan (or compassion) towards our needy students in meeting their education needs.
Our current partnerships and alliances with the universities, polytechnics, schools and madrasahs, have been strategic for us to be updated on the current developments in the education sector. This is important as the sector has undergone many changes. We are also forging strategic collaboration to explore new ways of expanding our assistance programmes, such as in special needs education and enrichment programmes.
All these efforts will not be possible without the strong support and commitment of our sponsors, donors, members of the Executive Council and Board of Trustees, volunteers and staff, who remain our pillars of strength as we move ahead into the uncertain future.
I would like to express my heartfelt appreciation to all of you for your dedication, commitment and support to LBKM. Let us continue this noble work to ensure that no one is left behind, and that no one shall be deprived of an education for the sole reason of a lack of funds.
Let’s move together in this Journey of Giving.

1. COMMENCEMENT OF MEETING
At 6.00pm,following announcement that the quorum of 28 members had been met,Chairman, Mr Mohd Ma’mun HMF Suheimi, called the meeting to order.
Chairman invited the attendees to view a 2017 event highlights video.
Afternote: An attendance of 52 members was recorded by the end of the AGM.
2. PRESIDENT’S ADDRESS
In his address, Mr Suhaimi Salleh highlighted the following:
2.1 New Initiatives in 2017
• Variousnewinitiativeswereheldin2017to strengthen relations between LBKM, recipients and donors. Value-added activities were held for recipients and members of the public.
2.1.1 LBKM Education Clinic and Dialogues with Students
• EducationClinic@LBKMwasheldfor A-Levels and Polytechnic graduates, to assist them in providing guidance on their pursuit of higher education, in terms of choice of institutions, course of study and the availability of financial assistance.
• Fromthepositiveresponsereceivedfor the event, we hope to embark on an online platform for the Education Clinic to be easily accessible by students.
• Dialogueswereheldwithrecipientsstudying in Jordan and Egypt, tounderstand in detail, on their student activities and future plans for the welfare of the students pursuing their studies there.
• Wehopetoinitiatemoredialoguesessions with our recipients in local institutions to further enhance our relationship with them.
2.1.2 Scholarships and Bursaries
• Wewillconstantlyre-evaluatetheofferofour bursaries to remain relevant and to maximize limited resources.
• Weincreasedthemaximumper-capita income for students in overseas universities due to the high expenses required.
• Weintroducedmorebursariesand scholarships to widen our recipients’ education spectrum, namely the Iconic and Future Economy Scholarships.
2.2 Building Relations
• Weconstantlyreviewandupgradeoursystems resulting in increased trust for both individual and corporate donors.
• TrailblazerFoundationcontributed$250,000tobe disbursedasbursariesandscholarshipsat$50,000 a year over 5 years.
• WehavealsoreceivedcontributionfromKeppel Clubofapproximately$100,000eachyearforthe past 5 years.
• Wehavealsofosteredrelationshipswiththe Lee Kuan Yew School of Public Policy, National University of Singapore and Singapore University of Technology and Design to expand our roles in supporting towards academic excellence and in staying relevant in the complex education landscape.
• LBKMwilladministertheMUISSocialWorkStudy Award (SWSA) to eligible students pursuing social work and studies in the social service sector.This will be on top of the annual MUIS bursaries of $300,000.
2.3 Operations and Administration
• Ouroperationalprocessesandproceduresare constantly checked to ensure governance compliance.
• LBKMalsoaimstostrengthenitsinternalprocesses and governance by applying for the Singapore Quality Class.
2.4 Gratitude and thanks
• Wearegratefultoindividualsandvolunteersfor the commitment, time and effort over the years for the future of LBKM.
• TheVolunteerManagementSystem(VMS)wasset up to further build our relationaship with our youths, especially our scholars and bursary recipients, in providing a platform for them to volunteer back to the community. Through this, we hope to identify potential youth leaders who may be considered for leadership role in LBKM renewal process.
• WeintroducedtheEmeritusCouncilMemberto recognize the contribution of retired Council Members and staff. The members for year 2016 – 2018 were: 1) Mr Mohamed Bin Alam Din 2) Mr Muhamad Hassim Bin Ahmad
• WewouldalsoliketothanktheExecutiveCouncil, Board of Trustees, volunteers and secretariat for their dedicated contribution to LBKM.

He also announced the appointment of Mr Muhammad Harmizan Bin Abdul Hamid as the new Executive Director with effect from 16 March 2018, after retiring as Deputy President of LBKM on 15 March 2018.
3. MINUTES OF THE ANNUAL GENERAL MEETING
The minutes of the 36th Annual General Meeting held on 17 June 2017 was unanimously confirmed and adopted as proposed by Mr Abdul Samat Ali (ASAS ’50) and seconded by Ustaz Mohd Jakfar Embek(PERDAUS).
There was no matter arising from the minutes.
4. ADOPTION OF THE ANNUAL REPORT FOR THE YEAR ENDING 31 DECEMBER 2017 4.1 Mr Halil Haji Mansor informed the Meeting on the corrections on pages 28 and 32 as follows:
No of bursaries awarded: 1,641 bursaries valued at $1,776,698.
4.2 Mr Abdul Halim Kader (Taman Bacaan) suggested for the Executive Council 2018-2020 to discuss collaborations on financial aid disbursement with MENDAKI’s new Chairman, Mr Masagos Zulkifli.
4.3 As there were no matters arising, the Annual Report was unanimously approved for adoption. Mr Supki Haji Sidek (Individual Member) proposed that the Annual Report of the Executive Council be adopted. The proposal was seconded by Mr Mohammad Jamalludin Mohammad Affandi (KGMS).
5. ADOPTION OF THE AUDITED ACCOUNTS FOR THE YEAR ENDING 31 DECEMBER 2017
5.1 Mr Ameerali Abdeali (IFA) inquired whether LBKM intends to invest its funds and reserves. Honorary Treasurer Mr Djuanda Kamid responded that LBKM will be looking into it.
5.2 Dr Abdul Rahim Leyman (MTFA) inquired on LBKM’s research grant as to how it ties with LBKM’s vision of work. Mr Suhaimi Salleh responded that the LBKM research grant policy is to facilitate and provide funds for research projects and publications on the Malay/Muslim community in the areas of education, socio-politics, economics and culture.
5.3 Dr Abdul Rahim also sought clarification on, i) whether LBKM collects zakat and disburses it in one haul, and ii) why there is no longer any contribution from Singapore Totalisator Board. Mr Suhaimi Salleh responded that, i) LBKM collects zakat and disburses it within the haul, and, ii) LBKM
no longer receives contirubution from Singapore Totalisator Board after consulting the Mufti of Singapore.
5.4 In response to Mr Muhamad Hassim Ahmad’s query on the decrease of salaries and bonuses (Financial Statements 2017, Page 18, Para 4) in 2017, Mr Djuanda responded that the engagement of a consultant is not classified as salary cost.
5.5 With no further question raised, Mr Abdul Halim Kader (Taman Bacaan) proposed that the audited financial statements for year 2017 be adopted. This was seconded by Dr Abdul Rahim Leyman (MTFA). As there were no objections, the Audited Accounts for the year ended 31 December 2017 were duly adopted.

6.1 The particulars of nominees for the various appointments received at the closing of the nomination period on 11 June 2018 were circulated to members.

6.4 APPOINTMENT OF EXTERNAL AUDITOR
With a unanimuous decision, Messrs Reanda Adept PAC was duly appointed as LBKM’s External Auditor for the ensuing two years.
6.5 On behalf of LBKM, Chairman thanked the outgoing Council members for their contributions to LBKM and welcomed the newly elected Council members.
7. ANY OTHER BUSINESS
There was no proposal raised for discussion by the stipulated date, 22 June 2018.
8. PRESIDENT’S CLOSING ADDRESS
8.1 Mr Suhaimi Salleh thanked everyone for giving him the mandate to lead LBKM for the next two years.
8.2 He indicated that with integrity and effective leadership, the trust of donors and the general public increases; however we should not feel complacent or easily satisfied.
8.3 He would like to remind the newly elected Executive Council, secretariat and himself not to be too comfortable in the current situation. We must continue to improve our governance transparency and efficiency, and customer service systems to our beneficiaries and donors.
8.4 He also said that we will continue to review our programmes and services to remain relevant in the changing landscape of charity and education.
8.5 With that, we will continue to strive for the trust of our members and donors.
There being no other matters, the meeting ended at 7.15 pm with a recitation of Doa by Ustaz Mohd Yusri Yubhi Md Yusoff.

OBJECTIVES
1 To promote, engage, enhance, encourage - educational, cultural, social and economic activities and initiatives.
2 In furtherance of the above objectives, LBKM may, with approval from the relevant authorities, do all such things which are incidental, conducive, or related to the attainment of the objects, particularly as follows:
- to collect and receive donations, zakat, or gifts, especially on the Prophet’s birthday but also at all other times and occasions.
- to finance research projects and publications in relation to the above objects.
POLICIES
Funding Sources
LBKM is financially supported by donations and sponsorships from the public.
Reserves Policy
1 to maintain its reserves at a level which is at least 3 years of operating expenditure.
2 the Executive Council regularly review the amount of reserves that are required to ensure that the reserves are sufficient to fulfil LBKM’s continuing obligations on a quarterly basis.
3 the reserves shall not be utilised except with the approval of the President and Honorary Treasurer or Assistant Honorary Treasurer, and only when the cashflow falls below 3 months of the monthly operating expenses.
Conflict of Interest
Upon appointment or election, staff and council members are required to read the conflict of interest policy, and to sign a declaration form, to confirm that the policy has been understood, and will fully disclose to the council when an actual or potential conflict of interest situation arises. The declaration is signed annually.
At a meeting, where a conflict of interest arises, the member concerned will not vote on the matter or participate in discussions. He or she must offer to withdraw from the meeting, and the other members will decide if this is required. The basis in arriving at the final decision on the transaction or contract will be documented in the minutes of meeting.
Governance Evaluation - Annual Declaration
The twenty-one item questionnaires by the Commissioner of Charities were all answered affirmatively. The questions are on governance issues, the constitution, financial matters, responsibilities of Council members and the general administration.
Standard Operating Procedure (SOP)
The SOP - containing the LBKM Constitution, financial procedures, responsibilities of volunteers and full-time staff, methods of getting contributions and sponsors, conflict of interest and publicity - is updated regularly to include the latest procedures and policies.
